Developing a Program to School Administrators’ Skills in Century 21st under Yasothon Primary Education Service Area Office 1

Abstract

The purposes of the research were 1) To study current conditions and desirable conditions of curriculum and learning management for teachers of the 21st century in Yasothon Primary Educational Service Area Office 1. 2) To develop the Program for Teacher’s Potential Promoting in curriculum and learning management for teachers of the 21st century in Yasothon Primary Educational Service Area Office 1. The research was divided into two phases. Phase 1 is the study of current conditions and desirable conditions of curriculum and learning management for teachers of the 21st century in Yasothon Primary Educational Service Area Office 1. The sampling were 296 teachers in in Yasothon Primary Educational Service Area Office 1. Sampling was selected by Stratified Random Sampling method. The tool used in this research was a questionnaire. Phase 2 is the developing program for Teacher’s Potential Promoting in curriculum and learning management for teachers of the 21st century in Yasothon Primary Educational Service Area Office 1, documentations from studied textbooks. The respondent was 7 of educational experts, sampling by purposive method. Research tool were Program suitability and possibility’s evaluation. The date were analyzed by a percentage, mean, and standard deviation.

The results are as follow:

1. The current conditions of curriculum and learning management for teachers of the 21st century in Yasothon Primary Educational Service Area Office 1 was at a high level in overall : x̅ = 3.88. The desirable conditions of curriculum and learning management for teachers of the 21st in Yasothon Primary Educational Service Area Office 1 was at a highest level in overall : x̅ = 4.67 and needs assessment of school administrators’ skills in century 21st under Yasothon Primary Education Service Area Office 1. Sort in order of the value from most to least. Collaboration skill : PNImodified = 0.213, Comunication skill : PNImodified = 0.211, Creativity skill : PNImodified = 0.199, Vision prescribing : PNImodified = 0.192.

2. The results of Developing Program for Teacher’s Potential Promoting in curriculum and learning management for teachers of the 21st century in Yasothon Primary Educational Service Area Office 1. They were 6 categories 1) Rational criterion 2) Objective 3) Structure of research scope 4) Development method 5) Media 6) Measurement and evaluation was divided into 4 modules : Communication skill, Creativity skill, Vision skill. Cooperation skill. The result of program for Teacher’s Potential Promoting in curriculum and learning management for teachers of the 21st century in Yasothon Primary Educational Service Area Office 1 was suitability at the highest level and the possibility of program was at the high level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการเสริมสร้างทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 2) เพื่อออกแบบโปรแกรมเสริมสร้างทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 กลุ่มตัวอย่าง ได้แก่ ครูผู้สอนในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 จำนวน 296 คน ได้มาโดยใช้เทคนิคการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 ได้จากการศึกษาเอกสาร ตำรา กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิด้านการศึกษา จำนวน 7 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยสรุปว่า

1. สภาพปัจจุบันของทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 โดยรวมอยู่ในระดับมาก โดยมีค่า x̅ = 3.88 สภาพที่พึงประสงค์ของทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 โดยรวมอยู่ในระดับมากที่สุด โดยมีค่า x̅ = 4.67 และความต้องการจำเป็นของทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 เรียงลำดับค่าความต้องการจำเป็นจากมากไปน้อย ดังนี้ ทักษะความร่วมมือ โดยมีค่า PNImodified = 0.213 ทักษะการสื่อสาร โดยมีค่า PNImodified = 0.211 ทักษะความคิดสร้างสรรค์ โดยมีค่า PNImodified = 0.199 และทักษะการกำหนดวิสัยทัศน์ โดยมีค่า PNImodified = 0.192

2. โปรแกรมเสริมสร้างทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 ประกอบด้วย 1) หลักการและเหตุผล 2) ความมุ่งหมาย 3) โครงสร้างขอบข่ายเนื้อหา 4) วิธีการพัฒนา 5) สื่อ และ 6) การวัดและการประเมินผล มี 4 Module คือ ทักษะการสื่อสาร ทักษะความคิดสร้างสรรค์ ทักษะวิสัยทัศน์ ทักษะความร่วมมือ ผลโปรแกรมเสริมสร้างทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร เขต 1 มีความเหมาะสมอยู่ในระดับมากที่สุดและมีความเป็นไปได้อยู่ในระดับมาก
