The Development of STEM education Management Guidelines in Schools Under the Office of secondary Education Service Area 32

Abstract

This study was aimed to investigate the recent state and desired state including develop the guidelines of STEM education management in school under the Office of Secondary Educational Service Area 32. The study was separated into 2 phases which were following the first phase was examining the recent state and desired state of STEM education management in school under the Office of Secondary Educational Service Area 32. The sample was 132 principals and teachers in school under the Office of Secondary Educational Service Area 32 which were chosen by stratified random sampling. The second phase was the development of STEM education management guidelines in school under the Office of Secondary Educational Service Area 32 which divided into 4 steps were the first step, investigation of best practice and accepted STEM education management. The informants were the principals and teachers, 3 representatives per a school totally in 9 people which were chosen by purposive sampling. The second step was drafting STEM education management guidelines in school under the Office of Secondary Educational Service Area 32. Then the third step was verification to assure the guidelines of STEM education management in school under the Office of Secondary Educational Service Area 32 by the informants who took charge of assurance the guidelines used Focus Group Discussion consisted of 7 professors were chosen by purposive sampling. The fourth step was consideration of suitability and possibility of the guidelines which considered by the informants who were responsible for consideration of suitability and possibility of the guidelines consisted of 7 professors were chosen by purposive sampling. The research tools were questionnaire, semi-structured interview form, Focus Group Discussion form, consideration form of suitability and possibility of the guidelines. The statistic used in this study was mean, standard deviation and Priority Need Index (PNI).

The results were as following;

1. The recent state of STEM education management under the Office of Secondary Educational Service Area 32 was in the moderate level ( x = 2.78, S.D. = 0.78) and the desired state was generally in the highest level ( x = 4.74, S.D. = 0.49) including the value of Priority Need Index (PNI) totally was at 0.75.

2. STEM education management guidelines in school under the Office of Secondary Educational Service Area 32 consisted of 5 elements were 1) principles 2) objectives 3) implementation system 4) procedures included 6 aspects were the development plan and policy of STEM education, STEM education curriculum, learning activities to STEM education, assessment for STEM education, human resource development for STEM education, cooperative network for STEM education and 5) achievement condition aspect which the according guidelines was suitable at the highest level ( x = 4.71, S.D. = 0.31) and totally possible in the highest level ( x = 4.61, S.D. = 0.48)

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์และพัฒนาแนวทางการบริหารจัดการสะเต็มศึกษาในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 โดยการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการบริหารจัดการสะเต็มศึกษาในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 จำนวน 132 คน โดยการสุ่มกลุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) ระยะที่ 2 การพัฒนาแนวทางการบริหารจัดการสะเต็มในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 แบ่งเป็น 4 ตอน คือ ตอนที่ 1 การศึกษาการบริหารจัดการสะเต็มศึกษาในสถานศึกษาที่เป็นที่ยอมรับและแบบวิธีปฏิบัติที่ดี (Best Practice) กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษาและครู โรงเรียนละ 3 คน รวม 9 คน โดยเลือกแบบเจาะจง (Purposive Sampling) ตอนที่ 2 การยกร่างแนวทางการบริหารจัดการสะเต็มศึกษาในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 ตอนที่ 3 ตรวจสอบยืนยันแนวทางการบริหารจัดการสะเต็มศึกษาในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 โดยกลุ่มผู้ให้ข้อมูลซึ่งทำหน้าที่ตรวจสอบ ยืนยันแนวทางโดยใช้เทคนิคการสนทนากลุ่ม (Focus group Discussion) ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 7 คน เลือกแบบเจาะจง ตอนที่ 4 ประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง โดยกลุ่มผู้ให้ข้อมูลซึ่งทำหน้าที่ประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง ได้แก่ ผู้เชี่ยวชาญ จำนวน 7 คน เลือกแบบเจาะจง เครื่องมือที่ใช้ ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง แบบบันทึกการสนทนากลุ่ม แบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิจัย ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและดัชนีความต้องการจำเป็น PNI

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของการบริหารจัดการสะเต็มศึกษาในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 อยู่ในระดับปานกลาง (x = 2.78, S.D. = 0.76) และสภาพที่พึงประสงค์โดยรวมอยู่ในระดับมากที่สุด ( x = 4.74, S.D. = 0.49) และมีค่า PNI โดยรวมเท่ากับ 0.75

2. แนวทางการบริหารจัดการสะเต็มศึกษาในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 ประกอบด้วย 5 องค์ประกอบ ได้แก่ 1) หลักการ 2) วัตถุประสงค์ 3) ระบบกลไกดำเนินการ 4) วิธีดำเนินการ มี 6 ด้าน คือ ด้านนโยบายและแผนพัฒนาสะเต็มศึกษา ด้านหลักสูตรสะเต็มศึกษา ด้านการจัดการเรียนรู้สะเต็มศึกษา ด้านการประเมินผลสะเต็มศึกษา ด้านการพัฒนาบุคลากรสะเต็มศึกษา และด้านการสร้างเครือข่ายการมีส่วนร่วมสะเต็มศึกษา 5) เงื่อนไขความสำเร็จ โดยแนวทางมีความความเหมาะสมโดยรวมอยู่ในระดับมากที่สุด (x = 4.71, S.D. = 0.31) และมีความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด ( x = 4.61, S.D. = 0.48)
