The Development of Program to Enhance the Innovative Leadership of School Administrators under The Secondary Educational Service Area Office Maha Sarakham

Abstract

This research aims to study current conditions, desirable conditions, and the needs to enhance the Innovative leadership of school administrators under the secondary educational service area office Maha Sarakham and to design, construct and evaluate the program to enhance the Innovative leadership of school administrators under the secondary educational service area office Maha Sarakham. The research method was divided into 2 phases: Phase 1 was to study the current conditions, desirable conditions, and the needs to enhance innovative leadership of school administrators under the secondary educational service area office Maha Sarakham. The samples were 286 school administrators and teachers under the secondary educational service area office Maha Sarakham selected through the stratified random sampling. The research instrument was the scaling questionnaire. The reliability current conditions and desirable conditions of the questionnaire is .975 and .964 respectively. Phase 2 was to design, construct and evaluate the program to enhance the Innovative leadership of school administrators under the secondary educational service area office Maha Sarakham. Data providers were 5 experts by purposive selection method. The research tools were interview forms and evaluation forms for the appropriateness and feasibility of the innovative leadership program of school administrators under the secondary educational service area office Maha Sarakham. The data were analyzed by using mean, standard deviation and need index.

The results revealed that;

1. The current conditions of the innovative leadership of school administrators were overall in the moderate level. The desirable conditions of the creative leadership of school administrators were overall in the highest level. The needs of the development of the innovative leadership of school administrators could be ordered from the highest to the lowest as follows: teamwork, creativity, and innovative vision respectively.

2. The Program to Enhance the Innovative leadership of school administrators under the secondary educational service area office Maha Sarakham consists of 1) Principle 2) Objectives 3) Content 4) Development method 5) Measurement and evaluation. The content consists of 3 modules: Module 1 Innovative vision, Module 2 Creativity and Module 3 Teamwork. The results of overall program evaluation were highest level appropriate, and the possibilities are at the highest level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และ ความต้องการจำเป็นของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม และ เพื่อออกแบบ สร้าง และ ประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม 286 คน ได้มาโดยกลุ่มตัวอย่างได้มาจากการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วนประมาณค่า มีค่าความเชื่อมั่นของแบบสอบสภาพปัจจุบันและสภาพที่พึงประสงค์ เท่ากับ .975 และ .964 ตามลำดับ ระยะที่ 2 การออกแบบ สร้าง และ ประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิโดยวิธีเลือกแบบ เจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด ส่วนความต้องการจำเป็นในการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การทำงานเป็นทีม การมีความคิดสร้างสรรค์ การมีวิสัยทัศน์นวัตกรรม

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา 5) การวัดและประเมินผล เนื้อหาสาระประกอบด้วย 3 Module ได้แก่ Module 1 การทำงานเป็นทีม Module 2 การมีความคิดสร้างสรรค์ และ Module 3 การมีวิสัยทัศน์นวัตกรรม ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
