Developing the Guidelines for Educational Management Participation of the Committee of Basic Educational in Schools under Nakhon Ratchasima Primary Educational Service Area Office 4

Abstract

The present study aimed to 1) to investigate the currents situations, desirable situations and needs for the educational management participation of the committee of basic educational in schools under Nakhon Ratchasima primary Educational service area office 4, 2) to develop the guidelines for educational management participation of the committee of basic educational in schools under Nakhon Ratchasima primary Educational service area office 4. The study was divided into 2 phases; phase 1 was the study related to the currents situations, desirable situations and needs for the educational management participation of the committee of basic educational in schools under Nakhon Ratchasima primary Educational service area office 4. The sample of this phase was 207 consisted of schools administrators, teachers, chairperson of the committee of basic educational in school, parents and preventatives from the local government organization who were selected by stratified random sampling. The instrument used was the questionnaire. Phase 2 was the development of the guidelines for educational management participation of the committee of basic educational in school under Nakhon Ratchasima primary Educational service area office 4 which divided into 2 stages as follows; stage 1 was the study of 3 schools where there was the best practicing. The participants were schools administrators, teachers, and chairperson of the committee of basic educational in school. The instrument used was the interview questions. Stage 2 was the evaluation of the guidelines in terms of the appropriateness and the possibility by 5 experts. The instrument used was the evaluation form of the appropriateness and the possibility. Percentage, mean and standard deviation were used to analyze the data.

The results of the study revealed that

1. The current situations of the educational management participation for the committee of basic educational in schools under Nakhon Ratchasima primary Educational service area office 4 shown that overall rated in moderate level, when considered into each aspect found out that all aspects rated in moderate level. It could be ranged according to the lowest mean as follows; budget section, personal section, general section, and academic section. The desirable situations of the educational management participation for the committee of basic educational in schools under Nakhon Ratchasima primary Educational service area office 4 shown that overall rated in the most level, when considered into each aspect revealed that all aspects rated in the most level. It could be ranged according to the highest mean as follows; personal section, general section, budget section, and academic section.

2. The results of guidelines developing for the educational management participation for the committee of basic educational in schools under Nakhon Ratchasima primary Educational service area office 4 pointed out that there were 4 aspects and 20 guidelines as follow; 7 guidelines for the participation of academic section, 6 guidelines for the participation of budget section, 3 guidelines for the participation of personal section and 4 guidelines for the participation of general section. These guidelines were analyzed from the interview of schools where there was the best practicing and the conceptual framework of the study. The results of the appropriateness and the possibility yielded that overall of the appropriateness rated in the most level and the possibility also rated in the most level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมาเขต 4 2) พัฒนาแนวทางการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมาเขต 4 การวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 4 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา ผู้แทนครู ประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน ผู้แทนผู้ปกครอง และผู้แทนองค์กรปกครองส่วนท้องถิ่น จำนวน 270 คน ได้มาโดยวิธีการสุ่มตัวอย่างแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 การพัฒนาแนวทางการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 4 1) ศึกษาสถานศึกษาที่มีวิธีปฏิบัติที่เป็นเลิศ (Best Practice) จำนวน 3 โรงเรียน กลุ่มผู้ให้ข้อมูล คือ ผู้บริหารสถานศึกษา ผู้แทนครู และประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ 2) ผู้ทรงคุณวุฒิประเมินความเหมาะสมและเป็นไปได้ของแนวทาง จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 4 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 4 โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับปานกลางทุกด้าน เรียงลำดับคะแนนเฉลี่ยจากน้อยไปหามาก ได้แก่ ด้านงบประมาณ ด้านบริหารงานบุคคล ด้านบริหารทั่วไป และด้านวิชาการ สภาพที่พึงประสงค์การมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 4 โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากที่สุดทั้ง 4 ด้าน เรียงลำดับคะแนนเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านบริหารงานบุคคล ด้านบริหารทั่วไป ด้านงบประมาณ และด้านวิชาการ

2. ผลการพัฒนาแนวทางการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 4 พบว่า มีทั้งหมด 4 ด้าน 20 แนวทาง ได้แก่ การมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษาด้านวิชาการ 7 แนวทางการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษาด้านงบประมาณ 6 แนวทาง การมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา ด้านบริหารงานบุคคล 3 แนวทาง และการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา ด้านบริหารทั่วไป 4 แนวทาง โดยสังเคราะห์มาจากการสัมภาษณ์โรงเรียนที่มีแนวปฏิบัติที่เป็นเลิศ ผนวกกับกรอบแนวคิดของการวิจัย การประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการพัฒนาการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการปฏิบัติภารกิจในสถานศึกษา โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้ในระดับมากที่สุด
