Developing a Program to Strengthen Learning Leadership of School Administrators in the MahaSarakham Primary Educational Service Area Office 2

Abstract

The purposes of this study were: 1) study current conditions, desirable conditions, and the needs to strengthen learning leadership of school administrators in the Mahasarakham Primary Educational Service Area Office 2 and 2) develop a program strengthen learning leadership of school administrators in the Mahasarakham Primary Educational Service Area Office 2 The Mixed Method Research was divided into 2 phases. Phase 1 was to study current conditions, desirable conditions, and the needs to strengthen learning leadership of school administrators. The samples were 144 school administrators in the Mahasarakham Primary Educational Service Area Office 2 by using table of Krejcie and Morgan through stratified random sampling technique and research instrument was scaling questionnaire. phase 2 was to develop a program to Strengthen learning leadership of school administrators in the Mahasarakham Primary Educational Service Area Office 2. And evaluating the program by 5 experts through purposive sampling technique and research instrument was an assessment of appropriateness and feasibility of the program. Data were analyzed by using frequency, percentage, mean, standard deviation and modified priority index.

The results showed that;

1. The overall picture of current condition of learning leadership of school administrators was at mean level and the desirable condition of the learning leadership of the school administrators. Overall is at a highest level. The necessity assessment to the development of Learning Leadership of school administrators which ordered of the needs assessment from more to less were Creativity, Powerful Environment, self-directed learning, Team learning, Integrating Pluralism, The apply technology to the performance of management.

2. Program to strengthen learning leadership of school administrators in the Mahasarakham Primary Educational Service Area Office 2 were consisted of 1) principle 2) objective 3) content 4) development activities and 5) measurement and evaluation. The content consists of 6 modules : Module 1 Team learning, Module 2 Integrating Pluralism, Module 3 The apply technology to the performance of management, Module 4 Powerful Environment, Module Creativity and Module 6 self-directed learning. The results of overall program evaluation were high level appropriate and the possibilities are at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำการเรียนรู้ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำการเรียนรู้ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 โดยใช้วิธีดำเนินการวิจัยแบบผสานวิธี แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำการเรียนรู้ของผู้บริหารสถานศึกษา กลุ่มตัวอย่างได้แก่ ผู้บริหารสถานศึกษา จากสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 จำนวน 144 คน โดยใช้ตารางของ Krejcie และ Morgan ซึ่งกลุ่มตัวอย่างได้มาจากการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำการเรียนรู้ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิ จำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำการเรียนรู้ของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำการเรียนรู้ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับปานกลาง และสภาพที่พึงประสงค์ของภาวะผู้นำการเรียนรู้ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด ความต้องการจำเป็นของของภาวะผู้นำการเรียนรู้ของผู้บริหารสถานศึกษาเรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านความคิดสร้างสรรค์ ด้านสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ ด้านการเรียนรู้ด้วยการนำตนเอง ด้านการเรียนรู้เป็นทีม ด้านการบูรณาการความหลากหลาย ด้านการนำเทคโนโลยีมาใช้เพื่อการปฏิบัติงานของผู้บริหาร

2. โปรแกรมเสริมสร้างภาวะผู้นำการเรียนรู้ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา และ 5) การวัดและประเมินผล มี 6 Module ประกอบด้วย Module 1 การเรียนรู้เป็นทีม Module 2 การบูรณาการความหลากหลาย Module 3 การนำเทคโนโลยีมาใช้เพื่อการปฏิบัติงานของผู้บริหาร Module 4 สภาพแวดล้อมที่เอื้อต่อการเรียนรู้ Module 5 ความคิดสร้างสรรค์ Module 6 การเรียนรู้ด้วยการนำตนเอง ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมาก และความเป็นไปได้อยู่ในระดับมากที่สุด
