The Guideline Development for Empowering Cooperative Networks in Small Schools under the Office of Mahasarakham Primary Educational Service Area 3

Abstract

This research aimed to study a current condition, a desirable condition, and needs for empowering the cooperative networks in small schools under the Office of Mahasarakham Primary Educational Service Area 3. The research was conducted in 2 phases as follows. Phase 1: The current condition, the desirable condition, and the needs for empowering the cooperative networks in small schools under the Office of Mahasarakham Primary Educational Service Area 3 were studied. The sample group consisted of 152 administrators and teachers of small schools under the Office of Mahasarakham Primary Educational Service Area 3. The research tools were a questionnaire and an interview form. The statistics used in the quantitative data analysis were frequency, percentage, mean, standard deviation, and PNIModified. Phase 2: The guideline development for empowering the cooperative networks in small schools was studied. It was a qualitative research, which its data were collected by interview and focus group and analyzed by content analysis.

The results were as follows:

1. The current condition of the guidelines for empowering the cooperative networks in small schools under the Office of Mahasarakham Primary Educational Service Area 3 was at an overall moderate level, in descending order, namely, network member participation, goal or objective setting, network committee leadership, and network member.

2. Empowering the cooperative networks in small schools consisted of 4 aspects and 39 guidelines, namely, network member participation, 12 guidelines, goal or objective setting, 13 guidelines, network committee leadership, 8 guidelines, and network member, 7 guidelines. Moreover, the results of assessing the suitability and feasibility of the guidelines were at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการสร้างเสริมความเข้มแข็งของเครือข่ายความร่วมมือของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคามเขต 3 การดำเนินการวิจัยมี 2 ระยะ ได้แก่ ระยะที่ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการสร้างเสริมความเข้มแข็งของเครือข่ายความร่วมมือของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 กลุ่มตัวอย่าง ได้แก่น ผู้บริหาร และครู โรงเรียนขนาดเล็กสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคามเขต 3 จำนวน 152 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบสัมภาษณ์ สถิตที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีจัดเรียงลำดับความต้องการจำเป็น (PNIModified) ระยะที่ 2 การพัฒนาแนวทางการสร้างเสริมความเข้มแข็งของเครือข่ายความร่วมมือของโรงเรียนขนาดเล็ก เป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีสัมภาษณ์และสนทนากลุ่มเป็นเครื่องมือ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา

ผลวิจัยพบว่า

1. สภาพปัจจุบันของแนวทางการสร้างเสริมความเข้มแข็งของเครือข่ายความร่วมมือของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 โดยภาพรวมอยู่ในระดับปานกลาง เรียงลำดับความต้องการจำเป็นจากมากไปน้อย ได้แก่ ด้านการมีส่วนร่วมของสมาชิกเครือข่าย ด้านการตั้งเป้าหมายหรือวัตถุประสงค์ ด้านภาวะผู้นำของกรรมการเครือข่ายและ ด้านสมาชิกเครือข่าย

2. การสร้างเสริมความเข้มแข็งของเครือข่ายความร่วมมือของโรงเรียนขนาดเล็ก มี 4 ด้าน 39 แนวทาง ได้แก่ ด้านการมีส่วนร่วมของสมาชิกเครือข่าย มี 12 แนวทาง ด้านการตั้งเป้าหมายหรือวัตถุประสงค์ มี 13 แนวทาง ด้านภาวะผู้นำของกรรมการเครือข่าย มี 8 แนวทาง และด้านสมาชิกเครือข่าย มี 7 แนวทาง และผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางอยู่ในระดับมากที่สุด
