The Perceived Impacts of COVID-19 on the Well-Being of High School Students in the Schools under the Governance of Local Administrative Organizations in Mahasarakham Province. The researcher asked the research question that 1. From the point of view of stakeholders How has the COVID-19 pandemic affected high school students? in secondary schools under the local government organization In this case, it is Maha Sarakham Provincial Administrative Organization and Maha Sarakham Municipality. 2. How have the schools under the Maha Sarakham Provincial Administrative Organization and Maha Sarakham Municipality adapted in the face of the challenges of the COVID-19 epidemic? And 3. From the point of view of stakeholders What challenges do local governments face? amid the spread of COVID-19.

Teaching and learning online amid the Covid-19 outbreak has greatly affected the teaching and learning in Grade 5, both teachers, parents and students in Grade 5. with the main limitations that affect learning access to information technology both equipment used for learning internet network Online learning, parents have to bear the burden on behalf of the school, including the cost of each semester. งานวิจัยเรื่อง “ผลกระทบของการแพร่ระบาดของโควิด–19 ต่อนักเรียนระดับชั้นมัธยมศึกษาตอนปลายในโรงเรียนสังกัดองค์กรปกครองส่วนท้องถิ่นจังหวัดมหาสารคาม” ผู้วิจัยตั้งคำถามวิจัยว่า 1) ในมุมมองของผู้มีส่วนได้เสีย การแพร่ระบาดของโควิด–19 ส่งผลอย่างไรต่อนักเรียนระดับชั้นมัธยมศึกษาตอนปลาย ในโรงเรียนมัธยมศึกษาสังกัดองค์กรปกครองส่วนท้องถิ่น ซึ่งในที่นี้ คือ องค์การบริหารส่วนจังหวัดมหาสารคามและเทศบาลเมืองมหาสารคาม 2) โรงเรียนในสังกัดองค์การบริหารส่วนจังหวัดมหาสารคามและเทศบาลเมืองมหาสารคามมีการปรับตัวอย่างไรเมื่อเผชิญกับความท้าทายของการแพร่ระบาดของโควิด–19 และ 3) ในมุมมองของผู้มีส่วนได้เสีย องค์กรปกครองส่วนท้องถิ่นเผชิญกับความท้าทายใดบ้าง ท่ามกลางการแพร่ระบาดของโควิด–19

การจัดการเรียนการสอนในรูปแบบออนไลน์ท่ามกลางการระบาดของ Covid–19 นั้น ส่งผลกระทบต่อการเรียนการสอนในระดับชั้นมัธยมศึกษาปีที่ 5 เป็นอย่างมาก ทั้งนี้ ทั้งครู ผู้ปกครอง และนักเรียนชั้นมัธยมศึกษาปีที่ 5 ด้วยมีข้อจำกัดหลักที่ส่งผลต่อการเรียน คือ การเข้าถึงเทคโนโลยีสารสนเทศ ทั้งอุปกรณ์ที่ใช้สำหรับการเรียน เครือข่ายอินเตอร์เน็ต การเรียนแบบออนไลน์ ผู้ปกครองต้องแบกรับภาระแทนโรงเรียนทั้งภาระค่าใช้จ่ายในแต่ละเทอม ภาระในการจัดหาอุปกรณ์ ภาระที่จะต้องสอนผู้เรียนมากกว่าครูผู้สอนเอง และการปรับตัวของโรงเรียนในสังกัดองค์กรปกครองส่วนท้องถิ่นต่อการเผชิญกับความท้าทายของการระบาดใหญ่ นั้น ต้องปรับตัวในเรื่องหลัก 4 ด้าน คือ ด้านการบริหารงานวิชาการ ด้านการบริหารงบประมาณ ด้านการบริหารงานบุคคล ด้านการบริหารทั่วไป ที่จะต้องมีการพัฒนาในด้านต่าง ๆ ให้มีความสอดคล้องกัน และ ประเด็นท้าทายของการกระจายอำนาจทางการศึกษาในสถานการณ์การระบาดของ Covid-19 ได้แก่ ด้านคุณภาพ ด้านความเสมอภาค และด้านความเป็นอยู่ที่ดี
