The Development of Guidelines to Enhance Students’ Skill in the 21st Century of Teachers under Chaiyaphum Primary Educational Service Area Office 2

Abstract

The present study aimed 1) to study the current situations, desirable situations and needs, 2) to develop the guidelines to enhance students’ skill in the 21st century of teachers under Chaiyaphum primary Educational service area office 2) There were 2 phases of the study. Phase 1 was the study related to the current situations, desirable situations and needs of development the guidelines to enhance students’ skill in the 21st century of teachers under Chaiyaphum primary Educational service area office 2. The sample of this phase was 338 participants and the questionnaire was used to collect data from the participants. Phase 2 was divided into 2 parts; part 1 was the study of schools where there was best practicing of the guidelines to enhance students’ skill in the 21st century, there were 6 participants consisted of school administrators, teachers who were responsible for academic section and teachers in schools, interview questions were used to collected data. Part 2 was the development of the guidelines to enhance students’ skill in the 21st century of teachers under Chaiyaphum primary Educational service area office 2, there were 5 experts who evaluated the guidelines, and the evaluation form was used to collect the data. The statistics used in the study consisted of percentage, mean and standard deviation.

The results of the study revealed that

1. The current situations of development the guidelines to enhance students’ skill in the 21st century of teachers under Chaiyaphum primary Educational service area office 2 showed that overall rated in more level and ranged from the highest mean to the least.

2. The results of development the guidelines to enhance students’ skill in the 21st century of teachers under Chaiyaphum primary Educational service area office 2 consisted of 2.1) learners’ skills aspect, 2.2) creator of innovation, information, materials and technology skill and 2.3) strong citizen skill. The results from the implementation showed that there were the guidelines of development the school administrators, teachers, personnel and the basic Education committee. There was the meeting of the committee to have participatory working of each school’s projects which enhance thinking independently of teachers. Students were able to show variety of comments and were able to learn from the role model who awarded any kind of awards to arouse thinking and inspirations. This was for creation the new innovation and learning from the experts in the local context together with using technology to acquire new knowledge properly. There were the facilities in terms of computers and technology for students in schools to investigate knowledge; students were able to be aware of the role and rules of living together in the society, being aware of advantages and disadvantages of acceptance the information. Teachers suggested how to publish and avoid any personal information and security. There were also the enhancing English skills continuously by applying variety of materials through asking, negotiating, conversing among peers in the classroom and provoking students to use language both inside and outside the classroom using project based of each subject. Students were able to practice presentation skill, thinking skills and decision skills. Students were able to think critically without any barrier through the activities, incidents, situations and news happened at a time. They practiced judging of the truth and false. Team and group working were also implemented for students in order to practice solving the problems by suggestions of teachers. Thinking skill of any daily life situations was practiced by teacher and students participated of analyzing, investigating and giving suggestions from the situations. Students could determine the rage of decision with the best alternative according to the most valuable results. There were the activities allowed students to be aware of living together in the society, accepting others and working with others. Being leadership and fellowship of activities was also implemented. There were the activities allowed students to plan, think, and practice solving problem by themselves depended on their strength and weakness. Self-esteem and self-regulation were taught as well. Students participated in any benefits activities for example service mind, important days, environment conservation. The guidelines mentioned were aimed to develop students all aspects of life skills with ethical and moral. There were also the supervision guidelines for following up students by asking from parents continuously and reporting the results for the next improving.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นและ 2) การพัฒนาแนวทางเพื่อส่งเสริมพัฒนาทักษะผู้เรียนในศตวรรษที่ 21 ของครูในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 การวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการพัฒนาแนวทางเพื่อส่งเสริมพัฒนาทักษะผู้เรียนในศตวรรษที่ 21 ของครูในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 กลุ่มตัวอย่าง จำนวนทั้งสิ้น 338 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 แบ่งเป็น 2.1) การศึกษาสถานศึกษาต้นแบบที่มีวิธีที่เป็นเลิศ (Best Practice) ในการพัฒนาแนวทางเพื่อส่งเสริมพัฒนาทักษะผู้เรียนในศตวรรษที่ 21 กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา ครูวิชาการหรือครูผู้สอน จำนวน 6 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ 2.2) การพัฒนาแนวทางเพื่อส่งเสริมพัฒนาทักษะผู้เรียนในศตวรรษที่ 21 ของครูในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 ผู้ประเมิน ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการพัฒนาแนวทางเพื่อส่งเสริมพัฒนาทักษะผู้เรียนในศตวรรษที่ 21 ของครูในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 โดยรวมอยู่ในระดับมาก เรียงลำดับคะแนนเฉลี่ยจากมากไปหาน้อย

