The Development of Program to Enhance Teacher's Competency on Teacher Leadership for School in The Secondary Educational Service Area Office 33

Abstract

This research aimed to 1) investigate factors, indicators, teacher leadership competency for school in The Secondary Educational Service Area Office 33, 2) to study current conditions, desirable conditions of the teacher leadership competency for school in The Secondary Educational Service Area Office 33, 3) to study the development method teacher leadership competency for school in The Secondary Educational Service Area Office 33 and 4) to develop the developed program on teacher leadership competency for school in The Secondary Educational Service Area Office 33. The research and development methodology consisted of 4 phases. Phase 1 investigating factors, indicators, teacher leadership competency for school in The Secondary Educational Service Area Office 33 and evaluate the suitable evaluation by 7 experts. Phase 2 studying current conditions, desirable conditions to develop the teacher leadership competency for school in The Secondary Educational Service Area Office 33 by querying the sampling groups of 346 administrators and teachers. Phase 3 studying the development method teacher leadership competency for school in The Secondary Educational Service Area Office 33 by querying the sampling groups of 346 administrators and teachers. Phase 4 developing the developed program on teacher leadership competency for school in The Secondary Educational Service Area Office 33 and 7 experts evaluate the suitability and feasibility of Program. The tools used in the research composed of the questionnaire forms and evaluation forms. The statistics used in analyzing data were mean, percentage, standard deviation and PNIModified.

The results of the research showed as follows:

1. The factors of teacher leadership competency for school in The Secondary Educational Service Area Office 33 consisted of 5 factors i.e. 1) concern for improving pupil achievement consisted of 4 indicators. 2) change agency consisted of 4 indicators. 3) adult development consisted of 4 indicators 4) reflective practice consisted of 3 indicators and 5) dialogue consisted of 3 indicators.

2. The current condition of teacher leadership competency of teacher’s performance overall, was in the intermediate level. Desirable condition of achievement competency of teacher’s performance overall, was in the highest level.

3. The techniques for enhancing teacher leadership competency for school in The Secondary Educational Service Area Office 33 were as follows: meeting–training–seminar, workshop, self-study, knowledge sharing, site visiting, mentoring, research and on-the-job training.

4. The program to enhance teacher’s competency on teacher leadership for school in The Secondary Educational Service Area Office 33 was comprised of the program methods, objectives, contents, development activities and evaluation.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาองค์ประกอบและตัวชี้วัดของสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 2) เพื่อศึกษาสภาพปัจจุบัน และสภาพอันพึงประสงค์ของสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 3) เพื่อเพื่อศึกษาวิธีการเสริมสร้างสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 4) เพื่อพัฒนาโปรแกรมเสริมสร้างสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 โดยการวิจัยแบ่งเป็น 4 ระยะ ดังนี้ ระยะที่ 1 การศึกษาองค์ประกอบของสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 ประเมินความเหมาะสมขององค์ประกอบและตัวชี้วัดโดยผู้ทรงคุณวุฒิ จำนวน 7 คน ระยะที่ 2 การศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 โดยสอบถามกลุ่มตัวอย่าง จำนวน 346 คน ระยะที่ 3 การศึกษาวิธีการเสริมสร้างสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 โดยสอบถามจากกลุ่มตัวอย่าง จำนวน 346 คน ระยะที่ 4 การพัฒนาโปรแกรมเสริมสร้างสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 และประเมินความเหมาะสมและความเป็นไปได้โดยผู้ทรงคุณวุฒิ จำนวน 7 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ประกอบด้วย แบบสอบถาม และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย (x̅) ร้อยละ (%) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และค่าดัชนีความต้องการจำเป็น (PNIModified)

ผลการวิจัยปรากฏ ดังนี้

1. สมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 ประกอบด้วย 1) การมุ่งพัฒนาผลสัมฤทธิ์ผู้เรียน มี 4 ตัวชี้วัด 2) เป็นบุคคลแห่งการเปลี่ยนแปลง มี 4 ตัวชี้วัด 3) มีวุฒิภาวะความเป็นผู้ใหญ่ที่เหมาะสมกับความเป็นครู มี 4 ตัวชี้วัด 4) มีการปฏิบัติงานอย่างไตร่ตรอง มี 3 ตัวชี้วัด และ 5) มีการสนทนาอย่างสร้างสรรค์ มี 3 ตัวชี้วัด

2. สภาพปัจจุบันของสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 อยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของสมรรถนะภาวะผู้นำครูอยู่ในระดับมากที่สุด

3. วิธีการเสริมสร้างสมรรถนะภาวะผู้นำครู ประกอบด้วย 1) การประชุมอบรม/สัมมนา 2) การฝึกอบรมควบคู่กับการปฏิบัติงาน 3) การศึกษาด้วยตนเอง 4) การแลกเปลี่ยนเรียนรู้ 5) การนิเทศติดตาม 6) การเป็นพี่เลี้ยง 7) วิจัยค้นคว้าหาความรู้ใหม่ และ 8) การนำไปปฏิบัติจริง

4. โปรแกรมเสริมสร้างสมรรถนะภาวะผู้นำครูสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 ประกอบด้วย 1) หลักการของโปรแกรม 2) วัตถุประสงค์ของโปรแกรม 3) เนื้อหาสาระ 4) กิจกรรมการพัฒนาของโปรแกรม และ 5) การประเมินผล
