Traffic Work Performance : A Case Study of Yangtalad Police Station, Yangtalad Distric, Kalasin Province

Abstract

This study aimed to 1) study performance of duties on traffic affairs: A case study of Yangtalat Police Station, Kalasin Province; and 2) suggest the guidelines on performance of duties on traffic affairs for Yangtalat Police Station, Kalasin Province. The target included 25 people and involved persons in the areas under the responsibility of Yangtalat Police Station, Kalasin Province. The instrument for data collection was an interview form. Content analysis included the following issues.

1. Concluded performance of duties on traffic affairs for Yangtalat Police Station, Kalasin Province. 1.1 Services: Services from the traffic police at Yangtalat Police Station were not satisfactory for people. They were impolite, aggressive, and with poor manners. Their traffic services were still delayed and not in time when needed. 1.2 Convenience, rapidity, and safety: Despite their main duties on facilitation and safety, the traffic police still failed to coordinate efficiently among one another. This caused delay and poor facilitation for people to travel. 1.3 Law enforcement: The traffic police in charge did not perform their duties with honesty. They still called for illegal benefits. They did not pay attention to listen to arrested subjects who tried explain reasons and necessity of their wrongdoings. This caused no confidence and negative attitudes towards the traffic police. 1.4 Traffic accident reduction: The traffic police in charge were not seriously strict to arrest drunk drivers as per the regulated law. This caused the increasing death toll. Traffic congestions usually occurred due to frequent check points, particularly during rush hours.

2. For the guidelines on performance of duties on traffic affairs for Yangtalat Police Station, Kalasin Province, they were found as follows. 2.1 Services: The traffic police should behave as a good role model, with polite manners when talking to people. They should also pay attention to complaints, and provide assistance as the shelter of people. 2.2 Convenience, rapidity, and safety: The traffic police should be supported to examine signs, traffic lights, and traffic signs for travel safety. They should also create understanding to drivers, and should coordinate among one another. Document verification should be required, too; along with notification of guilts for drivers who really commit offenses based on principles of law. 2.3 Law enforcement: The traffic police should be supported to amend traffic law for more perfection and to be modern in accordance with changing situations of the country. There should also be prevention of corruption from those who usually take advantages from people. They should also be promoted to perform their duties strictly in accordance with traffic rules and regulations. 2.4 Traffic accident reduction: Trainings should be provided for the traffic police in order to provide assistance for people. Police participation with people and PR of knowledge to reduce car accidents should be promoted, along with awareness to perform their duties.

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการปฏิบัติหน้าที่งานจราจรของสถานีตำรวจ อำเภอยางตลาด จังหวัดกาฬสินธุ์ และ 2) เสนอแนะแนวทางในการปฏิบัติงานจราจรของสถานีตำรวจ อำเภอยางตลาด จังหวัดกาฬสินธุ์ กลุ่มเป้าหมาย คือ ประชาชน และผู้มีส่วนเกี่ยวข้องในเขตพื้นที่รับผิดชอบของสถานีตำรวจอำเภอยางตลาด จังหวัดกาฬสินธุ์ จำนวน 25 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสัมภาษณ์ ใช้การวิเคราะห์เชิงเนื้อหา

