The Development of Program to Develop Teacher’s Competency in Learning Management to Promote the Critical Thinking under Secondary Education Service Area Office Nong Khai

Abstract

The purposes of this research were 1) to study the current states, desirable states and the need assessment of learning management for promoting teachers’ critical thinking under Secondary Educational Service Area Office Nong Khai 2) to develop the learning management competency development program for promoting teachers’ critical thinking under the Office of the Secondary Education Service Area Office Nong Khai. The study was divided into 2 phases: Phase 1 is to study the current and desirable states of learning management to promote teachers’ critical thinking under Secondary Educational Service Area Office Nong Khai. The population of this research was 2,504 teachers of 56 schools under Secondary Educational Service Area Office Nong Khai. The sample used in the research consisted of 333 teachers using the Krejcie and Morgan's formula which can be divided into 97 small high school teachers, 90 medium high school teachers, 81 large high school teachers, and 65 extra-large school teachers. There were 5 experts for examination the instruments of this research. The data collection instruments were questionnaires and unstructured interviews. The statistics used for data analysis were percentage, mean, standard deviation and Modified Priority Needs Index (PNImodified). Phase 2 is to develop the learning management competency development program to promote teachers' critical thinking under the Office of the Secondary Education Service Area Office Nong Khai. The assessors of the validity and suitability of the program consist of 5 experts. The statistics used for data analysis were mean and standard deviation. The results were found that:

1. The current state of learning management to promote teachers’ critical thinking under Secondary Educational Service Area Office Nong Khai, including 6 components at the moderate level. The desirable state of learning management to promote teachers’ critical thinking under the Secondary Education Service Area Office Nong Khai, including 6 components at the highest level. The need assessment of learning management to promote teachers’ critical thinking under the Secondary Education Service Area Office Nong Khai, consisted of 6 aspects which were most needed to develop, sorted in descending order as followed, 1) Evaluating ideas 2) Coaching a group 3) The conclusion of the idea 4) The situation at issue 5) Thinking individually and 6) The preparation.

2. The results of the program's suitability and feasibility assessment and program documentation are appropriate and feasible at the highest level.

การศึกษาวิจัย การพัฒนาโปรแกรมพัฒนาสมรรถนะครูด้านการจัดการเรียนรู้ที่ส่งเสริมการคิดอย่างมีวิจารณญาณ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการจัดการเรียนรู้ที่ส่งเสริมการคิดอย่างมีวิจารณญาณ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย 2) เพื่อพัฒนาโปรแกรมพัฒนาสมรรถนะครูด้านการจัดการเรียนรู้ที่ส่งเสริมการคิดอย่างมีวิจารณญาณ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย โดยกระบวนการวิจัยและพัฒนา ประกอบด้วย 2 ระยะคือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ การจัดการเรียนรู้ที่ส่งเสริมการคิดอย่างมีวิจารณญาณ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย ประชากรที่ใช้ในการวิจัย ได้แก่ ครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย จาก 56 โรงเรียน จำนวน 2,504 คน กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ครูผู้สอน จำนวน 333 คน โดยการคำนวณจากสูตรเครซีและมอร์แกน ซึ่งสามารถแบ่งเป็นครูโรงเรียนมัธยมขนาดเล็ก จำนวน 97 คน ครูโรงเรียนมัธยมขนาดกลาง จำนวน 90 คน ครูโรงเรียนมัธยมขนาดใหญ่ จำนวน 81 คน ครูโรงเรียนมัธยมขนาดใหญ่พิเศษ จำนวน 65 คน ผู้เชี่ยวชาญเครื่องมือการวิจัย 5 คน เครื่องมือเก็บรวบรวมข้อมูล คือ แบบสอบถาม และแบบสัมภาษณ์แบบไม่มีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ดัชนีความต้องการจำเป็น (Modified Priority Needs Index : PNImodified) ระยะที่ 2 การพัฒนาโปรแกรมพัฒนาสมรรถนะครูด้านการจัดการเรียนรู้ที่ส่งเสริมการคิดอย่างมีวิจารณญาณ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย ผู้ประเมินความถูกต้องและเหมาะสมของโปรแกรม ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า

1. ผลการวิเคราะห์สภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของโปรแกรมพัฒนาสมรรถนะครูด้านการจัดการเรียนรู้ที่ส่งเสริมการคิดอย่างมีวิจารณญาณ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย พบว่า สภาพปัจจุบันการจัดการเรียนรู้ที่ส่งเสริมการคิดอย่างมีวิจารณญาณ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย โดยรวมทั้ง 6 องค์ประกอบ อยู่ในระดับปานกลาง สภาพที่พึงประสงค์การจัดการเรียนรู้ที่ส่งเสริมการคิดอย่างมีวิจารณญาณ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย โดยรวมทั้ง 6 องค์ประกอบ อยู่ในระดับมากที่สุด และความต้องการจำเป็นเรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การประเมินการคิด การฝึกคิดเป็นรายกลุ่ม การสรุปผลการคิด การเสนอสถานการณ์ที่เป็นปัญหา การฝึกคิดเป็นรายบุคคล และการเตรียมความพร้อม ตามลำดับ

2. ผลการพัฒนาโปรแกรมพัฒนาสมรรถนะครูด้านการจัดการเรียนรู้ที่ส่งเสริมการคิดอย่างมีวิจารณญาณ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย พบว่า ผลการประเมินความเหมาะสม ความเป็นไปได้ ของโปรแกรม และเอกสารประกอบโปรแกรม พบว่า มีความเหมาะสมระดับมากที่สุด มีความเป็นไปได้ ระดับมากที่สุด
