Development of guidelines for the management of boy scout and girl guide activities in the schools under the jurisdiction of the Office of Buriram Primary Educational Service Area 4

Abstract

The research aimed 1) to study a present and desirable characteristic of the Boy Scouts and Girl Guide management in schools under the jurisdiction of the Office of Buriram Primary Education Service Area 4 and 2) to develop the Boy Scouts and Girl management approach in schools under the jurisdiction of the Office of Buriram Primary Education Service Area 4. The research was divided into 2 phases. Phase 1 to study a present and desirable characteristic. There were 194 samples consisting of administrators and teachers who teach Boy Scouts and Girl Guide by Stratified Random Sampling. The tool used in this part was questionnaire. phase 2, to develop of the Boy scouts and Girl Guide management approach in schools under the jurisdiction of the Office of Buriram Primary Education Service Area 4. There were 6 samples consisting of administrators and teachers who teach Boy Scouts and Girl Guide by Purposive Sampling and There were 7 experts to evaluate the appropriateness and the possibility of develop the Boy scouts and Girl Guide management approach in schools under the jurisdiction of the Office of Buriram Primary Education Service Area 4. The research statistics used in the research were percentage, mean, standard deviation, Index of Item Objective Congruence (IOC), discrimination, reliability and index need (PNI Modified).

The results were as follows :

1. The current circumstances of the Boy Scouts and Girl Guide management in schools under the jurisdiction of the Office of Buriram Primary Education Service Area 4 with the whole picture were at medium level. The desirable characteristics of Boy Scouts and Girl Guide activities in management in schools of with the whole picture were at highest level. the need for the development of Boy Scouts and Girl Guide activities.

2. The development of guidelines the management of Boy scouts and Girl Guide activities in the schools under the jurisdiction of the Office of Buriram Primary Education Service Area 4 consisted of 4 factors and 21 indicators. There were 6 indicators of scout activities, 5 indicators of boy scouts and girl, 5 indicators of scout leader and 5 indicators of scout director of school. The result of assessment for appropriateness and the possibility of management approach of Boy scouts and Girl Guide with the whole picture were at highest level.

การวิจัยนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์การบริหารกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 2) พัฒนาแนวทางการบริหารกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ได้แก่ การศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์การบริหารกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 กลุ่มตัวอย่างได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอนกิจกรรมลูกเสือ-เนตรนารี จำนวน 194 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 พัฒนาแนวทางการบริหารกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 ผู้ให้ข้อมูล ได้แก่ ผู้บริหารและครูผู้รับผิดชอบกิจกรรมลูกเสือ-เนตรนารี จำนวน 3 โรงเรียน โรงเรียนละ 2 คน รวม 6 คน และผู้ทรงคุณวุฒิ จำนวน 7 คน เลือกแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ และแบบประเมินความเหมาะสมความเป็นไปได้ของแนวทางการบริหารกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา สถิติที่ใช้ในการวิจัย ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีความสอดคล้อง ค่าอำอาจจำแนก ค่าเความเชื่อมั่น และค่าดัชนีความต้องการจำเป็น

ผลการวิจัย พบว่า

1. สภาพปัจจุบันการบริหารกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 โดยภาพรวมอยู่ในระดับปานกลาง และสภาพที่พึงประสงค์การบริหารการจัดกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 โดยภาพรวมอยู่ในระดับมากที่สุด

2. การพัฒนาแนวทางการบริหารกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 การพัฒนาแนวทางการบริหารกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา ประกอบด้วย 4 ด้าน 21 แนวทาง ได้แก่ ด้านการจัดกิจกรรมลูกเสือ 6 แนวทาง ด้านลูกเสือ 5 แนวทาง ด้านผู้กำกับลูกเสือ 5 แนวทาง ด้านผู้บริหาร 5 แนวทาง และผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการบริหารกิจกรรมลูกเสือ-เนตรนารี ในสถานศึกษา โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และความเป็นไปได้อยู่ในระดับมากที่สุด
