Abstract

This research aims to: 1) to study the current state and desirable condition of community participationin educational management of Small schools under the Office of MahaSarakham Primary Educational Service Area Office 2. 2) To present Guidelines for community participation in educational management of Small schools under the Office of MahaSarakham Primary Educational Service Area Office 2, The research is divided into 2 phases: Phase 1 study the current state and desirable condition of communityParticipation in educational management of Small schools under the Office of MahaSarakham Primary Educational Service Area Office 2. The researchsample consistedschool administrators, teachers, school principals. the research sample was determined by using the table of Krejcie and Morgan of 76 people. Theinstrument used to collect the data was a questionnaire. And Phase 2 To present Guidelines for community participation in educational management of Small schools under the Office of MahaSarakham Primary Educational Service Area Office 2. Data providers are 2 school administrators and 7 experts from assessment. The instrument was interview form and the evaluation form for the participation in educational management. Statistics used in data analysis were percentage, mean, standard deviation, andPNI modify. The results are as follows. 1. The current state and desirable condition of communityParticipation in educational management of Small schools under the Office of MahaSarakham Primary Educational Service Area Office 2, Overall and each aspect, all aspects were at a low level. And desirable conditions of community participation in educational management of Small schools under the Office of MahaSarakham Primary Educational Service Area Office 2. Overall and in every aspect, every aspect was at a high level. 2. Guidelines for community participation in educational management of Small schools under the Office of MahaSarakham Primary Educational Service Area Office 2. There are 8 sides, 5 steps, 8 sides consisting of content of learning management, teachers or learning providers, media and educational equipment, form of learning methods, The administrators and personnel responsible for supporting education, Funding, terms of educational places and atmosphere, Student or Learner. 5 steps as follows Participation in thinking and decision making, Participation in planning, Participation in investments and operations, Participation in monitoring and evaluation, Participation in benefits and impacts are at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อสร้างองค์ประกอบและตัวชี้วัดของการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก เพื่อศึกษาสภาพปัจจุบันและสภาพอันพึงประสงค์ของการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก เพื่อนำเสนอแนวทางพัฒนาการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก โดยการวิจัยแบ่งเป็น 3 ระยะ ดังนี้ ระยะที่ 1 ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก โดยการสังเคราะห์องค์ประกอบและตัวชี้วัดของของการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก แล้วนำไปสอบถามกลุ่มตัวอย่าง จำนวน 275 คน จากโรงเรียน 60 โรง ได้มาโดยวิธีการสุ่มแบบแบ่งกลุ่ม (Cluster Random Sampling) ระยะที่ 2 ศึกษาวิธีการการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก โดยการสัมภาษณ์ผู้บริหารและครู จำนวน 2 โรง จากโรงเรียนที่มีวิธีปฏิบัติที่เป็นเลิศ (Best Practice) จำนวน 2 แห่ง ระยะที่ 3 ประเมินแนวทางการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก ประเมินความเหมาะสมและความเป็นไปได้โดยผู้ทรงคุณวุฒิ จำนวน 7 คน เครื่องมือที่ใช้ในการเก็บรวบรวมมี 3 ชนิด ได้แก่ แบบสอบถามชนิดมาตราส่วนประมาณค่า (Rating Scale) จำนวน 40 ข้อ มีค่าอำนาจจำแนกรายข้อ ตั้งแต่ 0.40 ถึง 0.89 และค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับเท่ากับ 0.89 แบบสัมภาษณ์แบบมีโครงสร้าง จำนวน 8 ข้อ และแบบประเมินชนิดมาตราส่วนประมาณค่า (Rating Scale) จำนวน 40 ข้อ สถิติที่ใช้ในการวิจัย ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และดัชนีความต้องการจำเป็นแบบปรับปรุง (PNI) ผลการวิจัยปรากฏ ดังนี้ 1. ผลการศึกษาสภาพปัจจุบันของการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก อยู่ในระดับน้อย และสภาพที่พึงประสงค์ของการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก อยู่ในระดับมาก 2. ผลการสัมภาษณ์ผู้ทรงคุณวุฒิทำให้ได้วิธีการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก ด้านเนื้อหาสาระในการจัดการเรียนรู้ ด้านครูผู้สอนหรือผู้ให้การเรียนรู้ ด้านสื่อและอุปกรณ์สำหรับการศึกษา ด้านรูปแบบวิธีการเรียนรู้ ด้านผู้บริหารและบุคลากรที่ทำหน้าที่ในการสนับสนุนการศึกษา ด้านเงินทุนสนับสนุน ด้านสถานที่ศึกษาและบรรยากาศแวดล้อม ด้านผู้เรียนหรือผู้ศึกษา ซึ่งแต่ละด้านจะประกอบไปด้วยขั้นตอนการมีส่วนร่วม 5 ขั้นตอน ได้แก่ การมีส่วนร่วมในการคิดและตัดสินใจ การมีส่วนร่วมในการวางแผน การมีส่วนร่วมในการลงทุนและดำเนินการ การมีส่วนร่วมในการติดตามและประเมินผล การมีส่วนร่วมในผลประโยชน์และผลกระทบ 3. ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก พบว่า มีความเหมาะสมอยู่ในระดับมาก และมีความเป็นไปได้อยู่ในระดับมาก ผลการพัฒนาแนวทางการมีส่วนร่วมของชุมชนในการจัดการศึกษาของสถานศึกษาขนาดเล็ก ครั้งนี้ เพื่อให้สถานศึกษาสามารถนำไปใช้เป็นแนวทางในพัฒนาในการบริหารสถานศึกษาเกี่ยวกับการจัดการศึกษาของสถานศึกษาขนาดเล็ก
