Efficiency of Issuing Personal Land Title Deeds of Roi Et Provincial Land Office, Tawat Buri Branch

Abstract

The objectives of this research were as follows: 1) to identify the problems and obstacles in issuing title deeds for individual cases of the Roi-Et Provincial Land Office, Thawatchaburi branch, and 2) to propose an effective solution to the problem of land title deed issuance for individual cases of the Roi-Et Provincial Land Office, Tawatchaburi Branch. This was a qualitative research conducted by collecting data from 28 key informants, consisting of executives and officers of the Roi Et Provincial Land Office, Thawatchaburi branch, officers of the Roi Et Land Reform Bureau, and individual land title deed applicants through in-depth interviews. The qualitative data was analyzed by interpreting in the form of content analysis, i.e. considering the similarities, differences, and relationships to come to conclusions and then describe the analyzes in an essay.

The results of the research revealed that the problems and obstacles in issuing title deeds for individual cases of the Roi Et Provincial Land Office, Thawatchaburi branch were caused by: 1) Efficiency in operations, including personnel competence, policy implementation and integration of agencies; 2) Responsibilities, including honesty and transparency; 3) Comprehensiveness including access to services, non-discrimination, decentralization and fairness. As for the effective solution to the problem, it was found that the workforce should be increased to promote the personnel to have skills, knowledge, and ability to work. Personnel should have communication skills, perform their duties within the scope of the law by focusing on job achievement, reduce gaps in exploitation, operate under honesty, responsibility, with equality, fairness and without bias, reduce the use of discretion of operational staff and reduce some unnecessary procedures.

From the analysis of problems and obstacles in the issuance of individual land title deeds Able to offer effective solutions to problems. 1) Efficiency Personnel should be increased to perform the issuance of land title deeds, especially for each individual Personnel should be encouraged to have good communication skills. Personnel should be encouraged to have the skills, knowledge, and ability to perform tasks. Should reduce the number of projects or policies that are too large for the staff to be able to implement on time. 2) Responsibility Personnel should perform their duties within the scope of the law by focusing on the achievement of their work. under honesty and responsibility Hold on and insist on doing the right thing. The gap in exploitation should be reduced in the process of the officials' actions. The procedure for issuing title deeds is clearly defined. There should be clear steps, rules, methods, and conditions in the process of issuing title deeds. in order to be able to monitor every step of the way. 3) Coverage Training programs on land should be established for people in different areas by integrating with regional or local agencies. Personnel and officials should perform their duties with equality and without prejudice. by providing reasonable service Should reduce the use of discretion of the operational staff. Personnel, staff should perform their duties with fairness. and should reduce some unnecessary operating steps in order to reduce time.

งานวิจัยนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาปัญหาและอุปสรรคเกี่ยวกับประสิทธิภาพในการออกโฉนดที่ดินเฉพาะรายของสำนักงานที่ดินจังหวัดร้อยเอ็ด สาขาธวัชบุรีและ 2) เพื่อเสนอแนวทางในการแก้ไขปัญหาอย่างมีประสิทธิภาพในการออกโฉนดที่ดินเฉพาะราย ของสำนักงานที่ดินจังหวัดร้อยเอ็ด สาขาธวัชบุรี เป็นการวิจัยเชิงคุณภาพ ดำเนินการวิจัยโดยเก็บข้อมูลจากผู้ให้ข้อมูลสำคัญ จำนวน 28 คน ประกอบด้วย ผู้บริหารและเจ้าหน้ที่สำนักงานที่ดินจังหวัดร้อยเอ็ด สาขาธวัชบุรี เจ้าหน้าที่สำนักปฏิรูปที่ดิน ร้อยเอ็ด และผู้ยื่นขอออกโฉนดที่ดินเฉพาะราย โดยการสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลเชิงคุณภาพด้วยการตีความในรูปของการวิเคราะห์เชิงเนื้อหา คือ พิจารณาความเหมือนกัน ความแตกต่างกัน และความสัมพันธ์กันมาหาข้อสรุปแล้วบรรยายวิเคราะห์เป็นความเรียง

