Development Model of Child Care Center Improvement to Disease-free Standards in Waengnang Municipality, Muang Maha Sarakham District, Maha Sarakam Province

Abstract

This action research aimed to explore a development model for improvement the child care center to become the Disease-Free child care center standard, at Waengnang Municipality child care center, Muang Maha Sarakham District, Maha Sarakham province. There were participated with 52 target and stake-holders in the community. It was applied data collecting both quantitative and qualitative data. According data collecting, it was using both quality and quantity methods to gain various information and records which created by the researcher, before and after development data collection were also collected and analyses. Statistic used for data analysis consisting of Descriptive statistic, such as Frequency, Percentage, Mean, and Standard Deviation.

The result of this study found that, this development process have 6 steps (1) study the context and the problems (2) Return data and its information to the community (3) Arrange the meeting for sharing information (4) Implementing all activities by emphasizing participation method (5) Observing all working performance (6) Evaluate the effectiveness factors. The above mentioned step give the effectiveness to all personnel concerned to understand and gain more knowledge concerning how to control, and prevention of the disease in the child care center. Estimation on the level of participation in working performance found that as the overall there are some increasing in the positive way therefore as we have the committee as the main representative from the local community partner that they have come to participate to move forward in all activity and have the feeling that they are the owner of the project by systematical management, giving the positive changing and their passed the criterion standard Disease-free child care center.

To sum up, the key success factors of this study were comprised as set up the committee for the management structure, that were from the local area participation to support and collaborative in working management as they were the owner of the activities, according to their role and context of responsibility, and good follow-up and monitoring system which emphasizing on creative participation from all participants.

การศึกษาวิจัยเชิงปฏิบัติการครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาการพัฒนารูปแบบการดำเนินงานศูนย์เด็กเล็กสู่มาตรฐานศูนย์เด็กเล็กปลอดโรค เทศบาลตำบลแวงน่าง อำเภอเมือง จังหวัดมหาสารคามกลุ่มเป้าหมายในการวิจัยครั้งนี้ คือ ผู้มีส่วนเกี่ยวข้องในการดำเนินงาน จำนวน 52 คน เก็บรวบรวมข้อมูลทั้งเชิงปริมาณและคุณภาพ โดยใช้แบบสอบถามและแบบบันทึกข้อมูลที่สร้างขึ้น การเก็บข้อมูลก่อนและหลังการพัฒนา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ สถิติเชิงพรรณนาได้แก่ การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการศึกษาพบว่า กระบวนการพัฒนา ครั้งนี้ มี 6ขั้นตอน (1) ศึกษาบริบทและสภาพปัญหา (2) คืนข้อมูลจากการศึกษา (3) จัดประชุมให้ความรู้ (4) ดำเนินกิจกรรมโดยเน้นการมีส่วนร่วม (5) สังเกตการณ์การดำเนินงาน (6) ประเมินผลปัจจัยแห่งความสำเร็จ ผลการดำเนินงานดังกล่าวส่งผลให้ผู้เกี่ยวข้อง มีระดับความรู้ความเข้าใจเกี่ยวกับการป้องกันควบคุมโรคติดต่อในศูนย์เด็กเล็ก เปลี่ยนแปลงดีขึ้นเมื่อประเมินระดับการมีส่วนร่วมในการดำเนินงาน พบว่า มีการเปลี่ยนแปลงในภาพรวมที่ดีขึ้น ดังนั้นการมีคณะกรรมการที่เป็นตัวแทนหลักจากภาคีในพื้นที่มาร่วมขับเคลื่อนในกิจกรรมในทุกขั้นตอน และมีความรู้สึกเป็นเจ้าของ โดยการจัดการอย่างเป็นระบบส่งผลให้เกิดเปลี่ยนแปลงในทางที่ดีขึ้นและผ่านเกณฑ์มาตรฐานศูนย์เด็กเล็กปลอดโรค

สรุปปัจจัยแห่งความสำเร็จในการดำเนินงานเป็นผลจากการจัดโครงสร้างคณะกรรมการบริหารงาน ที่มีองค์ประกอบของแกนหลักในพื้นที่ มาร่วมกันทำงานอย่างเป็นเจ้าของและร่วมรับผิดชอบตามบทบาทหน้าที่และมีระบบติดตามประเมินผลที่ดี โดยเน้นการมีส่วนร่วมอย่างสร้างสรรค์จากทุกภาคส่วน
