Program for Enhancement in Visionary Leadership for School Administrator in school of The Secondary Education Service Area Office Mahasarakham

Abstract

The purpose of this research was to study the current condition, desirable condition, need and developing program for enhancement in visionary leadership for school administrator in school of The Secondary Education Service Area Office Mahasarakham. There were 2 phases of implementation. This research was divided into 2 phases: phases 1: study the current state, desirable conditions and need of enhancement in visionary leadership for school administrator. The samples consisted of 317 people. The research instrument was the questionnaire with an Index of Item Objective Congruence between 0.80-1.00, discrimination between 0.60-0.92 and a Reliability between 0.98 – 0.99. The statistics used for analyzing data were Modified Priority Need Index, mean and standard deviation. And phases 2: Development program for enhancement in visionary leadership for school administrator in school of The Secondary Education Service Area Office Mahasarakham. Focus group discussion included 5 professionals as informants. The research instrument was the evaluation form. The statistics used for analyzing data were mean and standard deviation.

The results are as followed:

1. The current state of enhancement in visionary leadership for school administrator overall and considering each side were at a high level. Desirable conditions of enhancement in visionary leadership for school administrator overall and considering each side were at a highest level. Result of the needs were in Implementing have the most needs. Next is the Communicating, Formulating and Role model respectively.

2. Results of the development program for enhancement in visionary leadership for school administrator in school of The Secondary Education Service Area Office Mahasarakham were divided into 5 categories; 1) the principle 2) the purpose 3) content were divided into 4 factors; 3.1) Formulating 3.2) Communicating 3.3) Implementing 3.4) Role model 4) development method 5) the evaluation. The results of suitability of developing program were at high level. And possibility of developing program was at highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น และพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงวิสัยทัศน์ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ดำเนินการวิจัยออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการเสริมสร้างภาวะผู้นำเชิงวิสัยทัศน์ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มตัวอย่าง ได้แก่ ครูและผู้บริหารสถานศึกษา จำนวน 317 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม ที่มีค่าดัชนีความสอดคล้อง (IOC) อยู่ระหว่าง 0.80-1.00 มีค่าอำนาจจำแนก อยู่ระหว่าง 0.60-0.92 และมีค่าความเชื่อมั่น อยู่ระหว่าง 0.98-0.99 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และความต้องการจำเป็น ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงวิสัยทัศน์ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิประเมินแนวทาง จำนวน 5 คน ด้วยวิธีการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของภาวะผู้นำเชิงวิสัยทัศน์ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม พบว่า โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านอยู่ในระดับมาก ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำเชิงวิสัยทัศน์ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม พบว่า โดยรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้านพบว่า ทุกด้านอยู่ในระดับมากที่สุด และลำดับความต้องการจำเป็น พบว่า ด้านการปฏิบัติตามวิสัยทัศน์ มีความต้องการจำเป็นมากที่สุด รองลงมาคือ ด้านการเผยแพร่วิสัยทัศน์ ด้านการสร้างวิสัยทัศน์ และด้านการเป็นแบบอย่างที่ดี ตามลำดับ

2. ผลการพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงวิสัยทัศน์ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ประกอบด้วย 5 องค์ประกอบ คือ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา แบ่งออกเป็น 4 ด้าน คือ 3.1) ด้านการสร้างวิสัยทัศน์ 3.2) ด้านการปฏิบัติตามวิสัยทัศน์ 3.3) ด้านการเผยแพร่วิสัยทัศน์ และ 3.4) ด้านการเป็นแบบอย่างที่ดี 4) วิธีการพัฒนา 5) การประเมินผล โดยผลการประเมินโปรแกรมของผู้ทรงคุณวุฒิ พบว่า โปรแกรมมีความเหมาะสมอยู่ในระดับมาก และมีความเป็นไปได้อยู่ในระดับมากที่สุด
