The Development of Internal Supervision Guidelines for Schools Under the Secondary Education Service Area Office 27

Abstract

The research aimed to study current conditions, desirable conditions, need, and development of internal supervision guidelines for schools under the Secondary Education Service Area Office 27. This research was divided into 2 phases: phase 1: study current conditions, desirable conditions, and need of internal supervision guidelines for schools under the Secondary Education Service Area Office 27. Samples were selected from administrators and department leaders totally 244 people. The research instrument was questionnaire. The Statistics used for analyzing data were frequency, percentage, mean, standard deviation, needs. Phases 2: development of internal supervision guidelines for schools under the Secondary Education Service Area Office 27, focus group discussion, the 7 professionals were group of the informants. The research instrument was evaluation form. The Statistics used for analyzing data were mean and standard deviation.

The results of the research revealed that:

1. The results of the current state of internal supervision guidelines for schools under the Secondary Education Service Area Office 27 were at a high level. Considering each side, it was found that high level in all aspects. Desirable conditions internal supervision guidelines for schools under the Secondary Education Service Area Office 27 were at the highest level. Considering each side, it was found that most of them were in the highest level. And priority order of needs to Developing Guidelines were in planning and development of school internal supervision are needed the most, followed by the internal supervision practice in schools, and monitoring and evaluation of school internal supervision.

2. The results of development of internal supervision guidelines for schools under the Secondary Education Service Area Office 27 were 5 categories. The first category was the principle. The second category was the purpose. The third category was the internal supervision guidelines for schools. The Guidelines was divided into 5 factors. 1) analyzing problems and needs for internal supervision, 2) planning and development of school internal supervision, 3) internal supervision practice in schools, 4) monitoring and evaluation of school internal supervision, and 5) publicize and expand continuously and sustainably within the school. The fourth category was the mechanism. And the fifth category were the conditions of success. Assessment of suitability and feasibility with the experts by focus group discussion were given the interest and the benefit suggestions. The results of possibility, suitability of developing guidelines were at highest level.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นและพัฒนาแนวทางการนิเทศภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 การวิจัยครั้งนี้ ดำเนินการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของทางการนิเทศภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 กลุ่มตัวอย่างที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ ผู้บริหารสถานศึกษา และหัวหน้ากลุ่มสาระการเรียนรู้ จำนวน 244 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 การพัฒนาแนวทางทางการนิเทศภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิประเมินแนวทาง จำนวน 7 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของการดำเนินการนิเทศภายในสถานศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน ส่วนสภาพที่พึงประสงค์ของการดำเนินการนิเทศภายในสถานศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 โดยรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากที่สุดทุกด้าน และความต้องการจำเป็นในการพัฒนา พบว่า ด้านการวางแผนและพัฒนาการนิเทศภายในโรงเรียน มีความต้องการพัฒนามากที่สุด รองลงมา คือ ด้านการปฏิบัติการนิเทศภายในโรงเรียน และด้านการติดตามและประเมินผลการนิเทศภายในโรงเรียน

2. แนวทางการนิเทศภายในสถานศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 ประกอบด้วย 5 ส่วน ได้แก่ 1) หลักการและเหตุผล 2) ความมุ่งหมาย 3) แนวทางการนิเทศภายในสถานศึกษาของสถานศึกษา แบ่งออกเป็น 5 ด้าน คือ 3.1) ด้านการวิเคราะห์สภาพปัจจุบัน ปัญหา และความต้องการในการนิเทศภายในโรงเรียน 3.2) ด้านการวางแผนและพัฒนาการนิเทศภายในโรงเรียน 3.3) ด้านการปฏิบัติการนิเทศภายในโรงเรียน 3.4) ด้านการติดตามและประเมินผลการนิเทศภายในโรงเรียน 3.5) ด้านการเผยแพร่และขยายผลอย่างต่อเนื่องและยั่งยืนภายในโรงเรียน 4) กลไก และ 5) เงื่อนไขความสำเร็จ โดยผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการนิเทศภายในสถานศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 โดยรวมมีความเหมาะสม และความเป็นไปได้อยู่ในระดับมากที่สุด
