The Development of Academic Leadership Enhancing Program for School Administrators in the Office of Surin Primary Educational Service Area 2

Abstract

This research aims to study current conditions, desirable conditions, and the need and to design and evaluate the program to enhance academic leadership for school administrators in the Office of Surin Primary Educational Service Area 2. The research method was divided into 2 phases: Phase 1 was to study current conditions, desirable conditions, and the need to enhance academic leadership for school administrators in the Office of Surin Primary Educational Service Area 2. The sample group consisted of 37 school administrators and 283 teachers, totaling 320 people in the Office of Surin Primary Educational Service Area 2 selected through the stratified random sampling techniques. Phase 2 was to design and evaluate the program to enhance academic leadership for school administrators in the Office of Surin Primary Educational Service Area 2. The informant groups consisted of 3 model school administrators and 5 experts assessing the program. The research instruments were questionnaires, interview forms, and assessment forms. The statistics used for data analysis were percentage, mean, standard deviation, and the need index. The results revealed that;

1. Enhancing academic leadership for school administrators in current condition was at a moderate level in desirable condition was at a high level and the analysis of the need were in order from high to low as 1) supervision and development of teaching and learning management 2) teaching and learning management 3) enhancing of the climate and academic potential of schools, and 4) setting goal and mission, respectively.

2. The program to enhance the academic leadership of school administrators consisted of 5 components: 1) Principle and significance 2) Objective 3) Content 4) Activity 5) Measurement and evaluation. The contents of the program consisted of 4 modules: Module 1 Setting goal and mission, Module 2 Teaching and learning management, Module 3 Supervision and development of teaching and learning management, and Module 4 Enhancing of the climate and academic potential of schools. The total duration of the program is 106 hours, using the 70:20:10 principle to enhance academic leadership. The results of overall program evaluation were highest level appropriate, and the possibilities are at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นและเพื่อออกแบบและประเมินโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 โดยแบ่งการดำเนินการวิจัยออกเป็น 2 ระยะ ดังนี้ ระยะที่ 1 การศึกษา สภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา 37 คน และครูผู้สอน 283 คน รวมจำนวน 320 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) ระยะที่ 2 การออกแบบและประเมินโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารโรงเรียนต้นแบบ 3 แห่ง จำนวน 3 คน และผู้ทรงคุณวุฒิประเมินโปรแกรม จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและเป็นไปได้ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ผลการวิจัยปรากฏดังนี้

1. การเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา พบว่า สภาพปัจจุบัน โดยรวมและรายด้าน ทุกด้าน อยู่ในระดับปานกลาง สภาพที่พึงประสงค์ โดยรวมและรายด้านทุกด้าน อยู่ในระดับมาก ผลการวิเคราะห์ความต้องการจำเป็นเรียงลำดับความต้องการจำเป็น ดังนี้ 1) การนิเทศและพัฒนาการจัดการเรียนการสอน 2) การบริหารการจัดการเรียนการสอน 3) การส่งเสริมบรรยากาศและศักยภาพทางวิชาการของสถานศึกษา และ 4) การกำหนดเป้าหมายและภารกิจ

2. โปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 องค์ประกอบของโปรแกรม ประกอบด้วย 5 องค์ประกอบ ดังนี้ 1) หลักการและความสำคัญ 2) วัตถุประสงค์ 3) เนื้อหา 4) กิจกรรม และ 5) การวัดและประเมินผล เนื้อหาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา ประกอบด้วยเนื้อหา 4 โมดูล ได้แก่ โมดูลที่ 1 การกำหนดเป้าหมายและภารกิจ โมดูลที่ 2 การบริหารการจัดการเรียนการสอน โมดูลที่ 3 การนิเทศและพัฒนาการจัดการเรียนการสอน และโมดูลที่ 4 การส่งเสริมบรรยากาศและศักยภาพทางวิชาการของสถานศึกษา ใช้ระยะเวลาในการดำเนินงานโปรแกรม รวมทั้งสิ้น 106 ชั่วโมง โดยได้นำหลักการ 70:20:10 มาใช้ในการเสริมสร้างภาวะผู้นำทางวิชาการ ส่วนผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
