Program to Strengthen Innovative Leadership of School Administrators in the Digital Era under Ubon Ratchathani Amnat Charoen Secondary Educational Service Area

Abstract

This research aims to; 1) study current conditions, desirable conditions, and the needs to enhance innovative leadership of school administrators in the digital era 2) to develop the program to enhance innovative leadership of school administrators. The research method was divided into 2 phases: Phase 1 was to study the current conditions, desirable conditions, and the needs to enhance innovative leadership of school administrators. The samples were 350 school administrators and teachers from 27 schools under Ubon Ratchathani Amnat Charoen secondary educational service area selected through the stratified random sampling, setting priorities the needs by using priorities needs index (PNImodified). Phase 2 was to develop a program to enhance innovative leadership of school administrators in the digital era under Ubon Ratchathani Amnat Charoen secondary educational service area. The program was inspired by the best practice from 3 model schools, obtained from 3 administrators and teachers interviewing’s and, evaluating the program by 5 experts selected through the purposive sampling technique. The research instruments were interview form, evaluation form, and semi-structured interview on current conditions and current desirable of innovative leadership of school administrators in the digital era .The data were analyzed by using mean, standard deviation, and needs index (PNImodified).

The results showed that;

1. The current stage of the innovative leadership of school administrators was overall at the medium level (x̅ = 3.05). The highest average aspect was vision. The desirable conditions of the innovative leadership of school administrators was overall in the highest level (x̅ = 4.81). The highest average aspect was the establishing an innovative organization. The needs assessment to the development of the innovative leadership of school administrators which ordered of the needs assessment from more to less were establishing an innovative organization, information communication technology using, creativity and vision.

2. Program to Strengthen Innovative Leadership of School Administrators in the Digital Era under Ubon Ratchathani Amnat Charoen Secondary Educational Service Area consists of 1) Principle 2) Objectives 3) Content 4) Development method 5) Measurement and evaluation. The content consists of 4 modules: Module 1 visions, Module 2 creativity Module 3 establishing an innovative organization Module 4, information communication technology using. The results of overall program evaluation were highest level appropriate (x̅ = 4.63) and the possibilities (x̅ = 4.77) are at the highest level.

In conclusion, the results of the development of the Program to Strengthen Innovative Leadership of School Administrators in the Digital Era under Ubon Ratchathani Amnat Charoen Secondary Educational Service Area could help the school to be used as a guideline for enhance the innovative leadership of school administrators systematically and quality.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในยุคดิจิทัล 2) พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในยุคดิจิทัล โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในยุคดิจิทัล กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครู จำนวน 350 คน จากโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาอุบลราชธานี อำนาจเจริญ จำนวน 27 โรง ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) โดยนำข้อมูลที่ได้มาจัดลำดับความต้องการจำเป็นในการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในยุคดิจิทัล ซึ่งทำการวิเคราะห์หาค่าดัชนีความต้องการจำเป็น (PNImodified) ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาอุบลราชธานี อำนาจเจริญ สร้างโปรแกรมโดยการศึกษาวิธีปฏิบัติที่เป็นเลิศ (Best Practice) จากโรงเรียนต้นแบบ 3 โรง ซึ่งทำการสัมภาษณ์ผู้บริหารและครู จำนวน 6 คน และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลมี 3 ชนิด ได้แก่ แบบสอบถามสภาพปัจจุบันและสภาพที่พึงประสงค์ของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในยุคดิจิทัล เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ จำนวน 60 ข้อ มีค่าอำนาจจำแนกรายข้อตั้งแต่ 0.305–0.688 และค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับเท่ากับ 0.991 ใช้เก็บข้อมูลกับกลุ่มตัวอย่างในระยะที่ 1 แบบสัมภาษณ์แบบกึ่งโครงสร้าง จำนวน 5 ข้อ และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ จำนวน 17 ข้อ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น (PNImodified)

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับปานกลาง (x̅ = 3.05) ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการมีวิสัยทัศน์ สภาพที่พึงประสงค์ของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด (x̅ = 4.81) ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการสร้างบรรยากาศองค์การนวัตกรรม ส่วนความต้องการจำเป็น (PNImodified) ในการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การสร้างบรรยากาศองค์การนวัตกรรม การใช้เทคโนโลยีสารสนเทศ การมีความคิดสร้างสรรค์ และการมีวิสัยทัศน์

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาอุบลราชธานี อำนาจเจริญ ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาสาระ 4) วิธีการพัฒนา 5) การวัดและประเมินผล เนื้อหาสาระประกอบด้วย 4 Module ได้แก่ Module 1 การมีวิสัยทัศน์ Module 2 การมีความคิดสร้างสรรค์ Module 3 การสร้างบรรยากาศองค์การนวัตกรรม และ Module 4 การใช้เทคโนโลยีสารสนเทศ ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด (x̅ = 4.63) และมีความเป็นไปได้อยู่ในระดับมากที่สุด (x̅ = 4.77)

สรุปได้ว่า ผลการพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาอุบลราชธานี อำนาจเจริญในครั้งนี้ ช่วยให้สถานศึกษาสามารถนำไปใช้เป็นแนวทางในการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา ได้อย่างเป็นระบบและมีคุณภาพ
