The Program to Enhance Teachers’ Digital Literacy in The Secondary Educational Service Area Office Surin

Abstract

This research aims to; 1) study current conditions, desirable conditions, and the necessity of developing the teachers’ digital literacy in The Secondary Educational Service Area Office Surin 2) to propose the program to enhance teachers’ digital literacy in The Secondary Educational Service Area Office Surin by using research and development methods. The researcher collects both quantitative and qualitative data in operation. There were divided into 2 phases. 1) to study the current conditions, desirable conditions, and methods for enhancing the teachers’ digital literacy in The Secondary Educational Service Area Office Surin. 2) to design and evaluate the program of teachers’ digital literacy in The Secondary Educational Service Area Office Surin with the approval of 5 experts. The sample consisted of 337 administrators and teachers, obtained by using the tables of Krejcie and Morgan and stratified sampling techniques. The statistics were percentage, mean, standard deviation and statistical analysis of the necessary needs.

The results showed that;

1. The current stage of the result for analysis of teachers’ digital literacy was overall in the moderate level. The desirable conditions of the result for analysis of teachers’ digital literacy were overall at the highest level.

2. The result of design and evaluation of teachers’ digital literacy program in The Secondary Educational Service Area Office Surin by using blended development method were 1) self-study 2) training 3) observational study and 4) practical practice. The results of suitability, possibility, consistency and usefulness of teachers’ digital literacy program from 5 experts, all aspects were at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ และความต้องการจำเป็นของการพัฒนาสมรรถนะการรู้ดิจิทัลของครู 2) เพื่อออกแบบและประเมินโปรแกรมเสริมสร้างสมรรถนะการรู้ดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยใช้ระเบียบวิธีวิจัยแบบวิจัยและพัฒนา (Research and Development) ซึ่งเก็บข้อมูลทั้งเชิงปริมาณและเชิงคุณภาพ ในการดำเนินงาน ผู้วิจัยได้ดำเนินการเป็น 2 ระยะ คือ 1) การวิเคราะห์สภาพปัจจุบัน สภาพที่พึงประสงค์ และวิธีเสริมสร้างสมรรถนะการรู้ดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ 2) การออกแบบและประเมินโปรแกรมเสริมสร้างสมรรถนะการรู้ดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยความเห็นชอบของผู้เชี่ยวชาญ จำนวน 5 คน กลุ่มตัวอย่างเป็นผู้บริหารและครูผู้สอน จำนวน 337 คน ได้มาโดยวิธีการใช้ตารางสำเร็จรูปของ Krejcie และ Morgan และการใช้เทคนิคแบบแบ่งชั้นภูมิ (Stratified Sampling) สถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสถิติวิเคราะห์ความต้องการจำเป็น

ผลการวิจัยพบว่า

1. ผลการวิเคราะห์สมรรถนะการรู้ดิจิทัลของครูในสภาพปัจจุบันโดยรวมอยู่ในระดับปานกลาง ผลการวิเคราะห์สมรรถนะการรู้ดิจิทัลของครูในสภาพที่พึงประสงค์ พบว่า โดยรวมอยู่ในระดับมากที่สุด

2. ผลการออกแบบและประเมินโปรแกรมเสริมสร้างสมรรถนะการรู้ดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ ใช้วิธีการแบบผสมผสาน คือ 1) การศึกษาด้วยตนเอง 2) การฝึกอบรม 3) การศึกษาดูงาน 4) การปฏิบัติจริง ผลการประเมินความเหมาะสม ความเป็นไปได้ ความสอดคล้องและความมีประโยชน์ของโปรแกรมและคู่มือการใช้โปรแกรมเสริมสร้างสมรรถนะการรู้ดิจิทัลของครู โดยผู้ทรงคุณวุฒิ 5 คน พบว่า อยู่ในระดับมากที่สุดทุกด้าน
