Development of Innovative Leadership Program for Teachers Under the Mukdahan Primary Educational Service Area

Abstract

The purpose of this research was to study the present condition, desirable condition and priority needs to develop innovative leadership building programs under the Office of Mukdahan Primary Educational Service Area. The research process had 2 phases: Phase 1 was to study the current condition, desirable condition and the priority needs of teachers' innovative leadership under the Office of Mukdahan Primary Educational Service Area. The sample group consisted of 256 teachers under Mukdahan Primary Educational Service Area Office. The research instruments were questionnaires and interview forms. The statistics used in the quantitative data analysis were frequency, percentage, mean, standard deviation. Needs Priority Index, Phase 2 was to development of innovative leadership programs for teachers under the Office of Mukdahan Primary Educational Service Area. It's a mixed research using interviews and group discussions as tools. Analyzing the content was used to analyze the data.

The results of the research were as follows: 1. Current and desirable conditions for the development of innovative leadership enhancement programs for teachers overall was in the middle level. The need index was necessary. Listed in descending order according to the standard are as follows: leadership of change, teamwork creativity, to have creative innovation, to have innovative strategy and to have innovation vision. 2. Innovation Leadership Enhancement Program under the Office of Mukdahan Primary Educational Service Area, were consisted of 5 parts: 1) Principle 2) Objectives 3) Content 4) Modules i.e. 1) Innovative Vision 2) to have innovative strategy 3) to have creativity 4) Leadership of change 5) Team working. The results of the suitability assessment and the possibility of innovative teacher leadership programs for schools under Mukdahan Primary Educational Service Area Office was at the highest level and the possibility was at a high level.

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็นและเพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรม สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรม สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร การดำเนินการวิจัยแบ่งเป็น 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของภาวะผู้นำเชิงนวัตกรรมของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร กลุ่มตัวอย่าง ได้แก่ ครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร จำนวน 256 คน ได้มาโดยวิธีแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ประเมินความเหมาะสมโดย ผู้ทรงคุณวุฒิจำนวน 5 คน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมสำหรับครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร โดยการสัมมนาอิงผู้เชี่ยวชาญ (Connoisseurship) จำนวน 9 คน เพื่อหาแนวการยกร่างโปรแกรม และตรวจสอบยืนยันโปรแกรมด้วยการสนทนากลุ่ม (Focus Group) โดยผู้ทรงคุณวุฒิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าดัชนีความสอดคล้อง ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนี ความต้องการจำเป็น (PNIModified)

ผลการวิจัยพบว่า 1) สภาพปัจจุบันและสภาพที่พึงประสงค์การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมสำหรับครู โดยภาพรวมอยู่ในระดับปานกลาง ส่วนดัชนีความต้องการจำเป็น เรียงตามลำดับตามมาตรฐานจากมากไปน้อย ดังนี้ การเป็นผู้นำการเปลี่ยนแปลง การทำงานเป็นทีม การมีความคิดสร้างสรรค์นวัตกรรม การมีกลยุทธนวัตกรรม การมีวิสัยทัศน์นวัตกรรม 2) โปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรม สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร พบว่า ประกอบด้วย 5 ส่วน ได้แก่ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) โมดูล ประกอบด้วย การมีวิสัยทัศน์นวัตกรรม การมีกลยุทธ์นวัตกรรม การมีความคิดสร้างสรรค์นวัตกรรม การเป็นผู้นำการเปลี่ยนแปลง และการทำงานเป็นทีม ผลการประเมินความเหมาะสม และความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของครู สำหรับโรงเรียนสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร มีความเหมาะสมอยู่ในระดับ มากที่สุด และความเป็นไปได้อยู่ในระดับมาก
