Developing a Program to Enhance Learning Management Competencies of Primary School Teacher under the Office of the Basic Education Commission

Abstract

The main objectives of this research study were 1).To study factors and indicators competency of primary school teachers under the Office of the Basic Education Commission 2).To study current competencies and further needed ones of primary school teachers in learning management 3).To develop learning management competencies program for primary school teachers under the Office of the Basic Education Commission and 4).To assess and evaluate an implementation of learning management competencies program for primary school teachers under the Office of the Basic Education Commission. A total of 758 executive directors and teachers participated in this research study using Krejcie and Morgan Table for determining sample size. The research instrument was questionnaire and the data was statistically analyzed using percentage, mean, standard deviation and modified priority needs index (PNImodified).

The research findings were following ;

1. There are 5 factors and 15 indicators of the learning management competency development Program for primary school teachers under the Office of the Basic Education Commission. Those 5 factors and 15 indicators were evaluated by the experts as good level appropriately.

2. The overall evaluation of current learning management competency development program is in a Moderate level, whereas the further needed competencies program is in good level to enhance learning management competency for primary school teachers under the Office of the Basic Education Commission. The enhancing of learning management competencies are 1) Self Education 2) Workshop and Practice 3) Training 4) Study Trip 5) Integration Teaching using infusion and practice and 6) School Based Management 7) Supervision 8) Mentoring system and instruction.

3. There are 2 outcomes of this research study which are 1) Learning Management Competency Development Program for primary school teachers under the Office of the Basic Education Commission and 2) Guideline of Learning Management Competency Development Program. The outline of guideline consists of 5 topics which are 1) Rational criterion 2) Objectives 3) Subject matter 4) Development process and 5).Assessment and Evaluation which are composing of 5 Modules such as 1) Student analysis , 2) Learning management Planning , 3) Student learning management , 4) Usage of innovative and technology instrument and 5).Assessment and Evaluation. The overall program fit evaluation in term of beneficial and appropriation by the experts found in very good level.

4. The results of implementing program to teachers in primary school under the Office of the Basic Education Commission are as following : 1) The average score of teachers before using the learning management competency development program is 12.90 which is about 43 percentage ; whereas, the after using the program is 27.66 which is about 92.20.The teachers have learning competency management in very good level evaluation. 2) For satisfaction assessment, the primary school teachers under the Office of the Basic Education Commission are satisfied on the learning management competency development program in a very good level evaluation.

การวิจัยนี้มีความมุ่งหมาย 1) เพื่อศึกษาองค์ประกอบและตัวชี้วัดสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 2) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 3) เพื่อพัฒนาโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นฐาน 4) เพื่อศึกษาผลการใช้โปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นฐาน ประชากรกลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูโรงเรียนประถมศึกษา จำนวน 758 คน ได้มาโดยการใช้ตารางสำเร็จรูปของ Krejcie and Morgan เครื่องมือที่ใช้ในการเก็บข้อมูล ได้แก่ แบบสอบถาม แบบประเมิน แบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและค่าดัชนีความต้องการจำเป็น (PNImodified)

ผลการวิจัยพบว่า

1. องค์ประกอบและตัวชี้วัดของการพัฒนาโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มี 5 องค์ประกอบ จำนวน 15 ตัวชี้วัด ยืนยันโดยผู้ทรงคุณวุฒิมีความเหมาะสมอยู่ในระดับมาก

2. สภาพปัจจุบันการพัฒนาโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา โดยรวมอยู่ในระดับปานกลาง ส่วนสภาพที่พึงประสงค์การพัฒนาโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน โดยรวมอยู่ในระดับมาก สำหรับวิธีการเสริมสร้าง ได้แก่ 1) การศึกษาเรียนรู้ด้วยตนเอง 2) การประชุมเชิงปฏิบัติการ 3) การฝึกอบรมในขณะปฏิบัติงาน 4) การศึกษาดูงาน 5) การบูรณาการแบบสอดแทรกกับการปฏิบัติงาน 6) การใช้โรงเรียนเป็นฐาน 7) การนิเทศ 8) ระบบพี่เลี้ยงและการสอนแนะ

3. การพัฒนาโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ที่พัฒนาขึ้น ประกอบด้วย 2 ส่วน คือ 1) โปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานและ 2) คู่มือการใช้โปรแกรม โดยมีองค์ประกอบของโปรแกรม คือ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา และ 5) การวัดและประเมินผล ประกอบด้วย 5 Module คือ 1) การวิเคราะห์ผู้เรียน 2) การออกแบบการเรียนรู้ 3) การจัดกิจกรรมที่เน้นผู้เรียนเป็นสำคัญ 4) การใช้สื่อนวัตกรรมเทคโนโลยี 5) การวัดและประเมินผล ผลการประเมินโดยผู้ทรงคุณวุฒิ มีความเหมาะสม ความเป็นไปได้และความเป็นประโยชน์ อยู่ในระดับมากที่สุด

4. ผลการนำโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานไปใช้ พบว่า 1) ผลการทดสอบความรู้เกี่ยวกับสมรรถนะการจัดการเรียนรู้ของครูก่อนการพัฒนามีค่าเฉลี่ย 12.90 คิดเป็นร้อยละ 43.00 และมีคะแนนหลังการพัฒนา มีค่าเฉลี่ย 27.66 คิดเป็นร้อยละ 92.20 ครูมีความสามารถในการจัดการเรียนรู้ภาพรวมอยู่ในระดับมากที่สุด 2) ผลการประเมินความพึงพอใจของผู้เข้าร่วมโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครูประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานโดยรวมอยู่ในระดับมากที่สุด
