The Guidelines of School Based Management for Educational Institutes of Mahasarakham Primary Educational Service Area Office 2

Abstract

This research aims to 1) study the current and desirable circumstances of school-based management for educational institutes of Mahasarakham Primary Educational Service Area Office 2. 2) study the guidelines of school-based management for educational institutes of Mahasarakham Primary Educational Service Area Office 2 with efficiency. The research and development methodology have been divided into 2 phases: Phase 1: Study the current state and the desirable condition of school-based management for educational institutes of Mahasarakham Primary Educational Service Area Office 2. Research samples 420 persons are educational institute administrators, teachers, and basic education committees in schools under the Mahasarakham Primary Educational Service Area Office 2, academic year 2020, which have been obtained by stratified random sampling according to the size of the school and set the sample size by using the Craigie and Morgan tables. Regarding the research format that we have created the questionnaire form and the interview form and also interviewed three executives who work in the model educational institutions. Phase 2: We have analyzed the result from Phase 1 for creating the guidelines and we asked 5 experts to assess the result whether we can implement or not. The statistics for data analysis are mean, standard deviation and the Priority Needs Index.

The results of research as following:

1. The current circumstance of guidelines of school-based management for educational institutes of Mahasarakham Primary Educational Service Area Office 2, the overall result is in the moderate level. Regarding the aspect analysis that the result is still in a moderate level, and all aspects are also in a moderate level as well which is ordering from highest mean to lowest mean as following: Checks and Balances, Decentralization, Self-management and Participation Management. For the overall result of desirable circumstance is in a high level, after we have considered each aspect, we have found that all aspects are high level, the result is ordering from highest to lowest mean as per following: Self-Management, Participation Management. Decentralization and Checks and Balances, we have ordered the level of demand as per requirements in the guidelines of school-based management for educational Institutes of Mahasarakham Primary Educational Service Area office 2 from highest mean to lowest mean as following: Participation Management, Self-Management, Decentralization, Checks and Balances.

2. The guidelines of school-based management for educational institutes of Mahasarakham Primary Educational Service Area Office 2 have contained with 4 aspects 1) decentralization, 2) self-management, 3) participation management and 4) checks and balances.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 2) เพื่อศึกษาแนวทางการบริหารโดยใช้โรงเรียนเป็นฐานที่สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 ที่มีประสิทธิภาพ โดยใช้วิธีดำเนินการวิจัยและพัฒนาแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 กลุ่มตัวอย่างในการวิจัย เป็นผู้บริหารสถานศึกษา ครู และคณะกรรมการสถานศึกษาขั้นพื้นฐานในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 ปีการศึกษา 2563 จำนวน 420 คน ซึ่งได้มาโดยวิธีการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) ตามขนาดของโรงเรียน และกำหนดขนาดกลุ่มตัวอย่าง โดยใช้ตารางเครจซี่ และมอร์แกน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม และสัมภาษณ์ผู้บริหารสถานศึกษาที่ปฏิบัติหน้าที่ในสถานศึกษาต้นแบบ จำนวน 3 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์ ระยะที่ 2 แนวทางการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 และประเมินแนวทางโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการบริหารโดยใช้โรงเรียนเป็นฐาน สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น (Priority Needs Index)

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของแนวทางการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับปานกลางทุกด้าน โดยเรียงลำดับจากค่าเฉลี่ยมากไปน้อย คือ การตรวจสอบและถ่วงดุล รองลงมาคือ การกระจายอำนาจ การบริหารตนเอง และการบริหารแบบมีส่วนร่วม ตามลำดับ สภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน โดยเรียงลำดับจากค่าเฉลี่ยมากไปน้อยคือ การบริหารตนเอง รองลงมาคือ การบริหารแบบมีส่วนร่วม การกระจายอำนาจ และการตรวจสอบและถ่วงดุลตามลำดับ และลำดับความต้องการจำเป็นในแนวทางการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 โดยเรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การบริหารแบบมีส่วนร่วม การบริหารตนเอง การกระจายอำนาจ และการตรวจสอบและถ่วงดุล ตามลำดับ

2. แนวทางการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 มีองค์ประกอบ 4 ด้าน ได้แก่ 1) การกระจายอำนาจ 2) การบริหารตนเอง 3) การบริหารแบบมีส่วนร่วม และ 4) การตรวจและถ่วงดุล
