The Guidelines for Student Care and Support System Management According to the PDCA Quality Cycle of The Secondary Educational Service Area Office Buriram

Abstract

The research aimed to study current conditions, desirable conditions, need and Guidelines for Student Care and Support System Management According to the PDCA Quality Cycle of The Secondary Educational Service Area Office Buriram. This research was divided into 2 phases: phases 1: study current conditions, desirable conditions and need of Student Care and Support System Management. Samples were selected from administrators and teachers totally 346. The research instrument was questionnaire which include 50 items in a 5-point rating scale format with a power of discrimination from 0.31-0.86 and reliability value of the whole questionnaire, equal to 0.98. The statistics used in the data analysis were percentage, Mean, Standard Deviation and priority needs index (PNImodified) and phases 2: Guidelines for Student Care and Support System Management According to the PDCA Quality Cycle of The Secondary Educational Service Area Office Buriram. The 5 professionals were group the of informants. The research instrument was evaluation form. The Statistics used for analyzing data were mean and standard deviation.

The result of the research revealed that:

1. The results of the current state of Student Care and Support System Management were at a high level. Considering each side, it was found that most of them are at a high level. Desirable conditions of Student Care and Support System Management were at highest level. Considering each side, it was found that highest level in all aspects. And Order of Needs to Student Care and Support System Management were in Referral for students are needed, followed by prevention and problem solving and student promotion, respectively.

2. The result of Guidelines for Student Care and Support System Management According to the PDCA Quality Cycle of The Secondary Educational Service Area Office Buriram were 5 categories. The first category was the principle. The second category was the Purpose. The third category was the system and mechanism. The fourth category was the operation. The Guidelines was divided into 5 factors. 1) The individual knowing activity. 2) The student selecting activity. 3) The student supporting activity. 4) The preventing and problem-solving activity. 5) The student transferring activity. The fifth category were the Evaluation guidelines. The sixth category were the Conditions. The results of possibility, suitability of guidelines were at the highest level.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็น และพัฒนาแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยใช้วงจรคุณภาพเดมมิ่ง (PDCA) สำหรับโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ การวิจัยครั้งนี้ ดำเนินการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน กลุ่มตัวอย่างที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ ผู้บริหาร และครูผู้สอน จำนวน 346 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม ชนิดมาตราส่วนประมาณค่า 5 ระดับ จำนวน 50 ข้อ มีค่าอำนาจจำแนกรายข้อตั้งแต่ 0.31-0.86 และค่าความเชื่อมั่นของแบบสอบถามทั้งแบบเท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 การพัฒนาแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยรวมอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน พบว่า ส่วนใหญ่อยู่ในระดับมาก ส่วนสภาพที่พึงประสงค์ของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากที่สุดทุกด้าน และลำดับความต้องการจำเป็นในการพัฒนาแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียน เรียงลำดับจากดัชนีความต้องการจำเป็นจากมากไปหาน้อย คือ ด้านการส่งต่อนักเรียน รองลงมาคือ ด้านการป้องกันและแก้ไขปัญหา และด้านการส่งเสริมนักเรียน ตามลำดับ

2. ผลการพัฒนาแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยใช้วงจรคุณภาพเดมมิ่ง (PDCA) สำหรับโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ ที่ได้พัฒนาขึ้นประกอบด้วย 6 ส่วน ได้แก่ 1) หลักการ 2) วัตถุประสงค์ 3) ระบบและกลไก 4) วิธีดำเนินงาน แบ่งออกเป็น 5 ด้าน ได้แก่ 4.1) ด้านการรู้จักนักเรียนเป็นรายบุคคล 4.2) ด้านการคัดกรองนักเรียน 4.3) ด้านการส่งเสริมนักเรียน 4.4) ด้านการป้องกันและแก้ไขปัญหา 4.5) ด้านการส่งต่อนักเรียน 5) แนวทางการประเมินผล 6) เงื่อนไข โดยผลการประเมินความเหมาะสม ความเป็นไปได้ของแนวทางโดยผู้ทรงคุณวุฒิ พบว่า โดยภาพรวมมีความเหมาะสมและความเป็นไปได้ อยู่ในระดับมากที่สุด
