The Development of the Programs to Enhance a Creative Leadership of School Administrators in the Roi-Et Primary Educational Service Area Office 2

Abstract

This research aims to; 1) study the composition and indicator creative leadership of school administrators 2) to develop the program to enhance creative leadership of school administrators. The research method was divided into 3 phases: Phase 1 study the composition creative leadership of school administrators. Phase 2 was to study the current conditions, desirable conditions, and the needs to enhance creative leadership of school administrators. The samples were 333 school administrators and teachers under the Roi-et Primary Educational Service Area Office 2 selected through the stratified random sampling. The research instrument was scaling questionnaire. Phase 3 was to develop a program to enhance creative leadership of school administrators under the Roi-et Primary Educational Service Area Office 2. and evaluating the program by 5 experts selected through the Multi-stage Random Sampling technique. The research instruments were interview form and evaluation form on appropriateness and possibility of the Programs to Enhance a Creative Leadership of School Administrators. The data were analyzed by using mean, standard deviation and need index.

The results showed that;

1. Leadership Initiative consists of five aspects of vision are four indicators to take into account the individual has four indicator of creativity has four indicator ofthe flexibility and. adaptation has four indicator and teamwork are five indicators, including indicators, 21 of which are included in the appropriate level. And is included in the highest level.

2. The current stage of the creative leadership of school administrators was overall in the low level. The highest average aspect was vision. The desirable conditions of the creative leadership of school administrators was overall in the high level. The highest average aspect was the individualized consideration. The needs assessment to the development of the creative leadership of school administrators which ordered of the needs assessment from more to less were teamwork, flexibility and adaptability, individualized consideration, creativity and vision.

3. The Programs to Enhance a Creative Leadership of School Administrators in the Roi-et Primary Educational Service Area Office 2 consists of 1) Principle 2) Objectives 3) Content 4) Development method 5) Measurement and evaluation. The content consists of 5 modules: Module 1 teamwork, Module 2 flexibility and adaptability, Module 3 individualized consideration, Module 4 creativity and Module 5 vision. The results of overall program evaluation were highest level appropriate and the possibilities are at the highest level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาองค์ประกอบและตัวชี้วัดภาวะผู้นําเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 2) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 และ 3) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2แบ่งเป็น 3 ระยะ คือ ระยะที่ 1 การศึกษาองค์ประกอบและตัวชี้วัดภาวะผู้นําเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 ระยะที่ 2 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 จำนวน 333 คน ได้มาโดยกลุ่มตัวอย่างได้มาจากการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วน ระยะที่ 3 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. ภาวะผู้นำเชิงสร้างสรรค์ประกอบด้วยองค์ประกอบ 5 ด้าน และตัวชี้วัด ได้แก่ 1) องค์ประกอบด้านการมีวิสัยทัศน์ มี 4 ตัวชี้วัด 2) องค์ประกอบด้านการคำนึงถึงความเป็นปัจเจกบุคคล มี 4 ตัวชี้วัด 3) องค์ประกอบด้านการมีความยืดหยุ่นและปรับตัว มี 4 ตัวชี้วัด 4) องค์ประกอบด้านการมีความคิดสร้างสรรค์ มี 4 ตัวชี้วัด และ 5) องค์ประกอบด้านการทำงานเป็นทีม มี 5 ตัวชี้วัด รวม 21 ตัวชี้วัด ซึ่งมีความเหมาะสมโดยรวมอยู่ในระดับมาก

2. สภาพปัจจุบันของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับน้อย ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการมีวิสัยทัศน์ สภาพที่พึงประสงค์ของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการการคำนึงถึงความเป็นปัจเจกบุคคล ส่วนความต้องการจำเป็นในการพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การทำงานเป็นทีม การมีความยืดหยุ่นและปรับตัว การคำนึงถึงความเป็นปัจเจกบุคคล การมีความคิดสร้างสรรค์ การมีวิสัยทัศน์

3. โปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาสาระ 4) วิธีการพัฒนา 5) การวัดและประเมินผล เนื้อหาสาระประกอบด้วย 5 Module ได้แก่ Module 1 การทำงานเป็นทีม Module 2 การมีความยืดหยุ่นและปรับตัว Module 3 การคำนึงถึงความเป็นปัจเจกบุคคล Module 4 การมีความคิดสร้างสรรค์ และ Module 5 การมีวิสัยทัศน์ ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
