Developing a Program to Strengthens in Creative Leadership of School Administrators Under Khonkaen Primary Educational Service Area Office 2

Abstract

This research aims to 1) to study current conditions desirable condition and the need for creative leadership in educational institute administrators Under the Office of Khon Kaen Primary Education Service Area 2. 2) To develop a program to enhance creative leadership of school administrators under the Office of Khon Kaen Primary Education Service Area 2. The research was divided into 2 phases.

Phase 1: A study of current conditions; The desirable conditions and needs necessary to enhance the creative leadership of school administrators sample namely including school administrators Under the Office of Khon Kaen Primary Education Service Area 2, 136 people by use Stratified Random Sampling Classified by the size of the school The research tool was a questionnaire.

Phase 2: Develop a program to enhance creative leadership of school administrators. Under the Office of Khon Kaen Primary Education Service Area 2 Study best practice from the experts by Purposive Sampling 3 people and evaluated the program by 5 experts obtained by purposive sampling. The research tools were an interview form and an evaluation form for the appropriateness and feasibility of the creative leadership building program for school administrators. Statistics in data analysis include the average standard deviation and the required index value.

The result indicates that

1. The current state of promoting creative leadership among school administrators. Under the Office of Khon Kaen Primary Education Service Area 2 Overall, there was a high level of practice and when considering each aspect, all aspects were practiced at a high level the side with the highest mean is flexibility and adaptability. As for the desirable condition of promoting creative leadership of school administrators. Under the Office of Khon Kaen Primary Education Service Area 2 Overall, practice was at the highest level. When considering the practice on a side-by-side basis, it was found that aspect of individual consideration and flexibility and adaptability at the highest level Creativity and vision at a high level and the need for creative leadership development of school administrators. The needs are arranged in descending order, including creativity. take into account the individual flexibility and adaptability and vision.

2. Creative Leadership Promotion Program for School Administrators Under the Office of Khon Kaen Primary Education Service Area 2 Consists of 1) Principles 2) Objectives 3) Contents 4) Development activities/methods 5) Measurement and evaluation The content consists of 4 modules: Module 1 Creativity, Module 2 Individual Consideration, Module 3 Flexibility and Adaptability, and Module 4 Vision, where the overall program evaluation results are appropriate and feasible at the highest level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 การวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 จำนวน 136 คน ใช้เทคนิคการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) จำแนกตามขนาดของสถานศึกษา เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม ระยะที่ 2 พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 ศึกษาวิธีปฏิบัติที่ดีเยี่ยม (Best Practices) จากผู้ทรงคุณวุฒิโดยวิธีการเลือกแบบเจาะจง (Purposive Sampling) จำนวน 3 คนและประเมินโปรแกรมโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 โดยรวมมีการปฏิบัติอยู่ในระดับมากและเมื่อพิจารณาเป็นรายด้านมีการปฏิบัติทุกด้านในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุดคือ ความยืดหยุ่นและปรับตัว ส่วนสภาพที่พึงประสงค์การเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 โดยรวมมีการปฏิบัติอยู่ในระดับมากที่สุด เมื่อพิจารณาการปฏิบัติเป็นรายด้านพบว่า ด้านคำนึงถึงปัจเจกบุคคล และด้านความยืดหยุ่นและปรับตัวอยู่ในระดับมากที่สุด ส่วนด้านความคิดสร้างสรรค์ และด้านวิสัยทัศน์อยู่ในระดับมาก และความต้องการจำเป็นในการพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ความคิดสร้างสรรค์ คำนึงถึงปัจเจกบุคคล ความยืดหยุ่นและปรับตัว และวิสัยทัศน์

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) กิจกรรม/วิธีการพัฒนา 5) การวัดและประเมินผล เนื้อหาสาระประกอบด้วย 4 Module ได้แก่ Module 1 ความคิดสร้างสรรค์ Module 2 คำนึงถึงปัจเจกบุคคล Module 3 ความยืดหยุ่นและปรับตัว และ Module 4 วิสัยทัศน์ ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
