Developing Guidelines for Student Affairs Administration According to the Deming Quality Cycle (PDCA) Towards the Excellence of Secondary Schools Under the Office of Secondary Educational Service Area Kalasin

Abstract

The objectives of this research were 1) to study the current condition, the desirable condition and 2) to develop guidelines for school student affairs administration according to the Deming Quality Cycle (PDCA) towards secondary school excellence. Under the Office of Secondary Educational Service Area Kalasin. The research was divided into 2 phases. Phase 1: The researcher studied current conditions, desirable conditions. and the necessary needs of student affairs administration. The sample group was school administrators and secondary school teachers. The samples were 325 students under the Office of Kalasin Secondary Educational Service Area. The research tools were questionnaires. Phase 2: the researcher developed a school's student affairs management approach based on the Deming Quality Cycle (PDCA) towards secondary school excellence including 2 steps, namely, Step 1, a study of the best practice guidelines for developing student affairs management of schools with best practices. The group of informants were 9 experts. The tools used in the research were interview forms. Step 2 Assessment of suitability, feasibility of the development approach. The group of informants consisted of 9 experts. The tools used in the research were assessment forms. The statistics used to analyze the data were percentage, mean and standard deviation. The analysis of data is an interview form to analyze data by summarizing issues.

The results showed that

1. The current state of student affairs administration according to the Deming Quality Cycle (PDCA) of secondary schools under the Kalasin Secondary Educational Service Area Office. The overall level is moderate. The desirable condition of student affairs administration according to the quality cycle Deming (PDCA) of secondary schools under the Kalasin Secondary Educational Service Area Office overall were at the highest level. And when analyzing the need improvement index (PNImodified ) of student affairs administration of secondary schools under the Kalasin Secondary Educational Service Area Office, the overall needs were ordered from the most to the least as follows: No. 1 Management Student affairs No. 2 Operation of the student support system and the promotion of democracy in schools. No. 3: promoting and developing students to have discipline, morality, ethics and evaluation of student affairs performance, respectively.

2. The development of the school's student affairs management guidelines according to the Deming Quality Cycle (PDCA) towards excellence in secondary schools under the Kalasin Secondary Educational Service Area Office consists of 6 aspects: student affairs planning; Management of student affairs in promoting and developing students to have discipline, morality, and ethics; in the promotion of democracy in schools and evaluation of student affairs performance. Assessment results The Possibilities of the School's Student Affairs Administrative Development Guidelines According to the Deming Quality Cycle (PDCA) to Secondary School Excellence Under the Kalasin Secondary Educational Service Area Office by the experts found that in terms of suitability, the experts had an opinion that the overall suitability was at the highest level. And in terms of feasibility, the experts had an opinion that overall it was possible at the highest level that could be used.

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารกิจการนักเรียนของโรงเรียน และ 2) พัฒนาแนวทางการบริหารกิจการนักเรียนของโรงเรียนตามวงจรคุณภาพ เดมมิ่ง (PDCA) สู่ความเป็นเลิศของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ การวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารกิจการนักเรียน กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอนโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ จำนวน 325 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 พัฒนาแนวทางการบริหารกิจการนักเรียนของโรงเรียนตามวงจรคุณภาพ เดมมิ่ง (PDCA) สู่ความเป็นเลิศของโรงเรียนมัธยมศึกษา ประกอบไปด้วย 2 ขั้นตอน ขั้นตอนที่ 1 การศึกษาแนวทางการพัฒนาการบริหารกิจการนักเรียนของโรงเรียนที่มีวิธีปฏิบัติที่เป็นเลิศ (Best Practice) กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ ขั้นตอนที่ 2 การประเมินความเหมาะสม ความเป็นไปได้ของแนวการพัฒนา กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ข้อมูลแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการสรุปประเด็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันการบริหารกิจการนักเรียนตามวงจรคุณภาพ เดมมิ่ง (PDCA) ของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ โดยรวมอยู่ในระดับปานกลางสภาพที่พึงประสงค์การบริหารกิจการนักเรียนตามวงจรคุณภาพ เดมมิ่ง(PDCA) ของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ โดยรวมอยู่ในระดับมากที่สุด และเมื่อวิเคราะห์ค่าดัชนีความต้องการจำเป็นปรับปรุง (PNImodified ) ของการบริหารกิจการนักเรียนของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ โดยรวม เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้ดังนี้ ลำดับที่ 1 การบริหารจัดการงานกิจการนักเรียน ลำดับที่ 2 การดำเนินงานระบบดูแลช่วยเหลือนักเรียน และการดำเนินการส่งเสริมประชาธิปไตยในโรงเรียน ลำดับที่ 3 การส่งเสริมพัฒนาให้นักเรียนมีวินัย คุณธรรม จริยธรรม และการประเมินผลการดำเนินงานกิจการนักเรียน ตามลำดับ

2. การพัฒนาแนวทางการบริหารกิจการนักเรียนของโรงเรียนตามวงจรคุณภาพ เดมมิ่ง (PDCA) สู่ความเป็นเลิศของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ ประกอบไปด้วย 6 ด้าน ได้แก่ ด้านการวางแผนงานกิจการนักเรียน ด้านการบริหารจัดการงานกิจการนักเรียน ด้านการส่งเสริมพัฒนาให้นักเรียนมีวินัย คุณธรรม จริยธรรม ด้านการดำเนินงานระบบดูแลช่วยเหลือนักเรียน ด้านการดำเนินการส่งเสริมประชาธิปไตยในโรงเรียน และด้านการประเมินผลการดำเนินงานกิจการนักเรียน ผลการประเมินความเหมาะสม ความเป็นไปได้ของแนวการพัฒนาการบริหารกิจการนักเรียนของโรงเรียนตามวงจรคุณภาพ เดมมิ่ง (PDCA) สู่ความเป็นเลิศของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ โดยผู้ทรงคุณวุฒิ พบว่า ด้านความเหมาะสมผู้ทรงคุณวุฒิมีความคิดเห็นว่า โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และด้านความเป็นไปได้ผู้ทรงคุณวุฒิมีความคิดเห็นว่าโดยรวมมีความเป็นไปได้อยู่ในระดับมากที่สุด สามารถนำไปใช้ได้
