Developing Program to Enhance the Strategic Leadership of Administrators under Mahasarakham Primary Educational Service Area Office 2

Abstract

The purposes of this study were: 1) study current conditions, desirable conditions, and the needs to Enhance the Strategic Leadership of Administrators under Mahasarakham Primary Education Service Area Office 2 and 2) develop program Enhance the Strategic Leadership of Administrators under Mahasarakham Primary Education Service Area Office 2. The research method was divided into 2 phases. Phase 1 was to study current conditions, desirable conditions, and the needs to strengthen learning leadership of school administrators. The samples were 130 school administrators under The Mahasarakham Primary Education Service Area Office 2 through stratified random sampling and simple sampling techniques and research instrument was scaling questionnaire. phase 2 was to develop a program to Enhance the Strategic Leadership of Administrators under Mahasarakham Primary Education Service Area Office 2. And the program evaluating considered by 5 experts through purposive sampling technique and research instrument was an assessment of appropriateness and feasibility of the program. Data were analyzed by using frequency, percentage, mean, standard deviation and modified priority index.

The results showed that;

1. The overall picture of current condition of Strategic Leadership of Administrators was at mean level and the desirable condition of the Strategic Leadership of Administrators. Overall is at a highest level. The necessity assessment to the development of Strategic Leadership of Administrators which ordered of the needs assessment from more to less were Motivational Leadership, Revolutionary Thinking, Ability of Strategy Management, Organization Creating, High Comprehension, Vision Determination.

2. Program to Enhance the Strategic Leadership of Administrators under Mahasarakham Primary Education Service Area Office 2 were consisted of 1) principle 2) objective 3) content 4) development activities and 5) measurement and evaluation. The content consists of 6 modules : Module 1 Motivational Leadership, Module 2 Revolutionary Thinking, Module 3 Ability of Strategy Management, Module 4 Organization Creating, Module 5 High Comprehension, and Module 6 Vision Determination. The results of overall program evaluation were high level appropriate and the possibilities are at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จากสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 จำนวน 130 คน ได้มาจากการสุ่มแบบแบ่งชั้นภูมิ และสุ่มอย่างง่าย เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากและสภาพที่พึงประสงค์ของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด ความต้องการจำเป็นของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การเป็นผู้นำการจูงใจ การคิดเชิงปฏิวัติ ความสามารถในการจัดการเชิงกลยุทธ์ การสร้างวัฒนธรรมองค์การ มีความคิดความเข้าใจในระดับสูง การกำหนดวิสัยทัศน์

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) กิจกรรมการพัฒนา และ 5) การวัดและประเมินผล มี 6 โมดูล ประกอบด้วย โมดูล 1 การเป็นผู้นำการจูงใจ โมดูล 2 การคิดเชิงปฏิวัติ โมดูล 3 ความสามารถในการจัดการกลยุทธ์ โมดูล 4 การสร้างวัฒนธรรมองค์การ โมดูล 5 มีความคิดความเข้าใจในระดับสูง และโมดูล 6 การกำหนดวิสัยทัศน์ ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากและความเป็นไปได้อยู่ในระดับมากที่สุด
