The Development of Guidelines for Academic Administration Based on Good Governance Principles for Secondary School under the Office of the Secondary Education Service Area Loei, Nong Bua Lamphu

Abstract

The purpose of this research was 1) To study the current conditions. The desirable conditions and needs of the academic administration based on good governance of schools under Loei & Nong bua lamphu secondary educational service Area Office. 2) To develop guidelines for implementation of academic administration based on good governance of schools under Loei & Nong bua lamphu secondary educational service Area Office. The research was divided into two phases (1) To study the current conditions. Desirable conditions for the academic administration based on good governance of schools under Loei & Nong bua lamphu secondary educational service Area Office. By using a questionnaire to collect data from a sample group of 324 administrators and teachers. (2) Guidelines for the implementation of the academic administration based on good governance of schools under Loei & Nong bua lamphu secondary educational service Area Office by studying and synthesizing the current and desirable conditions used to develop guidelines for the implementation of the academic administration based on good governance from administrators and teachers by in-depth interviews with 3 best practice schools. Draft as a guideline for the development of an academic administration based on good governance and assess the guidelines by 5 experts. The research instruments were questionnaires, interviews and assessments. The statistic used for the data analysis were percentage, mean and standard deviation. were percentage, mean and standard deviation.

The results of the research were as follows:

1. Current conditions, desirable conditions, and prioritization of the needs of the academic administration based on good governance of schools under Loei & Nong bua lamphu secondary educational service Area Office. Overall current condition was at the high level. The highest mean is evaluation. Overall desirable condition was highest level. The highest mean is education supervision. The order of needs, the aspect with the most need is the school curriculum development and educational supervision.

2. Guidelines for the operation of the academic administration based on good governance of schools under Loei & Nong bua lamphu secondary educational service Area Office, consists of 6 elements, 30 approaches, namely 1) Educational curriculum development 5 approaches 2) teaching and learning management in educational institutions 5 approaches 3) development of the learning process 5 approaches 4) evaluation 5 approaches 5) education supervision 5 approaches 6) development and use of technology for education 5 approaches. The results of assessing the feasibility of the academic administration based on good governance of schools under Loei & Nong bua lamphu secondary educational service Area Office. Found that : The guidelines are appropriate and there is at the most level of overall appropriate. At the highest level, the same of all items. The aspect that is most appropriate is the aspect of Educational curriculum development, Educational supervision, and teaching & learning management in educational institutions. When considering each item, it was found that it was most likely the same for all items. The most likely aspect is student screening.

การวิจัยในครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการโดยยึดหลักธรรมาภิบาลสำหรับโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู 2) เพื่อออกแบบและประเมินแนวทางบริหารงานวิชาการโดยยึดหลักธรรมาภิบาลสำหรับโรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู การวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธี ดำเนินการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการโดยยึดหลักธรรมาภิบาล สำหรับโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา และครู จำนวน 324 คน ระยะที่ 2 แนวทางการบริหารงานวิชาการโดยยึดหลักธรรมาภิบาล สำหรับโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู โดยศึกษาและสังเคราะห์สภาพปัจจุบัน สภาพที่พึงประสงค์ที่ใช้พัฒนาการบริการงานวิชาการโดยยึดหลักธรรมภิบาลจากผู้บริหารและครู จากการสัมภาษณ์โรงเรียนที่มีวิธีปฏิบัติที่ดี (Best Practices) จำนวน 3 โรงเรียน ร่างเป็นแนวทางการบริงานวิชาการโดยยึดหลักธรรมาภิบาล และประเมินแนวทางโดยผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามแบบสัมภาษณ์และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบัน โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด และลำดับความต้องการจำเป็น เรียงลำดับความต้องการจำเป็นจากมากไปหาหน้อย ได้แก่ ด้านการพัฒนาหลักสูตรสถานศึกษา ด้านการนิเทศการศึกษา ด้านการพัฒนาและใช้เทคโนโลยีเพื่อการศึกษา ด้านการจัดการเรียนการสอนในสถานศึกษา ด้านการพัฒนากระบวนการเรียนรู้ และด้านการวัดผล ประเมินผล

2. แนวทางการบริหารงานวิชาการโดยยึดหลักธรรมาภิบาล สำหรับโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู ประกอบด้วย 6 องค์ประกอบ 30 แนวทาง ได้แก่ 1) ด้านการพัฒนาหลักสูตรสถานศึกษา 5 แนวทาง 2) ด้านการจัดการเรียนการสอนในสถานศึกษา 5 แนวทาง 3) ด้านการพัฒนากระบวนการเรียนรู้ 5 แนวทาง 4) ด้านการวัดผล ประเมินผล 5 แนวทาง 5) ด้านการนิเทศการศึกษา 5 แนวทาง 6) ด้านการพัฒนา และใช้เทคโนโลยีเพื่อการศึกษา 5 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของการบริหารงานวิชาการโดยยึดหลักธรรมาภิบาล สำหรับโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู พบว่าแนวทางมีความเหมาะสม โดยรวมอยู่ในระดับที่มากที่สุด เมื่อพิจารณารายข้อพบว่าทุกแนวทางมีความเหมาะสม อยู่ในระดับมากที่สุดเช่นเดียวกันทุกข้อ โดยด้านที่มีความเหมาะสมมากที่สุด คือ ด้านการจัดการเรียนการสอนในสถานศึกษา ความเป็นไปได้ของแนวทางโดยรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายข้อพบว่าทุกแนวทางมีความเป็นไปได้ อยู่ในระดับมากที่สุดเช่นเดียวกันทุกข้อ โดยด้านที่มีความเป็นไปได้ มากที่สุด คือ ด้านการพัฒนาหลักสูตรสถานศึกษา ด้านการนิเทศการศึกษาและด้านการจัดการเรียนการสอนในสถานศึกษา (มีค่าเฉลี่ยเท่ากัน)
