The Development of Academic Operational Guidelines for Schools Under the Office of Secondary Educational Service Area 33

Abstract

The purposes of this study were 1) to investigate the current state and desired state of academic operations in educational institutions under the Office of Secondary Educational Service Area 33 and 2) to develop a guideline of academic operations for educational institutions under the Office of Secondary Educational Service Area 33. The study was divided into 2 phases which were following, the first phase was studying the current state and desired state of academic operations in educational institutions under the Office of Secondary Educational Service Area 33. The data were collected from 3 people each 85 school, including directors, academic administrators, and teachers whom were chosen by purposive sampling method. The second phase was developing a guideline of academic operations for educational institutions under the Office of Secondary Educational Service Area 33, divided into 4 section as following, firstly, studying the current state, desirable state the academic operations in best-practice schools. The data were collected from 2 people each 3 school, including directors and academic administrators whom were chosen by purposive sampling method. Secondly, developing a drafting academic operation guideline. Thirdly, assessing the suitability of the drafting by 5 experts which were chosen by purposive sampling method. Lastly, assessing the suitability of the developed guideline of academic operations for educational institutions under the Office of Secondary Educational Service Area 33 by 5 experts which were chosen by purposive sampling method. The research instruments were questionnaires, semi-structured interview form, consideration form of drafting suitability , consideration form of suitability and possibility of the strategies. The statistics used in this study were the mean, standard deviation and Priority Need Index (PNI).

The results were following;

1.The current state of academic operations for educational institutions under the Office of Secondary Educational Service Area 33 was in a low level and the desired state was generally in a high level from the most to the lowest were educational research, curriculum development, measurement and evaluation, learning-process development, educational guidance, educational supervision, and educational quality assurance.

2. The guideline of academic operations for educational institutions under the Office of Secondary Educational Service Area 33 consisted of 3 components, including operations, assessment, and success conditions. The results of the evaluation of the appropriateness and the possibility of the guidelines were found that the guidelines were suitable in overall at a high level and there was a high level of possibility .

การวิจัยในครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน และสภาพที่พึ่งประสงค์และพัฒนาแนวทางการดำเนินงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 โดยการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1. ศึกษาสภาพปัจจุบัน และสภาพการพึงประสงค์ของการดำเนินงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 กลุ่มเป้าหมายในการศึกษาครั้งนี้ ได้แก่ สถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 จำนวน 85 โรงเรียน กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา จำนวน 85 คน รองผู้บริหารงานวิชาการ จำนวน 85 คน และครูผู้สอน จำนวน 85 คน รวมประชากรกลุ่มผู้ให้ข้อมูลทั้งสิ้น 255 คน โดยเลือกแบบเจาะจง (Purposive Sampling) ระยะที่ 2 การพัฒนาแนวทางการดำเนินงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 แบ่งออกเป็น 4 ตอน คือ ตอนที่ 1 การศึกษาแนวทางการดำเนินงานวิชาการในสถานศึกษาจากสถานศึกษาต้นแบบที่มีวิธีปฏิบัติที่ดี (Best Practices) กลุ่มผู้ให้ข้อมูล จำนวน 3 โรงเรียน ได้แก่ ผู้บริหารสถานศึกษาและรองผู้อำนวยการสถานศึกษาหรือหัวหน้ากลุ่มงานบริหารวิชาการ โรงเรียนละ 2 คน รวม 6 คน โดยเลือกแบบเจาะจง (Purposive Sampling) ตอนที่ 2 ยกร่างแนวทางการดำเนินงานวิชาการในสถานศึกษา ตอนที่ 3 ตรวจสอบยืนยันและประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการดำเนินงานวิชาการในสถานศึกษา โดยกลุ่มผู้ให้ข้อมูลซึ่งทำหน้าที่ตรวจสอบ ยืนยันการใช้แนวทางได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน เลือกแบบเจาะจง ตอนที่ 4 ประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการดำเนินงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 ได้แก่ ผู้เชี่ยวชาญ จำนวน 5 คน เลือกแบบเจาะจง เครื่องมือที่ใช้ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิจัย ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและดัชนีความต้องการจำเป็น PNI

ผลการวิจัยปรากฏดังนี้

1. ผลการวิเคราะห์สภาพปัจจุบัน สภาพพึงประสงค์ของการดำเนินงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 สภาพปัจจุบันโดยรวมอยู่ในระดับน้อย และสภาพที่พึงประสงค์โดยรวมอยู่ในระดับมาก เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา ด้านการพัฒนาหลักสูตรสถานศึกษา ด้านการวัดผลและประเมินผล ด้านการพัฒนากระบวนการเรียนรู้ ด้านการแนะแนวการศึกษา ด้านการนิเทศการศึกษา ด้านการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา

2. แนวทางการดำเนินงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 ประกอบด้วย 3 องค์ประกอบ ได้แก่ วิธีดำเนินการ การประเมินและเงื่อนไขความสำเร็จ ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง พบว่า แนวทางมีความเหมาะสมในภาพรวมอยู่ในระดับมาก และมีความเป็นไปได้อยู่ในระดับมาก