2. การพัฒนาแนวทางเพื่อส่งเสริมพัฒนาทักษะผู้เรียนในศตวรรษที่ 21 ของครูในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 1) ด้านทักษะผู้เรียนรู้ 2) ด้านทักษะ ผู้สร้างสรรค์นวัตกรรม สารสนเทศ สื่อ และเทคโนโลยี และ 3) ด้านทักษะพลเมืองที่เข้มแข็ง ซึ่งพบว่าสถานศึกษามีแนวทางการพัฒนาโดยผู้บริหาร ครู บุคลากร และคณะกรรมการสถานศึกษาสถานศึกษาดำเนินการประชุมคณะทำงานเพื่อสร้างการมีส่วนร่วมในการดำเนินงานวางแผนโครงการกิจกรรมที่ส่งเสริมให้อิสระทางความคิดแก่ครู ผู้เรียนได้แสดงความคิดเห็นที่หลากหลายศึกษาเรียนรู้จากตัวอย่างของเยาวชนที่ได้รับรางวัลสร้างสรรค์ด้านต่าง ๆ เพื่อช่วยกระตุ้นความคิดแรงบันดาลใจโดยไม่ปิดกั้นแนวความคิดให้สามารถพัฒนาผลงานนวัตกรรมแปลกใหม่ มีความรู้ด้านนวัตกรรมผสมผสานความร่วมมือกับทุกฝ่ายที่เกี่ยวข้องผ่านประสบการณ์การเรียนรู้กับบุคคลปราชญ์ชาวบ้าน และใช้เทคโนโลยีช่วยให้ผู้เรียนได้ศึกษาค้นคว้าตามจิตนาการ ความคิดสร้างสรรค์ ออกแบบสร้างนวัตกรรมที่เหมาะสมกับความต้องการจากความคิด ยกย่องชมเชยให้รางวัลผลงานโดดเด่นที่เป็นแบบอย่างการส่งเสริมอำนวยความสะดวกสื่อเทคโนโลยี คอมพิวเตอร์ และเครือข่ายอินเทอร์เน็ตแก่ผู้เรียนได้ศึกษาค้นคว้า รู้และเข้าใจบทบาทหน้าที่ กฎกติกา การอยู่ร่วมกันด้วยความถูกต้องเห็นความสำคัญของข้อดีข้อเสียในการนำเข้าข้อมูลข่าวสาร การเผยแพร่หรือเปิดเผยข้อมูลและวิธีป้องกันข้อมูลส่วนบุคคลโดยครูแนะนำข้อปฏิบัติถึงความปลอดภัยเห็นประโยชน์และโทษด้านต่าง ๆ ผ่านการสื่อสารพูดคุยแลกเปลี่ยนด้วยภาษากลางในกิจกรรมการเรียนการสอนอีกทั้งส่งเสริมการใช้ทักษะภาษาอังกฤษอย่างต่อเนื่องเพื่อเกิดความเคยชิน โดยนำสื่อนวัตกรรมที่หลากหลายอย่างเหมาะสมมาประยุกต์ใช้ต่อการจัดการเรียนรู้ให้สามารถแลกเปลี่ยนเรียนรู้ ตอบคำถาม โต้ตอบปัญหาระหว่างครูและเพื่อน ๆ พร้อมกับกระตุ้นผู้เรียนอย่างสม่ำเสมอทั้งในและนอกชั้นเรียนผ่านกิจรรมการเรียนรู้ในรูปแบบโครงงานตามกลุ่มสาระการเรียนรู้ ให้ผู้เรียนฝึกฝนนำเสนอความคิดไตร่ตรองประกอบการตัดสินใจอย่างมีเหตุมีผลละเอียดรอบคอบผ่านกิจกรรม สถานการณ์ เหตุการณ์ ข่าวสารที่เกิดขึ้นและน่าสนใจโดยไม่ปิดกั้นความคิดด้วยวิธีการตัดสินว่าถูกหรือผิด ส่งเสริมการทำงานเป็นทีม กลุ่ม คณะทำงานได้ฝึกฝนการแก้ปัญหาซึ่งครูให้คำแนะนำ การฝึกทักษะกระบวนการคิดจากเรื่องราวเหตุการณ์ที่เกิดขึ้นในชีวิตประจำวันและมีส่วนร่วมในการวิเคราะห์ ค้นหา แสดงความคิดเห็นจากสถานการณ์สามารถกำหนดขอบเขตความสำคัญของการตัดสินใจและเลือกทางเลือกที่ดีที่สุดโดยคำนึงผลลัพธ์ที่จะเกิดขึ้น การส่งเสริมกิจกรรมให้ผู้เรียนได้สร้างความตะหนักถึงสำคัญการอยู่ร่วมกันในสังคม การยอมรับซึ่งกันและกันสามารถทำงานกับผู้อื่นได้ เข้าใจบทบาทหน้าที่ความรับผิดชอบกล้าแสดงออกและมีส่วนร่วมในการแก้ไขปัญหาจากสถานการณ์จำลอง เรียนรู้การเป็นผู้นำผู้ตามที่ดี เสียสละ มีสามัคคี เกิดประโยชน์แก่หมู่คณะ การส่งกิจกรรมการเรียนรู้ให้ผู้เรียนรู้จักคิด วางแผน ลงมือปฏิบัติและแก้ไขปัญหาด้วยตนเองตามความถนัดความต้องการ เห็นจุดเด่นจุดด้อยและภาคภูมิใจในตนโดยเปิดโอกาสให้ผู้เรียนแสดงออกในทางที่ถูกต้อง เป็นแบบอย่างที่ดีต่อผู้อื่น พร้อมทั้งให้การยกย่องชื่นชมให้กำลังใจ สนับสนุนเข้าร่วมโครงการกิจกรรมที่ส่งผลให้เกิดประโยชน์ต่อส่วนรวม อาทิ เช่น เข้าร่วมกิจกรรมจิตอาสา วันสำคัญต่าง ๆ กิจกรรมอนุรักษ์สิ่งแวดล้อมให้สามารถปฏิบัติตนเป็นแบบอย่างของพลเมืองดีมีจิตสำนึก และปลูกฝังให้นักเรียนเป็นคนดี มีคุณธรรม มีศีลธรรมรู้จักบทบาทและหน้าที่สามารถพัฒนาตนเอง สังคม อยู่ร่วมกับผู้อื่นได้อย่างมีความสุข พร้อมกับกำหนดแนวทางการนิเทศติดตาม สังเกตพฤติกรรมผู้เรียน การสอบถามกับผู้ปกครองนักเรียนอย่างต่อเนื่องจากการปฏิบัติตนที่ไม่เหมาะสมระหว่างปฏิบัติกิจกรรมทั้งในและนอกห้องเรียน ซึ่งครูจะคอยแนะนำตักเตือนกรณีที่ปฏิบัติไม่ถูกต้องเหมาะสม และรายงานผลโครงการและกิจกรรมเพื่อนำผลไปปรับปรุงต่อไป
