Developing Guidelines for Enhancing Ethical Competence and Professional Ethics of Teachers in Educational Institutions under Khon Kaen Primary Educational Service Area Office 4

Abstract

This research aims 1) to study the current condition. Desirable condition and the necessity of the guidelines for enhancing professional ethics competence in the educational institutions under Khon Kaen Primary Educational Service Area Office, Region 4 2) To develop guidelines for enhancing professional ethics in educational institutions under Khon Kaen Primary Educational Service Area Office 4 Desirable condition and the necessity of guidelines for enhancing the competency of teacher professional ethics in educational institutions under Khon Kaen Primary Educational Service Area Office 4 From educational institutions under the Office of Khon Kaen Primary Educational Service Area 4, the total number of 321 students was randomly selected by rank. The research instrument was a scale questionnaire, phase 2, development of guidelines for enhancing professional ethics of teachers in educational institutions under Khon Kaen Primary Educational Service Area Office 4 and to assess the guidelines by 4 experts. specific The research instrument was a form to assess the suitability and feasibility of guidelines for enhancing professional ethics competence in educational institutions. Statistics for data analysis were frequency, percentage, mean, standard deviation and the required demand index value.

The results showed that:

1. School administrators and teachers under the office of Khon Kaen Primary Educational Service Area 4, there are opinions on the current state of the guidelines for enhancing professional ethics competence in schools. Overall, it's at a moderate level. Desirable condition of guidelines for enhancing professional ethics competence in educational institutions Overall, it's at a high level. As for the necessity requirements of the guidelines for enhancing professional ethics of teachers in schools In descending order: 1) moral and ethical development 2) instilling morals and ethics in the organization; 3) developing teachers to have the spirit of being a teacher.

2. Guidelines for enhancing the competency of teacher professional ethics in educational institutions under Khon Kaen Primary Educational Service Area Office 4 consists of 3 aspects as follows: 1) Moral and Ethical Development 2) Moral and Ethical Cultivation in the Organization 3) Teacher Development to have a teacher spirit, which in all 3 areas has 45 guidelines for enhancing the competence of professional ethics in educational institutions. Total is appropriate at the highest level. and the possibility is at the highest level.

การวิจัยนี้มีจุดมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของแนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครู ในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 4 2) เพื่อพัฒนาแนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครู ในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 4 การวิจัย แบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของแนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครู ในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 4 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน จากสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 4 จำนวน 321 คน ได้มาโดยการสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วน ระยะที่ 2 การพัฒนาแนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครู ในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 4 และประเมินแนวทางโดยผู้ทรงคุณวุฒิ จำนวน 4 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครูในสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. ผู้บริหารสถานศึกษาและครูผู้สอน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 4 มีความคิดเห็นต่อสภาพปัจจุบันของแนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครูในสถานศึกษา โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของแนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครูในสถานศึกษา โดยรวมอยู่ในระดับมาก ส่วนความต้องการจำเป็นของแนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครูในสถานศึกษา เรียงลำดับจากมากไปน้อย ได้แก่ 1) การพัฒนาด้านคุณธรรมและจริยธรรม 2) การปลูกฝังคุณธรรมและจริยธรรมในองค์การ 3) การพัฒนาครูให้มีจิตวิญญาณแห่งความเป็นครู

2. แนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครูในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 4 ประกอบด้วย 3 ด้าน ได้แก่ 1) การพัฒนาด้านคุณธรรมและจริยธรรม 2) การปลูกฝังคุณธรรมและจริยธรรมในองค์การ 3) การพัฒนาครูให้มีจิตวิญญาณแห่งความเป็นครู ซึ่งทั้ง 3 ด้าน มีแนวทางเสริมสร้างสมรรถนะจรรยาบรรณวิชาชีพครูในสถานศึกษา รวมทั้งสิ้น 45 แนวทาง โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
