The Guidelines for Academic Administration of Schools under the Secondary Educational Service Area Office Mahasarakham

Abstract

The objectives of this research were to 1) Investigate the current situations, the desirable situations and the priority needs index of Academic Administration of Schools, and 2) Developing the Guidelines Academic Administration for Schools under the Secondary Educational Service Area Office Mahasarakham. The research sample group consisted of administrators, heads of academic departments, and teacher total of 322 persons. Key informants consisted of administrators, heads of academic departments, and teachers total of 9 persons from pilot schools, and 5 luminaries to assess the guidelines' suitability and guidelines' possibility. The research instruments were questionnaires, interview forms, and assessment forms. Statistics for analyzing data were percentage, mean, standard deviation, and the Modified Priority Needs Index. The results of the research were found:

1. Schools’ Academic Administration has the current situations and desirable situations overall both were at high levels, the priority needs index of Academic Administration in order of needs from most to least as follows: Development and use of technological media for education aspect, Cooperation in academic development with other schools and other organization aspect, Development of learning process aspect, Teaching management aspect, and Educational curriculum development aspect, respectively.

2. The Guidelines Academic Administration for Schools under the Secondary Educational Service Area Office Mahasarakham consisted of 5 aspects total of 24 guidelines as follows: Teaching management aspect 5 guidelines, Educational curriculum development aspect 4 guidelines, Development of learning process aspect 6 guidelines, Development and use of technological media for education aspect 4 guidelines, Cooperation in academic development with other schools and other organization aspect 5 guidelines. The result of the guidelines' suitability assessed overall was at a high level, and the guidelines' possibility assessed overall was at the highest level.

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น การบริหารงานวิชาการในสถานศึกษา และ 2) พัฒนาแนวทางการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา หัวหน้าฝ่ายวิชาการ และครู จำนวน 322 คน กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา หัวหน้าฝ่ายวิชาการ และครู จำนวน 9 คน จากสถานศึกษาต้นแบบ และคณะผู้ทรงคุณวุฒิ จำนวน 5 คน ทำหน้าที่ประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามแบบสัมภาษณ์ และแบบประเมิน สถิติในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็นแบบปรับปรุง ผลการวิจัยพบว่า

1. การบริหารงานวิชาการในสถานศึกษา มีสภาพปัจจุบันและสภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมาก ความต้องจำเป็นในการบริหารงานวิชาการ เรียงลำดับจากมากไปหาน้อย ได้ดังนี้ ด้านการพัฒนาและใช้สื่อเทคโนโลยีเพื่อการศึกษา ด้านการประสานความร่วมมือในการพัฒนาวิชาการกับสถานศึกษาและองค์กรอื่น ด้านการพัฒนากระบวนการเรียนรู้ ด้านการจัดการเรียนการสอนในสถานศึกษา และด้านการพัฒนาหลักสูตรของสถานศึกษา ตามลำดับ

2. แนวทางการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ประกอบด้วย 5 ด้าน รวม 24 แนวทาง ได้แก่ ด้านการจัดการเรียนการสอนในสถานศึกษา 5 แนวทาง ด้านการพัฒนาหลักสูตรของสถานศึกษา 4 แนวทาง ด้านการพัฒนากระบวนการเรียนรู้ 6 แนวทาง ด้านการพัฒนาและใช้สื่อเทคโนโลยีเพื่อการศึกษา 4 แนวทาง และด้านการประสานความร่วมมือในการพัฒนาวิชาการกับสถานศึกษาและองค์กรอื่น 5 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางโดยผู้ทรงคุณวุฒิ พบว่า แนวทางมีความเหมาะสมโดยรวมอยู่ในระดับมาก และมีความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด
