The Development of Guidelines for the Implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization

Abstract

The purpose of this research was to 1) study current conditions, desirable conditions, and needs for the implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization, and 2) to design, create and evaluate guidelines for the implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization. The research method was divided into 2 phases. Phase 1 was to study current conditions, desirable conditions, and needs for the implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization. The data samples were collected from 225 people consisting of 13 school administrators and 212 teachers. The research tool was a scaling questionnaire. Phase 2 was to Design, create and evaluate the implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization using the studying and synthesizing of the current conditions, desirable conditions, and needs to develop guidelines for the implementation of the Participation Students Care and Support System in the New Normal by interviewing students care and support system experts from best practice schools, consist of 1 school director, student care system supervisor, advisor or guidance teacher form 3 schools, totaling 6 experts from purposive sampling techniques. The research tool was an interview and an assessment of appropriateness and feasibility of the guidelines to find the quality of the implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization.

The findings were as follows;

1. The current state of the implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization overall had a large average, ranked in descending averages from student screening, getting to know individual students, Prevention and Troubleshooting, Student support and development to student forwarding. The desirable conditions of the implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization overall had a large average, ranked in descending averages from student screening, getting to know individual students, student support and development, Prevention and Troubleshooting to student forwarding. The needs for the implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization ranked in descending averages from student support and development, student forwarding, getting to know individual students, Prevention and Troubleshooting to student screening.

2. Guidelines for the implementation of the Participation Students Care and Support System in the New Normal for Educational Institutions Ubon Ratchathani Provincial Administrative Organization, consists of 5 elements, 30 approaches. The results of assessing the suitability and possibility of the Development of Guidelines for the implementation of the Participation Students Care and Support System in the New Normal for Educational for educational institutions found that : The guidelines are suitable and there is at the most level of overall possibilities.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี 2) ออกแบบ สร้าง และประเมินแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี โดยการวิจัยแบ่งออกเป็น 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานีของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี ตัวอย่างในการวิจัยในครั้งนี้ คือ ผู้บริหารสถานศึกษา และครู จำนวน 225 คน ได้แก่ ผู้บริหารสถานศึกษา จำนวน 13 คน และครู จำนวน 212 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถามสภาพปัจจุบันและสภาพที่พึงประสงค์ของการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี ระยะที่ 2 การออกแบบ สร้าง และประเมินแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี โดยศึกษาและสังเคราะห์สภาพปัจจุบันและสภาพที่พึงประสงค์ และความต้องการจำเป็น ที่ใช้พัฒนาแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ จากการสัมภาษณ์ผู้ทรงคุณวุฒิจากโรงเรียนต้นแบบที่มีผลการปฏิบัติที่ดี (Best Practice) ในด้านระบบดูแลช่วยเหลือนักเรียน จำแนกเป็นผู้บริหารสถานศึกษา จำนวน 1 คน หัวหน้างานระบบดูแลช่วยเหลือนักเรียน ครูที่ปรึกษา หรือครูแนะแนว จำนวน 1 คน จาก 3 โรงเรียน รวมทั้งสิ้น 6 คน ได้มาจากการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง เพื่อหาคุณภาพของแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี

ผลการวิจัยพบว่า

1. สภาพปัจจุบัน ของการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี พบว่า สภาพปัจจุบันของการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านจากด้านที่มีค่ามากที่สุด เรียงลำดับคะแนนเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านการคัดกรองนักเรียน ด้านการรู้จักนักเรียนรายบุคคล ด้านการป้องกันและแก้ไขปัญหา ด้านการส่งเสริมและพัฒนานักเรียน และด้านการส่งต่อ ตามลำดับ สภาพที่พึงประสงค์ของการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี โดยรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้านจากด้านที่มีค่ามากที่สุด เรียงลำดับคะแนนเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านการคัดกรองนักเรียน ด้านการรู้จักนักเรียนรายบุคคล ด้านการส่งเสริมและพัฒนานักเรียน ด้านการป้องกันและแก้ไขปัญหา ด้านการส่งต่อ ความต้องการจำเป็นของการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี โดยเรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านการส่งเสริมและพัฒนานักเรียน ด้านการส่งต่อ ด้านการรู้จักนักเรียนรายบุคคล ด้านการป้องกันและแก้ไขปัญหา และด้านการคัดกรองนักเรียน

2. แนวทางการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ ของสถานศึกษาในสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี ประกอบด้วย 5 องค์ประกอบ 30 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของทางการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนแบบมีส่วนร่วมในความปกติใหม่ พบว่า แนวทางมีความเหมาะสม และความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด
