The Development of Academic Strategies Administration in School Under The Secondary Educational Service Area Office 26

Abstract

The purpose of this research were to : 1) investigate the recent state and desired state including the development of academic strategies in school under the secondary educational service area office 26. 2) Develop the academic strategies in school under the secondary educational service area office 26 . The study was separated into 2 phases which were following the first phase was examining the recent state and desired state of academic administration in school under the secondary educational service area office 26 .The informants were administrators and academic teachers, 3 people per school totally in 105 people which were chosen by purposive sampling. The second phase was developing academic strategies in school under the secondary educational service area office 26 which divided into 2 steps were ; 1) Using SWOT analysis from 4 best practice schools case study based on semi-structured interviews, the objectives were administrator and academic deputy teacher. 2) develop the academic strategies using PDCA demming cycle, assess the suitability drafting strategies by 7 experts which were chosen by purposive sampling. And assess the suitability and possibility of the academic strategies in school under the secondary educational service area office 26 by 15 professional users. The research tools were questionnaires , semi-structured interview form, consideration form of drafting suitability , consideration form of suitability and possibility of the strategies. The statistics used in this study were the mean, standard deviation and Priority Need Index (PNI).

The results were following;

1.The recent state of Academic Administration in school under the secondary educational service area office 26 was in the medium level ( =2.56) and the desired state was generally in the high level (X=4.28) from the most to the lowest are the development of learning process . assessment and evaluation. The lowest is The curriculum development . The Priority Need index totally was at 0.68

2. The development of the academic strategies in school under the secondary educational service area office 26 using PDCA demming cycle including 1) environmental analysis 2) vision 3) target 4) mission 5) strategy decision 6) strategy usage. The results of the evaluation of the suitability and the possibility of the academic strategies found that was suitable in the highest level ( = 4.61) and possible in the highest level ( =4.68). The strategies which are totally in 6 parts 32 strategies. 1) 5 strategies for the development of learning process, 6 strategies for the assessment and evaluation, 5 strategies for the research to improve the quality of education, 4 strategies for the development of internal quality assurance system and 7 strategies for the curriculum development.

การวิจัยในครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการบริหารงานวิชาการของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 26 2) พัฒนากลยุทธ์การบริหารงานวิชาการของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 26 ดำเนินการวิจัยด้วยวิธีการวิจัยแบบผสมผสาน (Mixed Methods Research Design) โดยการวิจัยแบ่งเป็น 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการบริหารงานวิชาการในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 26 เป้าหมายที่ใช้ในการวิจัย ได้แก่ สถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 26 ปีการศึกษา 2562 จำนวน 35 โรงเรียน ผู้ให้ข้อมูลประกอบด้วย ผู้บริหารสถานศึกษา รองผู้อำนวยการโรงเรียนหรือหัวหน้างานวิชาการ และครูวิชาการ โรงเรียนละ 3 คน จำนวนรวม 105 คน โดยการเลือกแบบเจาะจง ระยะที่ 2 การพัฒนากลยุทธ์การบริหารงานวิชาการในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 26 แบ่งออกเป็น 2 ตอน คือ 1) การวิเคราะห์สภาพแวดล้อม (SWOT Analysis) ด้านการบริหารงานวิชาการในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 26 โดยการศึกษาจากโรงเรียนที่มีการปฏิบัติที่เป็นเลิศ (Best Practice) ด้านการบริหารงานวิชาการ 4 โรงเรียน เป้าหมายที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา และหัวหน้างานวิชาการโรงเรียน โดยการสัมภาษณ์แบบกึ่งโครงสร้าง 2) การพัฒนากลยุทธ์การบริหารงานวิชาการโดยใช้วงจรคุณภาพเดมมิ่ง (PDCA) โดยการตรวจสอบความเหมาะสมของร่างกลยุทธ์จากผู้ทรงคุณวุฒิ จำนวน 7 คน และการประเมินความเหมาะสมและความเป็นไปได้จากผู้ทรงคุณวุฒิ จำนวน 15 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม แบบสัมภาษณ์ แบบตรวจสอบความเหมาะสมของกลยุทธ์ แบบประเมินความเหมาะสมและความเป็นไปได้ของกลยุทธ์ สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันการบริหารงานวิชาการในสถานศึกษาสังกัดสํานักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 26 สภาพปัจจุบันโดยรวมอยู่ในระดับปานกลาง ( =2.56) และสภาพที่พึงประสงค์โดยรวมอยู่ในระดับมาก ( =4.28) ด้านที่มีสภาพที่พึงประสงค์การบริหารวิชาการมากที่สุด คือ ด้านการพัฒนากระบวนการเรียนรู้ รองลงมาคือ ด้านการวัดผล ประเมินผลและเทียบโอนผลการเรียน ( =4.35) และด้านที่น้อยที่สุด คือ ด้านการพัฒนาหลักสูตรสถานศึกษา ( =4.20) และมีค่าดัชนีความต้องการจำเป็นโดยรวมเท่ากับ 0.68

2. การพัฒนากลยุทธ์การบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 26 ผ่านกระบวนการพัฒนาโดยใช้วงจรคุณภาพเดมมิ่ง PDCA ตามขอบข่ายการบริหารงานวิชาการ ประกอบด้วย 1) การวิเคราะห์สภาพแวดล้อม 2) การกำหนดวิสัยทัศน์ 3) เป้าหมาย 4) พันธกิจ 5) การวิเคราะห์เพื่อวางแผนจัดทำกลยุทธ์ 6) การนำกลยุทธ์ไปใช้ในสถานศึกษา ผลการประเมินความเหมาะสมและความเป็นไปได้ของกลยุทธ์การบริหารงานวิชาการในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 26 พบว่ามีความเหมาะสมอยู่ในระดับมากที่สุด ( =4.61) และความเป็นไปได้อยู่ในระดับมากที่สุด ( =4.68) รวม 6 ด้าน 32 กลยุทธ์ ประกอบด้วย ด้านการพัฒนากระบวนการเรียนรู้ 5 กลยุทธ์ ด้านการนิเทศการศึกษา 5 กลยุทธ์ ด้านการวัดผล ประเมินผลและเทียบโอนผลการเรียน 6 กลยุทธ์ ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา 5 กลยุทธ์ ด้านการพัฒนาระบบประกันคุณภาพภายในและมาตรฐานการศึกษา 4 กลยุทธ์ และด้านการพัฒนาหลักสูตรสถานศึกษา 7 กลยุทธ์
