Management of Coronavirus Disease (COVID-19) Prevention and Control with Community Participation in Kokchamrae Sub-district, Thung Sri Udom District, Ubon Ratchathani Province

Abstract

This action research aims to study the management for prevention and control of coronavirus disease 2019 with community participation in Khok Chamrae Subdistrict, Thung Si Udom District Ubon Ratchathani Province. The target groups are 38 people in the network. A Quantitative data were collected using the participation assessment form. Analyze quantitative data with descriptive statistics. A Qualitative data were collected by participatory meetings, group discussion, in-depth interview. Qualitative data analysis using content analysis.

The results of the study revealed that the development process for the prevention and control of Coronavirus Disease 2019 by community participation is the “ABCD EFG” Model, which is 1) Assess context 2) Build team 3) Consider measure 4) Develop Participatory Action Plan 5) Emphasize implementing 6) Follow the activities 7) Get the experiences. Regarding the results of the development of management for prevention and control of coronavirus disease 2019 with community participation, it was found that there was a change in the Leadership and Management Information, Manpower, Technology, Finance and Management. After participating in development activities, Most of the network partners were involved at the highest level (57.89) and high level (18.42). The success factors are the working team, participatory action plan, local organizations are involved in every step of development. and continued to follow up on the performance, visit and supervise by the working team continuously.

Suggestions for next research should study the form of training to develop the potential of working groups and network partners for appropriate prevention and control of corona virus 2019, in time with the situation of the disease. And should study the development of disease prevention and control management model with community participation, in the case of disease or other health hazards

การวิจัยเชิงปฏิบัติการครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการจัดการป้องกันและควบคุมโรคติดเชื้อไวรัสโคโรนา 2019 โดยชุมชนมีส่วนร่วม ตำบลโคกชำแระ อำเภอทุ่งศรีอุดม จังหวัดอุบลราชธานี กลุ่มเป้าหมาย คือ กลุ่มภาคีเครือข่าย 38 คน เก็บข้อมูลเชิงปริมาณโดยใช้แบบประเมินการมีส่วนร่วม วิเคราะห์ข้อมูลเชิงปริมาณด้วยสถิติเชิงพรรณนา เก็บข้อมูลเชิงคุณภาพโดยการประชุมแบบมีส่วนร่วม การสนทนากลุ่ม การสัมภาษณ์ วิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์ข้อมูลเชิงเนื้อหา

ผลการศึกษาพบว่า รูปแบบกระบวนการพัฒนาการจัดการป้องกันและควบคุมโรคติดเชื้อไวรัสโคโรนา 2019 โดยชุมชนมีส่วนร่วม “ABCD EFG” ได้แก่ 1) ประเมินบริบท (Assess context) 2) สร้างทีมคณะทำงาน (Build team) 3) พิจารณาเพื่อกำหนดมาตรการ (Consider measure) 4) พัฒนาแผนปฏิบัติการแบบมีส่วนร่วม (Develop Participatory Action Plan) 5) เน้นหนักการปฏิบัติตามแผน (Emphasize implementing) 6) การติดตามผลการดำเนินงานตามกิจกรรมต่าง ๆ (Follow the activities) 7) เก็บเกี่ยวประสบการณ์ (Get the experiences) ในส่วนผลของการพัฒนาการจัดการป้องกันและควบคุมโรคติดเชื้อไวรัสโคโรนา 2019 โดยชุมชนมีส่วนร่วม พบว่า มีความเปลี่ยนแปลงในส่วนของ ภาวะผู้นำและการบริหารจัดการ ข้อมูล กำลังคน เทคโนโลยี การเงิน และการจัดการ หลังการเข้าร่วมกิจกรรมพัฒนา พบว่า กลุ่มภาคีเครือข่ายส่วนใหญ่ มีส่วนร่วม ระดับมากที่สุด (ร้อยละ 57.89) และระดับมาก (ร้อยละ 18.42) ปัจจัยแห่งความสำเร็จ ได้แก่ มีทีมคณะทำงาน มีแผนปฏิบัติการแบบมีส่วนร่วม การมีส่วนร่วมในทุกขั้นตอนขององค์กร/หน่วยงานในพื้นที่และมีการติดตามผลการดำเนินงาน เยี่ยม นิเทศโดยคณะทำงานอย่างต่อเนื่อง

ข้อเสนอแนะสำหรับการวิจัยครั้งต่อไป ควรศึกษารูปแบบการอบรมพัฒนาศักยภาพคณะทำงานและภาคีเครือข่ายเพื่อการจัดการป้องกันควบคุมโรคไวรัสโคโรนา 2019 ที่เหมาะสม ทันต่อสถานการณ์ของโรค และควรศึกษาการพัฒนารูปแบบการจัดการป้องกัน ควบคุมโรค โดยชุมชนมีส่วนร่วม ในกรณีโรคหรือภัยสุขภาพอื่น
