Development of the Guidelines of Student Council Operations in Schools under the Secondary Educational Service Area Office Mahasarakham

Abstract

The purposes of this research were 1. to study the current condition and desirable condition of Student Council Operations in Schools under the Secondary Educational Service Area Office Mahasarakham 2. to develop guideline Student Council Operations in Schools under the Secondary Educational Service Area Office Mahasarakham. The scope of study: The research methodology was classified into two phases. The first phase was to study the current condition, desirable condition, and the needs of Student Council Operations in Schools under the Secondary Educational Service Area Office Mahasarakham, The samples of research were consisted of school directors, teachers advisor of student council and student council presidents in Schools under the Secondary Educational Service Area Office Mahasarakham, defined the sample size using Krejcie and Morgan Table and Stratified Random Sampling. The sample group consisted of 126 people. The second phase was to develop guideline Student Council Operations in Schools under the Secondary Educational Service Area Office Mahasarakham, The target group for the interview was 3 schools with best practices. The data providers consisted of 3 school directors, 3 teachers advisor of student council, a total of 6 peoples. by choose specific (Purposive Sampling), using purposive sampling method. The research instruments consisted of questionnaire, Interview form and guideline assessment form. The data were analyzed by mean, percentage and standard deviation.

The findings revealed that:

1. studying the current condition, desirable condition and, and the needs of Student Council Operations in Schools under the Secondary Educational Service Area Office Mahasarakham found that the current condition of Schools under the Secondary Educational Service Area Office Mahasarakham was generally at the average total score, x̅ = 2.66, the desirable condition was generally at high total score, x̅ = 4.38 and the sorted by priority needs index (PNImodified) from most to least: Building a network of student council cooperation with communities/organizations public and private sectors (PNImodified = 0.985), The participation of the Student Council in promoting and supporting school activities (PNImodified = 0.622), Student Council Performance (PNImodified = 0.525), and Supporting Student Council and Democracy in Schools (PNImodified = 0.512).

2. The guideline Student Council Operations in Schools under the Secondary Educational Service Area Office Mahasarakham including 4 compositions: 1) Supporting Student Council and Democracy in Schools, 2) The participation of the Student Council in promoting and supporting school activities, 3) Building a network of student council cooperation with communities/organizations public and private sectors, and 4) Student Council Performance. The result of Development of the Guidelines of Student Council Operations in Schools under the Secondary Educational Service Area Office Mahasarakham was appropriate at the highest level, x̅ = 4.98, and the possibility was at the highest level, x̅ = 4.90.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1. เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการดำเนินงานสภานักเรียนของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม 2. เพื่อพัฒนาแนวทางการดำเนินงานสภานักเรียนของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ขอบเขตของการวิจัย การวิจัยแบ่งออกเป็น 2 ระยะ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการดำเนินงานสภานักเรียนของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มตัวอย่าง ได้แก่ ผู้อำนวยการโรงเรียน ครูผู้รับผิดชอบงานสภานักเรียน และประธานสภานักเรียนของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ซึ่งผู้วิจัยกำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie และ Morgan แล้วทำการเทียบบัญญัติไตรยางศ์ ได้กลุ่มตัวอย่าง จำนวนทั้งสิ้น 126 คน จากนั้นใช้วิธีการสุ่มกลุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) ระยะที่ 2 การพัฒนาแนวทางการดำเนินงานสภานักเรียนของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มเป้าหมายในการสัมภาษณ์ คือ สถานศึกษาที่มีแนวปฏิบัติที่ดี (Best Practice) จำนวน 3 โรงเรียน ผู้ให้ข้อมูล ประกอบด้วย ผู้อำนวยการโรงเรียน จำนวน 3 คน และครูผู้รับผิดชอบงานสภานักเรียนของโรงเรียน จำนวน 3 คน รวมทั้งสิ้น 6 คน ซึ่งได้มาโดยวิธีการเลือกแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์ แบบประเมินแนวทาง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย (Mean) ร้อยละ (Percentage) และส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) (S.D.)

ผลการวิจัย พบว่า

1. การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการดำเนินงานสภานักเรียนของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม พบว่า สภาพปัจจุบันของการดำเนินงานสภานักเรียนของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยรวมเฉลี่ยอยู่ในระดับปานกลาง มีค่า x̅ = 2.66 สภาพที่พึงประสงค์ โดยรวมเฉลี่ยอยู่ในระดับมาก มีค่า x̅ = 4.38 และเรียงลำดับค่าความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การสร้างเครือข่ายความร่วมมือของสภานักเรียนกับชุมชน/ องค์กรภาครัฐ และเอกชน (PNImodified = 0.985) การมีส่วนร่วมของสภานักเรียนในการส่งเสริมสนับสนุนกิจกรรมของโรงเรียน (PNImodified = 0.622) ผลการปฏิบัติงานของสภานักเรียน (PNImodified = 0.525) และการดำเนินงานส่งเสริมสภานักเรียนและประชาธิปไตยในโรงเรียน (PNImodified = 0.512)

2. แนวทางการดำเนินงานสภานักเรียนของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ประกอบด้วย 4 องค์ประกอบ ได้แก่ 1) การดำเนินงานส่งเสริมสภานักเรียนและประชาธิปไตยในโรงเรียน 2) การมีส่วนร่วมของสภานักเรียนในการส่งเสริมสนับสนุนกิจกรรมของโรงเรียน 3) การสร้างเครือข่ายความร่วมมือของสภานักเรียนกับชุมชน/องค์กรภาครัฐ และเอกชน และ 4) ผลการปฏิบัติงานของสภานักเรียน โดยผลการพัฒนาแนวทางการดำเนินงานสภานักเรียนของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด มีค่า x̅ = 4.98 และมีความเป็นไปได้อยู่ในระดับมากที่สุด มีค่า x̅ = 4.90
