Developing a Guidelines Participatory Management by using Communities as the Base for Small Schools under the Office of Yasothon Primary Education Service Area 1

Abstract

This research was intended to 1) to study current and desirable situations of the Participatory management by using communities as the base for small schools under the Office of Yasothon Primary Education Service Area 1 and 2) to develop a Guideline of participatory management by using communities as the base for small schools under the Office of Yasothon Primary Education Service Area 1. The data were collected from 256 people including administrators, teachers and chairman school, selected by stratified random sampling method and 5 qualified persons. The instruments used in this research were questionnaires, an interview form and an evaluation form. The statistics used in analyzing the data were percentage, mean and standard deviation.

The research results were as follows.

1. The current situations of the participatory management by using communities as the base for small schools under the Office of Yasothon Primary Education Service Area 1 as the whole were at the high level. The desirable situations of the Participatory management by using communities as the base for small schools under the Office of Yasothon Primary Education Service Area 1 as the whole were at the highest level.

2. The developing a guidelines Participatory management by using communities as the base for small schools under the Office of Yasothon Primary Education Service Area 1 participated in 6 areas consisted of 30 approaches in total. These include 5 approaches for creating a population organization, 5 approaches for creating a communication network, 5 approaches for training for population organizations, 5 approaches for appointment of the board, 5 approaches for defining the activity framework, and 5 approaches for monitoring and evaluation. Assessing the suitability and feasibility as the whole were at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของการบริหารแบบมีส่วนร่วมโดยใช้ชุมชนเป็นฐานสำหรับสถานศึกษาขนาดเล็ก สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 และ 2) พัฒนาแนวทางการบริหารแบบมีส่วนร่วมโดยใช้ชุมชนเป็นฐานสำหรับสถานศึกษาขนาดเล็ก สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 กลุ่มตัวอย่างได้แก่ ผู้บริหาร ครูและประธานคณะกรรมการสถานศึกษา จำนวน 256 คน ใช้เทคนิคการสุ่มแบบแบ่งชั้นและผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. ผลการศึกษาสภาพปัจจุบันของการบริหารแบบมีส่วนร่วมโดยใช้ชุมชนเป็นฐานสำหรับสถานศึกษาขนาดเล็ก สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 พบว่า โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ของการบริหารแบบมีส่วนร่วมโดยใช้ชุมชนเป็นฐานสำหรับสถานศึกษาขนาดเล็ก สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 พบว่า โดยรวมอยู่ในระดับมากที่สุด

2. ผลการพัฒนาแนวทางการบริหารแบบมีส่วนร่วมโดยใช้ชุมชนเป็นฐานสำหรับสถานศึกษาขนาดเล็ก สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 พบว่า มีทั้งหมด 6 ด้าน 30 แนวทาง ได้แก่ การสร้างองค์กรประชาชน มี 5 แนวทาง การสร้างเครือข่ายในการติดต่อสื่อสารกัน มี 5 แนวทาง การจัดฝึกอบรมให้องค์กรประชาชน มี 5 แนวทาง การแต่งตั้งคณะกรรมการดําเนินงาน มี 5 แนวทาง การกําหนดกรอบกิจกรรม มี 5 แนวทางและการติดตามประเมินผล มี 5 แนวทางและการประเมินความเหมาะสมและความเป็นไปได้ โดยรวมอยู่ในระดับมากที่สุด
