Development of Program for Enhancing Innovative Leadership of Teacher in Vocational College Khon Kaen under Office of the Vocational Education Commission

Abstract

The purpose of this research was to 1) study the current condition, desirable condition, need of enhancing innovative leadership of teacher in vocational college Khon Kaen under office of the vocational education commission and 2) development of program for enhancing innovative leadership of teacher in vocational college Khon Kaen under office of the vocational education commission. This research was divided into 2 phases: phases 1: study the current state, desirable conditions and need of enhancing innovative leadership of teacher. The samples consisted of 234 people. The research instrument was the questionnaire with an Index of Item Objective Congruence between 0.60-1.00, discrimination between 0.20-0.60 and a Reliability between 0.91 – 0.99. The statistics used for analyzing data were modified priority need index, mean and standard deviation. And phases 2: Development of program for enhancing innovative leadership of teacher in vocational college Khon Kaen under office of the vocational education commission. Evaluation Program with 5 professionals as informants. The statistics used for analyzing data were mean and standard deviation.

The results are as followed:

1. The current state of enhancing innovative leadership of teacher overall and considering each side were at a moderate. Desirable conditions of enhancing innovative leadership of teacher overall and considering each side were at a highest level. Result of the needs were in Creative Thinking have the most needs. Next is the pursuit of new knowledge, create a learning environment and Role model respectively.

2. Result of a program of development for Enhancing Innovative Leadership of Teacher in Vocational College Khon Kaen under Office of the Vocational Education Commission, Khon Kaen were invented by 9 elements 1) Introduction 2) the principle and reason 3) the objectives of the program 4) development participants 5) development period 6) content 7) development method 8) development activities and 9) evaluation. The result by experts reported that the program’s possibility, suitability is at the most level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำเชิงนวัตกรรมของครูอาชีวศึกษา จังหวัดขอนแก่น สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของครู อาชีวศึกษา จังหวัดขอนแก่น สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของภาวะผู้นำเชิงนวัตกรรมของครู อาชีวศึกษาจังหวัดขอนแก่น สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา กลุ่มตัวอย่างคือ ครูผู้สอน จำนวน 234 เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม ที่มีค่าดัชนีความสอดคล้อง (IOC) อยู่ระหว่าง 0.60-1.00 มีค่าอำนาจจำแนก อยู่ระหว่าง 0.20-0.60 และมีค่าความเชื่อมั่น อยู่ระหว่าง 0.91-0.99 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และความต้องการจำเป็น ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมนวัตกรรมของครูอาชีวศึกษา จังหวัดขอนแก่น สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิประเมินโปรแกรม จำนวน 5 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า

1. สภาพปัจจุบันของภาวะผู้นำเชิงนวัตกรรมของครูอาชีวศึกษาจังหวัดขอนแก่นสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา โดยรวมอยู่ในระดับมาก ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำเชิงนวัตกรรมของครูอาชีวศึกษาจังหวัดขอนแก่น สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา โดยรวมอยู่ในระดับมากที่สุด และความต้องการจำเป็นในการพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของครูอาชีวศึกษาจังหวัดขอนแก่น สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา พบว่า ด้านความคิดสร้างสรรค์ มีความต้องการจำเป็นมากที่สุด รองลงมาคือ ด้านการแสวงหาความรู้ใหม่ และด้านการสร้างบรรยากาศการเรียนรู้ ตามลำดับ

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของสังกัดอาชีวศึกษาจังหวัดขอนแก่นสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา มีองค์ประกอบ 9 องค์ประกอบ ดังนี้ 1) บทนำ 2) หลักการและเหตุผล 3) วัตถุประสงค์ 4) ผู้เข้ารับการ พัฒนา 5) ระยะเวลาการพัฒนา 6) ขอบข่ายเนื้อหา 7) วิธีการพัฒนา 8) กิจกรรมที่ใช้ในการพัฒนา 9) การประเมินผล และการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของครูสังกัดอาชีวศึกษาจังหวัดขอนแก่น โดยผู้ทรงคุณวุฒิ พบว่า โดยรวมมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
