Program to Enhance Teacher's Competency to information technology skills in learning management for the Welfare School in the Northeastern Region under the Bureau of Special Education Administration

Abstract

The research aimed to study the current state, desirable conditions and Development the Program to Enhance Teacher's Competency to information technology skills in learning management for the Welfare School in the Northeastern Region under the Bureau of Special Education Administration. This research was divided into 2 phases: phases 1: study the current state and desirable conditions to Enhance Teacher's Competency to information technology skills in learning management. The samples consisted of 186 school administrators and teachers. The research instrument was the questionnaire with an Index of Item Objective Congruence between 0.60-1.00, discrimination between 0.60-0.89 and a Reliability between 0.89 – 0.99. The statistics used for analyzing data were frequency, percentage, mean, standard deviation and priority need index. And phases 2: Development the Program to Enhance Teacher's Competency to information technology skills in learning management. Focus group discussion included 5 professionals as informants. The research instrument was the evaluation form. The statistics used for analyzing data were mean and standard deviation.

The results are as followed:

1. The current state for Enhance Teacher's Competency to information technology skills in learning management were at a high level. Considering each side, it was found that were in the high level. Desirable conditions for Enhance Teacher's Competency to information technology skills in learning management were at the highest level. Considering each side, it was found that were in the highest level. Result of the needs were in application of information technology in learning management have the most needs. Next is the information technology fundamentals and information management, respectively.

2. The results of Development the Program to Enhance Teacher's Competency to information technology skills in learning management were divided into 5 categories; 1) the principle. 2) the purpose. 3) the content. 3) the operation were divided into 5 module; 3.1) Module 1 information technology fundamentals 3.2) Module 2 finding information 3.3) Module 3 organizing learning environment 3.4) Module 4 information management 3.5) Module 5 application of information technology in learning management. 4) the take action were training, study visits, teaching work, development by operational processes. 5) the program evaluation into 3 phases: phases 1: Pre-development assessment phases 2: Assessment during development and phases 3: Post development assessment. And satisfaction assessment. The results of suitability of developing program was at high level. And possibility of developing program was at highest level.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และพัฒนาโปรแกรมเสริมสร้างสมรรถนะครูด้านการใช้เทคโนโลยีสารสนเทศในการจัดการเรียนการสอน สำหรับโรงเรียนศึกษาสงเคราะห์ในภาคตะวันออกเฉียงเหนือ สังกัดสำนักบริหารงานการศึกษาพิเศษ โดยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของสมรรถนะครูด้านการใช้เทคโนโลยีสารสนเทศในการจัดการเรียนการสอน กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา และครู จำนวน 186 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม ที่มีค่าดัชนีความสอดคล้อง (IOC) อยู่ระหว่าง 0.60-1.00 มีค่าอำนาจจำแนก อยู่ระหว่าง 0.60-0.89 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และความต้องการจำเป็น ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างสมรรถนะครูด้านการใช้เทคโนโลยีสารสนเทศในการจัดการเรียนการสอน โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิประเมินแนวทาง จำนวน 5 คน ด้วยวิธีการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของสมรรถนะครูด้านการใช้เทคโนโลยีสารสนเทศในการจัดการเรียนการสอน โดยรวมอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านอยู่ในระดับมาก ส่วนสภาพที่พึงประสงค์ของสมรรถนะครูด้านการใช้เทคโนโลยีสารสนเทศในการจัดการเรียนการสอน โดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านอยู่ในระดับมากที่สุด และด้านการประยุกต์ใช้เทคโนโลยีสารสนเทศในการจัดการเรียนรู้ มีความต้องการจำเป็นมากที่สุด รองลงมาคือ ด้านความรู้พื้นฐานเทคโนโลยีสารสนเทศ และด้านการจัดการข้อมูลสารสนเทศ ตามลำดับ

2. โปรแกรมเสริมสร้างสมรรถนะครูด้านการใช้เทคโนโลยีสารสนเทศในการจัดการเรียนการสอน สำหรับโรงเรียนศึกษาสงเคราะห์ในภาคตะวันออกเฉียงเหนือ สังกัดสำนักบริหารงานการศึกษาพิเศษ พบว่า โปรแกรมเสริมสร้างสมรรถนะครูด้านการใช้เทคโนโลยีสารสนเทศในการจัดการเรียนการสอน สำหรับโรงเรียนศึกษาสงเคราะห์ในภาคตะวันออกเฉียงเหนือ สังกัดสำนักบริหารงานการศึกษาพิเศษ มีองค์ประกอบด้วย 5 ส่วน ดังนี้ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา ซึ่งประกอบด้วย 5 Module ได้แก่ 3.1) Module 1 ความรู้พื้นฐานเทคโนโลยีสารสนเทศ 3.2) Module 2 การค้นหาข้อมูลสารสนเทศ 3.3) Module 3 การจัดสภาพแวดล้อมการเรียนรู้ 3.4) Module 4 การจัดการข้อมูลสารสนเทศ 3.5) Module 5 การประยุกต์ใช้เทคโนโลยีสารสนเทศในการจัดการเรียนรู้ 4) วิธีดำเนินการ ประกอบด้วย การฝึกอบรม การศึกษาดูงาน การสอนงาน การพัฒนาโดยกระบวนการปฏิบัติงาน 5) การประเมินโปรแกรม ประกอบด้วยการประเมิน 3 ระยะ ระยะที่ 1 การประเมินก่อนการพัฒนา ระยะที่ 2 การประเมินระหว่างการพัฒนา และระยะที่ 3 การประเมินหลังการพัฒนา และการประเมินความพึงพอใจ โดยผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมจากผู้ทรงคุณวุฒิ พบว่า โปรแกรมมีความเหมาะสมในระดับมาก และมีความเป็นไปได้ในระดับมากที่สุด