ผลการวิจัย พบว่า ปัญหาและอุปสรรคเกี่ยวกับประสิทธิภาพในการออกโฉนดที่ดินเฉพาะรายของสำนักงานที่ดินจังหวัดร้อยเอ็ด สาขาธวัชบุรี เกิดจาก 1) ความมีประสิทธิภาพในการดำเนินการ ได้แก่ ความสามารถของบุคลากร การปฏิบัติตามนโยบาย และการบูรณาการร่วมกันของหน่วยงาน 2) ความรับผิดชอบ ได้แก่ ด้านความซื่อสัตย์ และด้านความโปร่งใสตรวจสอบได้ 3) ความครอบคลุม ประกอบด้วย ด้านการเข้าถึงบริการ ด้านการไม่เลือกปฏิบัติ และด้านการกระจายอำนาจ ส่วนแนวทางในแก้ไขปัญหาอย่างมีประสิทธิภาพ พบว่า ควรเพิ่มอัตรากำลังของบุคลากรในการปฏิบัติงาน ส่งเสริมให้บุคลากรมีทักษะ ความรู้ ความสามารถในการปฏิบัติงาน มีทักษะการสื่อสาร ปฏิบัติหน้าที่ตามขอบเขตของกฎหมายโดยการมุ่งผลสัมฤทธิ์ของงาน ลดช่องว่างในการแสวงหาผลประโยชน์ ปฏิบัติงานด้วยความซื่อสัตย์สุจริต รับผิดชอบ ให้บริการด้วยความเสมอภาคเป็นธรรมและปราศจากอคติ ลดการใช้ดุลยพินิจของเจ้าหน้าที่ระดับปฏิบัติการ และลดขั้นตอนการปฏิบัติงานบางอย่างที่ไม่จำเป็นลง

จากการวิเคราะห์ปัญหาและอุปสรรคในการออกโฉนดที่ดินเฉพาะราย สามารถเสนอแนวทางในแก้ไขปัญหาอย่างมีประสิทธิภาพ 1) ด้านความมีประสิทธิภาพ ควรเพิ่มอัตรากำลังของบุคลากรในการปฏิบัติงานดำเนินการออกโฉนดที่ดินโดยเฉพาะราย ควรส่งเสริมให้บุคลากรมีทักษะในการสื่อสารที่ดี ควรส่งเสริมให้บุคลากรมีทักษะ ความรู้ ความสามารถในการปฏิบัติงาน ควรลดโครงการหรือนโยบายที่มีจำนวนมากเกินกว่าที่เจ้าหน้าที่จะปฏิบัติได้ทันกำหนดเวลา 2) ด้านความรับผิดชอบ บุคลากรควรปฏิบัติหน้าที่ตามขอบเขตของกฎหมายโดยการมุ่งผลสัมฤทธิ์ของงาน ภายใต้ความซื่อสัตย์สุจริตและรับผิดชอบ ยึดมั่นและยืนหยัดทำในสิ่งที่ถูกต้อง ควรลดช่องว่างในการแสวงหาผลประโยชน์ในขั้นตอนการดำเนินการของเจ้าหน้าที่ โดยกำหนดขั้นตอนการออกโฉนดที่ดินอย่างชัดเจน ควรมีการกำหนดขั้นตอน หลักเกณฑ์ วิธีการ และเงื่อนไขที่ชัดเจนในกระบวนการออกโฉนดที่ดิน เพื่อให้สามารถตรวจสอบติดตามได้ทุกขั้นตอน 3) ด้านความครอบคลุม ควรจัดทำโครงการอบรมให้ความรู้เกี่ยวกับที่ดินแก่ประชาชนในพื้นที่ต่าง ๆ โดยการร่วมบูรณาการร่วมกับหน่วยงานในส่วนภูมิภาคหรือท้องถิ่น บุคลากร เจ้าหน้าที่ควรปฏิบัติหน้าที่ด้วยความเสมอภาคเป็นธรรมและปราศจากอคติ โดยการให้บริการอย่างมีเหตุผล ควรลดการใช้ดุลยพินิจของเจ้าหน้าที่ระดับปฏิบัติการ บุคลากร เจ้าหน้าที่ควรปฏิบัติหน้าที่ด้วยความเป็นธรรม และควรลดขั้นตอนการปฏิบัติงานบางอย่างที่ไม่จำเป็นลง เพื่อเป็นการลดเวลา
