The Development of Guidelines for Academic of New Normal under the Jurisdiction of Office of Mahasarakham Primary Education Service Area 3

Abstract

The purposes of this research were 1) to investigate the actual state, the desirable state, and the needs of academic administration in the new normal, and 2) to design, create, and assess the academic administration guidelines in the new normal. The sample group for the research consisted of 166 school directors and head of academic affairs. The research instruments were a questionnaire, an interview, and the suitability and feasibility assessment form. The statistics used in the data analysis were mean, standard deviation (S.D.), and Priority Needs Index (PNI).

The findings were as follows: The actual state of academic administration in the new normal was generally at a moderate level. The desirable state of academic administration in the new normal was generally at a high level. The needs of academic administration, in descending order, were as follows: The development of internal quality assurance systems and educational standards, The development of school-based curriculum, The development of media innovation and information technology as well as The development of learning process in the new normal. The academic administration guidelines for Mahasarakham Primary Educational Service Area Office 3 were created using the Deming Cycle according to the scope of academic administration in four areas. The guidelines lead to planning through electronic media channels, organizing processes, monitoring, following and evaluating through the online platform Assessment results are analyzed in order to develop a better system that can be adapted for use in school’s academic administrations to conform to the new normal. The results of the evaluation were found that suitability and feasibility were at the highest level.

การวิจัยครั้งนี้มีจุดมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการในยุควิถีใหม่ 2) เพื่อออกแบบ สร้าง และประเมินแนวทางการบริหารงานวิชาการในยุควิถีใหม่ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูหัวหน้างานวิชาการ จำนวน 166 คน กลุ่มผู้ให้ข้อมูลได้แก่ ผู้บริหารสถานศึกษาและครูหัวหน้าวิชาการ จำนวน 6 คน ผู้ทรงคุณวุฒิ จำนวน 7 คน และกลุ่มผู้ประเมินแนวทาง ได้แก่ ผู้เชี่ยวชาญ จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม แบบสัมภาษณ์ แบบบันทึกการสนทนากลุ่ม และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและดัชนีความต้องการจำเป็น PNI

ผลการวิจัยพบว่า สภาพปัจจุบันของการบริหารงานวิชาการในยุควิถีใหม่โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของการบริหารงานวิชาการในยุควิถีใหม่โดยรวมอยู่ในระดับมากที่สุด ความต้องการจำเป็นการพัฒนาแนวทางการบริหารงานวิชาการในยุควิถีใหม่ เรียงลำดับจากมากไปหาน้อย ดังนี้ 1. ด้านการพัฒนาระบบประกันคุณภาพภายในและมาตรฐานการศึกษาในยุควิถีใหม่ 2. ด้านการพัฒนาหลักสูตรสถานศึกษาในยุควิถีใหม่ 3. ด้านการพัฒนาสื่อ นวัตกรรมและเทคโนโลยีเพื่อการศึกษาในยุควิถีใหม่ 4. ด้านการพัฒนากระบวนการเรียนรู้ในยุควิถีใหม่ และแนวทางการบริหารงานวิชาการในยุควิถีใหม่ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 โดยผ่านกระบวนการพัฒนาด้วยวงจรคุณภาพเดมมิ่ง (PDCA) ตามขอบข่ายการบริหารงานวิชาการทั้ง 4 ด้าน ดังที่กล่าวข้างต้น นำไปสู่การวางแผนการทำงานโดยการประชุมผ่านช่องทางสื่ออิเล็กทรอนิกส์ มีการจัดระบบกระบวนการและแบ่งหน้าที่ดำเนินงานผ่านแพลตฟอร์มออนไลน์ช่องทางต่างๆ ตรวจสอบ ติดตาม ประเมินผลผ่านรูปแบบออนไลน์ และนำผลการประเมินที่ได้มาวิเคราะห์ เพื่อพัฒนาระบบให้ดียิ่งขึ้นและสามารถปรับใช้ในการบริหารงานวิชาการในสถานศึกษาให้สอดคล้องกับการเรียนรู้ในยุควิถีใหม่ อันเกิดจากสถานการณ์การแพร่ระบาดของโรคไวรัสโคโรน่า 2019 และได้รับการประเมินความเหมาะสมและความเป็นไปได้พบว่าอยู่ในระดับมากที่สุด
