The Development of Guidelines for Academic Administration in Education Era 4.0 of Schools under the Office of Roi-Et Primary Educational Service Area 2

Abstract

This research aimed 1) to study the current state, the desirable state and the priority needs of academic administration in education era 4.0 of schools under the office of Roi Et Primary Educational Service Area 2. 2) to develop guidelines for academic administration in education era 4.0 of schools under the office of Roi Et Primary Educational Service Area 2. The research was divided into 2 phases. Phase1: to study the current state and the desirable state and the priority needs of academic administration. The sample group was 335 participants including 45 administrators and 290 teachers those was obtained by sample size determination through the chart of Krejcie and Morgan. Those were collected by stratified random sampling through the school size and simple random sampling. The instruments were the 5-level rating scaled questionnaire. Data analyses were frequency, percentage, mean, standard deviation and modified priority needs index. Phase2: the guidelines of academic administration by the study of 3 best practices schools. The informants included 9 of schools administrators and teachers. The instruments were the semi-structured interview and the evaluation of the suitability and feasibility. The development guidelines were evaluated by 5 experts through purposive sampling technique. Data analyses were mean, standard deviation and content analysis.

The results were as follows:

1. The overall opinions concerning the current state of academic administration in education era 4.0 of schools under the office of Roi Et Primary Educational Service Area 2 were found to be at a high level. In addition, the desirable state could be observed at the highest level. Furthermore, the priority needs were by descending order from high to low as follows: 1) learning management 2) curriculum development 3) measurement and evaluation and 4) development of media, learning resources, innovation and educational technology.

2. The guidelines for academic administration in education era 4.0 of schools under the office of Roi Et Primary Educational Service Area 2 could be established consisting of 4 aspects as follows: 1) curriculum development, 2) learning management, 3) measurement and evaluation and 4) development of media, learning resources, innovation and educational technology. These 4 aspects could be elaborated into 40 detailed guidelines for academic administration in education era 4.0 of schools. The degree of suitability of this present of guidelines were ranked at the highest level and the feasibility were ranked at a high level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการในยุคการศึกษา 4.0 ของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 2) พัฒนาแนวทางการบริหารงานวิชาการในยุคการศึกษา 4.0 ของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพ ปัจจุบันสภาพที่พึงประสงค์ และความต้องการจำเป็นในการบริหารงานวิชาการในยุคการศึกษา 4.0 ของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา จำนวน 45 คน และครูผู้สอน จำนวน 290 คน รวม 335 คน ได้มาโดยวิธีกำหนดขนาดของกลุ่มตัวอย่างขั้นต่ำ ด้วยตารางเครจซี่และมอร์แกน ใช้เทคนิคการสุ่มตัวอย่างแบ่งเป็นชั้นภูมิ โดยใช้ขนาดสถานศึกษาเป็นหน่วยในการสุ่ม และใช้เทคนิคการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 การพัฒนาแนวทางการบริหารงานวิชาการในยุคการศึกษา 4.0 ของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 จากการศึกษาสถานศึกษาที่มีการปฏิบัติดีเยี่ยม Best Practices จำนวน 3 โรงเรียน กลุ่มผู้ให้ข้อมูล คือ ผู้บริหารและครู จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบกึ่งโครงสร้าง และแบบประเมินความเหมาะสมและความเป็นไปได้ ประเมินแนวทางโดยผู้ทรงคุณวุฒิ จำนวน 5 คน โดยการเลือกแบบเจาะจง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. ความคิดเห็นต่อสภาพปัจจุบันของการบริหารงานวิชาการในยุคการศึกษา 4.0 ของสถานศึกษาโดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ของการบริหารงานวิชาการในยุคการศึกษา 4.0 ของสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด ส่วนความต้องการจำเป็นของการบริหารงานวิชาการในยุคการศึกษา 4.0 ของสถานศึกษา เรียงลำดับจากมากไปหาน้อย ได้แก่ 1) การพัฒนากระบวนการเรียนรู้ 2) การพัฒนาหลักสูตรสถานศึกษา 3) การวัดผลและประเมินผล และ 4) การพัฒนาสื่อ แหล่งเรียนรู้ นวัตกรรม และเทคโนโลยีทางการศึกษา

2. แนวทางการบริหารงานวิชาการในยุคการศึกษา 4.0 ของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 ประกอบด้วย 4 ด้าน ได้แก่ 1. การพัฒนาหลักสูตรสถานศึกษา 2. การพัฒนากระบวนการเรียนรู้ 3. การพัฒนาสื่อ แหล่งเรียนรู้ นวัตกรรม และเทคโนโลยีทางการศึกษา และ 4. การวัดผลและประเมินผล ซึ่งทั้ง 4 ด้าน มีแนวทางการบริหารงานวิชาการในยุคการศึกษา 4.0 ของสถานศึกษา รวมทั้งสิ้น 40 แนวทาง โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมาก
