Temple Administration According to Good Governance in Sangha Governing Region of So Phisai District, Bueng Kan Province

Abstract

This research aimed (1) to study opinions of monks and novices in temple administration on the basis of good governance in Sangha governing region of So Phisai district, Bueng Kan province, (2) to study problems and suggestions of monks and novices about temple administration on the basis of good governance in Sangha governing region of So Phisai district, Bueng Kan province. The study was conducted using a quantitative study design. The sample in the study included monks and novices in Sangha governing region of So Phisai district, Bueng Kan province. A questionnaire was used for data collection. Data analysis was conducted using a software package for social science research. Statistics for data analysis were frequency, percentage, mean, and standard deviation.

The findings from the study revealed as follows:

1) the sample consisting of 169 monks and novices in Sangha governing region of So Phisai district, Bueng Kan province responded to the questionnaire, accounted for 100%,

The overall opinions of monks and novices towards temple administration on the basis of good governance in Sangha governing region of So Phisai district, Bueng Kan province were at a high level; the mean was 3.79. Consideration of each aspect, in descending order, found integrity principle was at a high level; the mean was 4.33, effectiveness and efficiency principle was at a high level; the mean was 3.90, responsibility principle was at a high level; the mean was 3.85, rule of law principle was at a high level; the mean was 3.82. Transparency principle and participation principle were at a moderate level; the mean was 3.43.

2) Suggestions, problems and obstacles

(1) Rule of Law: In managing the temple according to the principles of good governance Temple regulations should be established. in living together as a group according to the principles of Dharma and discipline and to supervise and supervise monks and novices to behave in accordance with the framework of the Dhamma and Discipline. (2) Virtue In the administration of the temple according to the principles of good governance. There should be training activities to promote morality and ethics in the temple, such as organizing activities to enter the Buddhabutr camp. Summer novice ordination activities with schools near the temple to participate in various activities in order to instill good morals for the new generation of youth who will be the future of the nation. in order to learn and understand the principles and teachings of Buddhism even more. (3) Reasonable use of resources-There is a question that various courses It should follow a pattern with audit trails being documented and possibly explaining various information. to the public for the precautions of the temple. (4) Reasonable issues Entertainment that should be open for a lot able to inspect. (5) Responsibility Novice monks are quite lacking in the study of theology department. Most of the Pali department should improve the education system of monks and novices in order for the monks and novices to study the Dharma discipline, the teachings disseminating the religion and teachings of Buddhism for the prosperity of Buddhism.

การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาความคิดเห็นของพระภิกษุสามเณรในการบริหารจัดการวัดตามหลักธรรมาภิบาลในเขตปกครองคณะสงฆ์ อำเภอโซ่พิสัย จังหวัดบึงกาฬ (2) เพื่อศึกษาปัญหาและข้อเสนอแนะของพระภิกษุสามเณรในการบริหารจัดการวัดตามหลักธรรมาภิบาลในเขตปกครองคณะสงฆ์ อำเภอโซ่พิสัย การวิจัยครั้งนี้เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ พระสงฆ์และสามเณรที่อยู่ในเขตปกครองคณะสงฆ์ อำเภอโซ่พิสัย จังหวัดบึงกาฬ เครื่องมือในการเก็บรวบรวมข้อมูลแบบสอบถาม วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ สถิติที่ใช้วิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยและค่าเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1) กลุ่มตัวอย่าง พระสงฆ์และสามเณรที่อยู่ในเขตปกครองคณะสงฆ์อำเภอโซ่พิสัย จำนวน 169 รูป มีผู้ตอบแบบสอบถาม จำนวน 169 คิดเป็นร้อยละ 100

พระสงฆ์และสามเณรมีความคิดเห็นต่อการบริหารจัดการวัดตามหลักธรรมาภิบาลในเขตปกครองสงฆ์ อำเภอโซ่พิสัย จังหวัดบึงกาฬ โดยรวมอยู่ในระดับมาก โดยมีค่าเฉลี่ยเท่ากับ 3.79 เมื่อพิจารณาในรายด้าน โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย พบว่า ด้านหลักคุณธรรม อยู่ในระดับมาก ค่าเฉลี่ยเท่ากับ 4.33 ด้านหลักความคุ้มค่า อยู่ในระดับมาก ค่าเฉลี่ยเท่ากับ 3.90 ด้านหลักความรับผิดชอบ อยู่ในระดับมาก ค่าเฉลี่ยเท่ากับ 3.85 ด้านหลักนิติธรรม อยู่ในระดับมาก ค่าเฉลี่ยเท่ากับ 3.82 ด้านหลักความโปร่งใสกับด้านหลักการมีส่วนร่วมอยู่ในระดับปานกลางที่เท่ากัน ค่าเฉลี่ยเท่ากับ 3.43

2) ข้อเสนอแนะปัญหาและอุปสรรค

(1) ด้านนิติธรรม ในการบริหารจัดการวัดตามหลักธรรมาภิบาลนั้น ควรมีการวางกฎระเบียบของวัด ในการอยู่ร่วมกันเป็นหมู่คณะตามหลักพระธรรมวินัย และให้การควบคุมดูแลพระสงฆ์สามเณรให้มีความประพฤติตามแนวทางกรอบพระธรรมวินัย (2) ด้านคุณธรรม ในการบริหารจัดการวัดตามหลักธรรมาภิบาลนั้น ควรมีการจัดกิจกรรมอบรมส่งเสริมคุณธรรมจริยธรรมขึ้นในวัด เช่น การจัดกิจกรรมเข้าค่ายพุทธบุตร กิจกรรมบรรพชาสามเณรภาคฤดูร้อนกับโรงเรียนที่อยู่ใกล้วัดนั้นๆ ให้ได้มีส่วนร่วมในกิจกรรมต่างๆ เพื่อเป็นการปลูกฝังศีลธรรมอันดีงามให้กับเยาวชนคนรุ่นใหม่ผู้จะเป็นอนาคตของชาติ เพื่อให้ได้เรียนรู้และเข้าใจในหลักธรรมคำตรัสสอนของพระพุทธศาสนามากยิ่งขึ้นไป (3) ด้านความโปร่งใส การจัดซื้อ-จัดสร้างสิ่งต่างๆ ภายในวัดควรเป็นไปตามแบบแผน ด้วยความบริสุทธิ์ โปร่งใส สามารถตรวจสอบได้และเปิดเผยข้อมูลข่าวสาร การชี้แจงข้อมูลต่างๆ ต่อสาธารณะเพื่อความโปร่งใสของวัด (4) ด้านความการมีส่วนร่วม ควรเปิดโอกาสให้พระสงฆ์สามเณรและประชาชนได้เข้ามามีส่วนร่วมในการดำเนินการต่างๆ เกี่ยวกับการบริหารจัดการวัด เช่น การจัดทำแผนพัฒนาต่างๆ ควรเปิดโอกาสให้พระสงฆ์สามเณรประชาชนทุกฝ่ายได้เข้ามาแสดงความคิดเห็น (5) ด้านความรับผิดชอบ พระสงฆ์สามเณรค่อนข้างที่จะขาดการศึกษานักธรรมและเปรียญธรรมเป็นส่วนมาก ควรปรับปรุงระบบการศึกษาของพระสงฆ์สามเณร เพื่อที่จะให้พระสงฆ์สามเณรนั้นได้ศึกษาพระธรรมวินัย หลักธรรมคำสอน เผยแผ่ศาสนาและคำสอนของพระพุทธศาสนา เพื่อความเจริญรุ่งเรืองของพระพุทธศาสนาสืบไป
