Development a Program to Enhance Innovative Leadership of School Administrators in 21 Century under the Jurisdiction of Kalasin Primary Educational Service Area Office 1

Abstract

This research aims to; 1) study current conditions, desirable conditions, and the needs to enhance innovative leadership of school administrators in 21 Century under the Jurisdiction of Kalasin Primary Educational Service Area Office 1 2) to develop the program to enhance innovative leadership of school administrators in 21 Century under the Jurisdiction of Kalasin Primary Educational Service Area Office 1. The research method was divided into 2 phases: Phase 1 was to study the current conditions, desirable conditions, and the needs to enhance innovative leadership of school administrators. The samples were 280 school administrators and teachers under the Kalasin Primary Educational Service Area Office 1 selected through the stratified random sampling. The research instrument was scaling questionnaire.The reliability current conditions and desirable conditions of the questionnaire is .909 and .918 . Phase 2 was to develop a program to enhance innovative leadership of school administrators under the Kalasin Primary Educational Service Area Office 1. and evaluating the program by experts selected through the purposive sampling technique. The research instruments were interview form and evaluation form on appropriateness and possibility of the Programs to Enhance a Innovative leadership of School Administrators. Data were analyzed by using mean, standard deviation and modified priority index

The results showed that;

1. The current stage of the innovative leadership of school administrators was overall in the low level. The highest average aspect was vision. The desirable conditions of the innovative leadership of school administrators was overall in the high level. The highest average aspect was the individualized consideration. The needs assessment to the development of the innovative leadership of school administrators in 21 Century which ordered of the needs assessment from more to less were creativity, vision , Teamwork and Participation and Create an air of innovation.

2. The Programs to Enhance a Innovative leadership of School Administrators in the Kalasin Primary Educational Service Area Office 1 consists of 1) Principle 2) Objectives 3) Content 4) Activity 5) Measurement and evaluation. The content consists of 4 modules: Module 1 vision, Module 2 creativity, Module 3 and Module 4 Create an air of innovation. The results of overall program evaluation were highest level appropriate and the possibilities are at the highest level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจําเป็นในการสร้างโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 โดยใช้วิธีดำเนินการวิจัย แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจําเป็นในการเสริมสร้างภาวะผู้นําเชิงนวัตกรรมของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 กลุ่มตัวอย่างได้แก่ ผู้บริหารสถานศึกษา และครูผู้สอนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 จำนวน 280 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตรประมาณค่า (Rating scale) มีค่าความเชื่อมั่นของแบบสอบสภาพปัจจุบัน และสภาพที่พึงประสงค์ เท่ากับ .909 และ .918 ตามลำดับ ระยะที่ 2 พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 ผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิโดยวิธีเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัย

1. สภาพปัจจุบันของภาวะผู้นําเชิงนวัตกรรมของผู้บริหารสถานศึกษาโดยรวม 4 ด้านอยู่ในระดับน้อย ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการสร้างบรรยากาศแห่งองค์การนวัตกรรม ส่วนสภาพที่พึงประสงค์ของภาวะผู้นําเชิงนวัตกรรมของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการคิดสร้างสรรค์และความต้องการจำเป็นในการพัฒนาภาวะผู้นําเชิงนวัตกรรมของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การคิดสร้างสรรค์ วิสัยทัศน์ การทำงานเป็นทีมและการมีส่วนร่วม และการสร้างบรรยากาศแห่งองค์การนวัตกรรม

2. โปรแกรมเสริมสร้างภาวะผู้นําเชิงนวัตกรรมของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 ประกอบด้วย 1) หลักการและความสำคัญ 2) วัตถุประสงค์ 3) เนื้อหา 4) กิจกรรม และ5) การวัดและประเมินผล และเนื้อหาประกอบด้วย 4 Module ได้แก่ Module 1 ด้านวิสัยทัศน์ Module 2 ด้านการคิดสร้างสรรค์ Module 3 ด้านการทำงานเป็นทีมและการมีส่วนร่วม และ Module 4 ด้านการสร้างบรรยากาศแห่งองค์การนวัตกรรม ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
