Developing a Program to Strengthen Teacher Competencies on Measurement and Evaluation under Secondary Educational Service Area Ubon Ratchathani Amnat Charoen

Abstract

The purpose of this research were to) (1) Studied current, desirable circumstances and priority needs of teacher strengthening competencies on measurement and evaluation under Secondary Educational Service Area Ubon Ratchathani Amnat Charoen (2) Studied a program to strengthen teacher competencies on measurement and evaluation under Secondary Educational Service Area Ubon Ratchathani Amnat Charoen. The research divided into 2 phases: (1) studied current, desirable circumstances and priority needs of teacher strengthening competencies on measurement and evaluation under Secondary Educational Service Area Ubon Ratchathani Amnat Charoen. The samples were 346 teachers under Secondary Educational Service Area Ubon Ratchathani Amnat Charoen selected by stratified random sampling. A research instrument was rating scale questionnaire. (2) Developing a program to strengthen teacher competencies on measurement and evaluation under Secondary Educational Service Area Ubon Ratchathani Amnat Charoen. The informants were 7 academic supervisors selected by purposive selection. The research instrument was a questionnaire on appropriateness and feasibility of the strengthening teacher competencies on measurement and evaluation program. Statistical values analyzed included frequency, percentage, mean, standard deviation and priority needs index.

The research revealed:

1. The current states of the teacher’s competencies on measurement and evaluation were at a high level ; Setting the measurement and evaluation objectives was at a high level. The measurement and evaluation scoping was at a high level. The selection of technique and evaluation instrument was at a high level. The analyzing and data management was at a moderate level, and setting measurement and evaluation criterion was at the high level.

2. The program to strengthen teacher competencies on measurement and evaluation under Secondary Educational Service Area Ubon Ratchathani Amnat Charoen was The program consists of the following components: 1) principles, 2) objectives, 3) content, 4) development methods, and 5) measurement and evaluation. The overall assessment results were at the most appropriate level. and the possibility is at the highest level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อศึกษา 1) สภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา อุบลราชธานี อำนาจเจริญ 2) โปรแกรมเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา อุบลราชธานี อำนาจเจริญ โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา อุบลราชธานี อำนาจเจริญ กลุ่มตัวอย่าง ได้แก่ ครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา อุบลราชธานี อำนาจเจริญ จำนวน 346 คนได้มาโดยวิธีการคำนวณหาจำนวนกลุ่มตัวอย่างตามสัดส่วนของประชากรในแต่ละชั้นภูมิแล้วสุ่มแบบง่าย เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา อุบลราชธานี อำนาจเจริญ ผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิที่เป็นศึกษานิเทศก์ จำนวน 7 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ของครู สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ของครู โดยรวมอยู่ในระดับมาก และรายด้าน ได้แก่ ด้านการกำหนดวัตถุประสงค์การวัดและประเมินผลอยู่ในระดับมาก ด้านการกำหนดขอบเขตการวัดและประเมินผลอยู่ในระดับมาก ด้านการเลือกใช้เทคนิคและเครื่องมือในการประเมินอยู่ในระดับมาก ด้านการวิเคราะห์ผลและวิธีการจัดการข้อมูลการประเมินอยู่ในระดับปานกลาง และด้านการกำหนดเกณฑ์ในการวัดและประเมินผลอยู่ในระดับมาก

2. โปรแกรมเสริมสร้างสมรรถนะด้านการวัดและประเมินผลการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา อุบลราชธานี อำนาจเจริญ โดยโปรแกรมมีองค์ประกอบ ดังนี้ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา และ 5) การวัดและประเมินผล มีผลการประเมินโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และความเป็นไปได้อยู่ในระดับมากที่สุด
