The Development of Guidelines for Drug Prevention and Problem Solving of Educational Institutions Under The Mahasarakham Primary Educational Service Area Office 3

Abstract

The objectives of this research were 1) to study the current and desirable conditions of drug prevention and solution operations in educational institutions of schools under the Mahasarakham Primary Educational Service Area 3; 2) to develop guidelines for preventive and corrective actions. Drug problems in educational institutions of schools under the Mahasarakham Primary Educational Service Area 3, the research was divided into 2 phases. in academia 5 informants, research tools, and phase 2, development of guidelines for the prevention and solution of drug problems in educational institutions of schools under the Mahasarakham Primary Educational Service Area 3 The sample group consisted of school administrators and teachers. (Teachers working on drugs) 320 people were obtained by stratified random sampling based on the numbers obtained from the sample was selected through stratified random sampling based on Krejcie and Morgan’s table. The research instruments were questionnaires on current and desirable conditions for the prevention and solution of the drug problem in educational institutions. Development of guidelines for the prevention and solution of drug problems in educational institutions There were 7 informants. The research tools were interview form. The statistics used were percentage, mean and standard deviation.

The results showed that

1. The current state of the drug prevention and problem-solving operations in educational institutions of schools under the Mahasarakham Primary Educational Service Area 3, overall, was at a high level and when considering each aspect It was found that it was at a high level in all aspects. The averages were sorted from highest to lowest. The first three were the management aspect. in the field of surveillance and the prevention and solution of drug problems As for the desirable condition of drug prevention and problem-solving in educational institutions of schools under the Mahasarakham Primary Educational Service Area 3, overall, it was at the highest level, and when considering each aspect It was found that it was at the highest level in all aspects. The averages were sorted from highest to lowest. The first three were in the aspect of education and knowledge dissemination, Management on the prevention and treatment of drug problems consulting surveillance and drug prevention campaigns

2. There were six guidelines for drug abuse prevention and resolution for schools under Mahasarakham Primary Educational Service Area 3 consist: 1) consultations contained four items, 2) educating and knowledge transfer contained five items, 3) drug abuse prevention and resolution contained six items, 4) drug abuse prevention and resolution contained eight items, 5) surveillance contained seven items, and 6) management contained five items.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 2) เพื่อพัฒนาแนวทางการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 การวิจัยแบ่งออกเป็น 2 ระยะ ระยะที่ 1 ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ในการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของสถานศึกษาผู้ให้ข้อมูลจำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย และระยะที่ 2 การพัฒนาแนวทางการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูปฏิบัติงานด้านยาเสพติด จำนวน 320 คน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้นตามจำนวนที่ได้จากการเปรียบเทียบตารางของเครจซี่และมอร์แกรน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามสภาพปัจจุบันและสภาพที่พึงประสงค์ในการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของสถานศึกษา การพัฒนาแนวทางการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของสถานศึกษาผู้ให้ข้อมูลจำนวน 7 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 โดยรวมอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน พบว่าอยู่ในระดับมากทุกด้าน โดยเรียงค่าเฉลี่ยจากมากไปหาน้อย 3 ลำดับแรก คือ ด้านการบริหารจัดการ ด้านการด้านการเฝ้าระวัง และด้านการป้องกันและแก้ไขปัญหายาเสพติด ส่วนสภาพที่พึงประสงค์การดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 โดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน พบว่าอยู่ในระดับมากที่สุดทุกด้าน โดยเรียงค่าเฉลี่ยจากมากไปหาน้อย 3 ลำดับแรก คือ ด้านการให้การศึกษาและเผยแพร่ความรู้ ด้านการบริหารจัดการ ด้านการป้องกันและแก้ไขปัญหายาเสพติด ด้านการให้คำปรึกษา ด้านการเฝ้าระวังและด้านการรณรงค์ป้องกันยาเสพติด

2. แนวทางการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 มีแนวทางการดำเนินงาน 6ด้าน ได้แก่ 1) ด้านการให้คำปรึกษา มี 4 ข้อ 2) ด้านการให้การศึกษาและเผยแพร่ความรู้ มีแนวทางการพัฒนา มี 5 ข้อ 3) ด้านการรณรงค์ป้องกันยาเสพติด มีแนวทางการพัฒนา มี 6 ข้อ 4) ด้านการป้องกันและแก้ไขปัญหายาเสพติด มี 8 ข้อ 5) ด้านการเฝ้าระวัง มีแนวทางการพัฒนา มี 7 ข้อ และ 6) ด้านการบริหารจัดการ มี 5 ข้อ
