Administrative Guideline Development of Educational Institutes Based on Good Governance for Schools in the Secondary Educational Service Area Zone 33

Abstract

This research aimed to 1) current and desirable situation, 2) administrative guideline development of educational institutes based on good governance for schools in the Secondary educational service area zone 33 This research was divided into 2 periods. The first period was a study of research instrument comprised evaluation of the study of elements and indicators of educational institutes based on good governance for schools in the secondary educational service area zone 33 Research sample included 350 teachers using Stratified Random Sampling. Research instrument comprised the second period evaluation of Administrative Guideline Development of Educational Institutes Based on Good Governance for Schools in the Secondary Educational Service Area Zone 33. Informants were 9 heads of each division. Research instrument was interview form. Statistical analysis comprised mean and standard deviation. This research found the following results.

1. Current conditions, school administration based on good governance principles for schools Under the Office of Secondary Educational Service Area 33, it is at the medium level. Sort average scores in descending order. Including academic administration General administration Personnel management And budget management Desirable Conditions School administration based on good governance for schools. Under the Office of Secondary Educational Service Area 33, the overall is at the highest level. Ranking average scores from highest to lowest, namely general administration. Budget management Personnel management And academic administration.

2. Guidelines for school administration based on good governance principles for schools under the Office of Secondary Educational Service Area 33 consisting of 4 aspects, 24 guidelines can be summarized as follows The administration should have a meeting to formulate an action plan in accordance with the operational agreements provided by the area. การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของการบริหารสถานศึกษาโดยยึดหลัก ธรรมาภิบาลสำหรับโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 และ 2) เพื่อพัฒนาแนวทางการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลสำหรับโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 การวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลสำหรับโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 กลุ่มตัวอย่าง คือ ครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 จำนวน 350 คน โดยการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 ศึกษาการพัฒนาแนวทางการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลสำหรับโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 33 ผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา หัวหน้าฝ่าย จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า

1. สภาพปัจจุบันการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลสำหรับโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 โดยรวมอยู่ในระดับปานกลาง เรียงลำดับคะแนนเฉลี่ยจากมากไปหาน้อย ได้แก่การบริหารวิชาการ การบริหารทั่วไป การบริหารบุคคล และการบริหารงบประมาณ สภาพที่พึงประสงค์การบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลสำหรับโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 33 โดยภาพรวมอยู่ในระดับมากที่สุด เรียงลำดับคะแนนเฉลี่ยจากมากไปหาน้อย ได้แก่ การบริหารทั่วไป การบริหารงบประมาณ การบริหารบุคคล และการบริหารวิชาการ

2. แนวทางการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลสำหรับโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 33 ประกอบด้วย 4 ด้าน 24 แนวทาง สรุปได้ดังนี้ การบริหารควรมีการประชุมเพื่อจัดทำแผนปฏิบัติการตามข้อตกลงของปฏิบัติงานที่เขตพื้นที่จัดสรรให้ ส่งเสริมให้มีการจัดสรรงบประมาณตามข้อมูลความจำเป็นด้วยความเป็นธรรม ปกครองครูโดยใช้หลักเมตตาธรรม มีการจัดทำแผนปฏิบัติและขั้นตอนการแสวงหาและบรรจุแต่งตั้งที่ชัดเจน มีการจัดกิจกรรมให้ผู้เรียนได้เรียนรู้จากประสบการณ์จริง เปิดเผยขั้นตอนและแนวทางปฏิบัติในการรับนักเรียนทุกขั้นตอน ร่วมกันวางแผนการบริหารงานการศึกษาระหว่างสถานศึกษากับผู้มีส่วนเกี่ยวข้องและมีการกระจายอำนาจ มีนโยบายปลูกฝังค่านิยมที่ดีงามส่งเสริมให้สอดแทรกคุณธรรมทุกกลุ่มสาระ เปิดโอกาสให้ผู้มีส่วนเกี่ยวข้องคัดเลือกหนังสือเรียน กำหนดให้ผู้มีส่วนเกี่ยวข้องรับฟังความคิดเห็นในกิจกรรมที่จะส่งผลกระทบต่อผู้มีส่วนได้ส่วนเสีย
