Academic Leadership Enhancement Program for Teachers in 21st Century under Kalasin Primary Educational Service Area Office 2

Abstract

This research aims to; 1) study current conditions, desirable conditions, and the needs to enhance Academic Leadership Enhancement Program for Teachers in 21st Century under Kalasin Primary Educational Service Area Office 2 2) to develop the program to enhance Academic Leadership Enhancement Program for Teachers in 21st Century under Kalasin Primary Educational Service Area Office 2. The research method was divided into 2 phases : Phase 1 was to study the current conditions, desirable conditions, and the needs to enhance academic leadership of teachers. The samples were 298 teachers under the Kalasin Primary Educational Service Area Office 2 selected through the stratified random sampling. The research instrument was scaling questionnaire. Phase 2 was to develop a program to enhance academic leadership of teachers under Kalasin Primary Educational Service Area Office 2. and evaluating the program by 5 experts selected through the purposive sampling technique. The research instruments was an assessment of the appropriateness and possibility of the Programs to Enhance a Creative Leadership of teachers. The data were analyzed by using frequency, percentage, standard deviation and modified priority index.

The results showed that;

1. The current stage of enhancing Academic Leadership of teachers overall 4 side was at the medium level. The highest average aspect was self-development t and fellow teachers. The desirable condition of The academic leadership of teachers was overall in the highest level. The highest average aspect was The use of technology in learning management. The needs assessment to the development of the academic leadership of teachers which ordered of the evaluation of need Assessment from more to less were Using technology to manage learning, Student Development Self-development and fellow teachers and Educational Curriculum Development.

2. The Programs to enhance Academic Leadership Enhancement Program for Teachers in 21st Century under Kalasin Primary Educational Service Area Office 2 consists of 1) Principle 2) Objectives 3) Content 4) Development method 5) Measurement and evaluation. The content consists of 4 modules : Module 1 self-development and fellow teachers, Module 2 Student development, Module 3 Using technology to manage learning, Module 4 Educational curricula development. The results of overall program evaluation were highest level appropriate and the possibilities are at the highest level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น ของภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ ดังนี้ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 กลุ่มตัวอย่าง ได้แก่ ครูผู้สอน จากสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 จำนวน 298 คน ใช้เทคนิคการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามแบบมาตราส่วน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 โดยรวม 4 ด้าน อยู่ในระดับปานกลาง (x̅ = 2.76 ) ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการพัฒนาตนเองและเพื่อนครู ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 โดยรวมอยู่ในระดับมากที่สุด (x̅ = 4.52) ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการใช้เทคโนโลยีในการจัดการเรียนรู้ ความต้องการจำเป็นของการพัฒนาภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ความต้องการจำเป็นในการพัฒนาภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านการใช้เทคโนโลยีในการจัดการเรียนรู้ ด้านการพัฒนานักเรียน ด้านการพัฒนาตนเองและเพื่อนครู และด้านการพัฒนาหลักสูตรสถานศึกษา ตามลำดับ

2. โปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ที่พัฒนาขึ้นประกอบด้วย 5 ส่วน ได้แก่ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา และ 5) การประเมินผลติดตามผล เนื้อหาภายในโปรแกรม ประกอบด้วย 4 Module ได้แก่ 1. การพัฒนาตนเองและเพื่อนครู 2. การพัฒนานักเรียน 3. การใช้เทคโนโลยีในการจัดการเรียนรู้ และ 4. การพัฒนาหลักสูตรสถานศึกษา มีผลการประเมินความเหมาะสมและมีความเป็นไปได้ของโปรแกรมในการนำไปใช้เพื่อเสริมสร้างภาวะผู้นำทางวิชาการสำหรับครูในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 จากผู้ทรงคุณวุฒิ อยู่ในระดับมากที่สุด