1. สภาพการปฏิบัติหน้าที่งานจราจรของสถานีตำรวจ อำเภอยางตลาด จังหวัดกาฬสินธุ์ โดยสรุป 1.1 ด้านการให้บริการ เจ้าหน้าที่ตำรวจจราจรสถานีตำรวจอำเภอยางตลาดมีการให้บริการประชาชนยังไม่เป็นที่พึงพอใจต่อประชาชน การพูดจาการใช้ถ้อยคำไม่สุภาพ พูดจาก้าวร้าวขู่ตะคอก ไม่มีมารยาท การให้บริการจราจรมีความล่าช้าไม่ทันต่อความต้องการของประชาชน 1.2 ด้านความสะดวก รวดเร็ว ปลอดภัย เจ้าหน้าที่ตำรวจจราจรซึ่งมีหน้าที่รับผิดชอบหลัก ในการอำนวยความสะดวกรวดเร็ว ปลอดภัย ยังไม่มีการประสานงานกันเท่าที่ควร เกิดความล่าใช้ไม่อำนวยความสะดวกต่อการเดินทางของประชาชนได้อย่างเต็มที่ 1.3 ด้านการบังคับใช้กฎหมาย เจ้าหน้าที่ตำรวจจราจรที่บังคับใช้กฎหมาย เจ้าหน้าที่ตำรวจไม่ได้ปฏิบัติหน้าที่อย่างซื่อสัตย์สุจริต แต่ยังมีการเรียกรับผลประโยชน์ในทางมิชอบอยู่เสมอ ไม่สนใจที่จะหยุดฟังผู้ถูกจับ อธิบายเหตุผล ความจำเป็นที่ทำผิดกฎหมาย ทำให้เกิดความรู้สึกไม่มั่นใจ และมีทัศนคติที่ไม่ดี 1.4 ด้านการลดอุบัติเหตุจราจร เจ้าหน้าที่ตำรวจจราจรที่มีการปฏิบัติงานด้านการลดอุบัติเหตุจราจร ซึ่งเจ้าหน้าที่ไม่เน้นการกวดขันการจับกุมผู้ขับขี่รถขณะเมาสุราตามนโยบายทำให้ผู้เสียชีวิตมีจำนวนมากขึ้น ในการใช้รถใช้ถนนเกิดการติดขัดบ่อยครั้งจากการตั้งด่านบ่อยครั้งโดยเฉพาะในช่วงเวลาเร่งด่วน

2. แนวทางในการปฏิบัติงานจราจรของสถานีตำรวจ อำเภอยางตลาด จังหวัดกาฬสินธุ์ พบว่า 2.1 ด้านการให้บริการ พบว่า ควรทำตัวให้เป็นตัวอย่างที่ดีแก่ประชาชน สร้างกริยา มารยาทในการพูดจากับประชาชน ใส่ใจปัญหาการร้องทุกข์ต่าง ๆ พิจารณาช่วยเหลือประชาชนผู้เดือดร้อนเพื่อให้เป็นที่พึ่งของประชาชน 2.2 ด้านความสะดวก รวดเร็ว ปลอดภัย พบว่า ควรสนับสนุนให้ตำรวจตรวจสอบเครื่องหมาย สัญญาณไฟ ป้ายการจราจรต่าง ๆ เพื่อสร้างความปลอดภัย และสร้างความเข้าใจให้กับประชาชนผู้ขับขี่มีการประสานความร่วมมือกันทำงานมี การตรวจสอบเอกสาร และแจ้งความผิดแก่ผู้ขับขี่สำหรับผู้กระทำความผิดจริง ๆ โดยใช้หลักกฎหมาย 2.3 ด้านการบังคับใช้กฎหมาย พบว่า ควรสนับสนุนให้ตำรวจพิจารณาแก้ไขกฎหมายจราจร ให้มีความสมบูรณ์ ทันสมัยสอดคล้องกับสถานการณ์บ้านเมืองที่เปลี่ยนแปลงไป และป้องกันการทุจริตจากเจ้าหน้าที่ตำรวจที่คอยเอาเปรียบประชาชน ส่งเสริมการปฏิบัติหน้าที่ตามระเบียบข้อบังคับใช้กฎหมายจราจรอย่างเคร่งครัด 2.4 ด้านการลดอุบัติเหตุจราจร พบว่า ควรจัดอบรมตำรวจจราจรเพื่อช่วยเหลือประชาชน ส่งเสริมการมีส่วนร่วมกับประชาชนและการประชาสัมพันธ์ความรู้เพื่อลดอุบัติเหตุทางรถยนต์ต่าง ๆ สร้างความตระหนักแก่ตำรวจในการปฏิบัติหน้าที่
