Strategies Enhancing Professional Learning Communities of Schools under Surin Province Primary Educational Service Area Office 3

Abstract

The objectives of this research were 1) to study the current conditions, desirable conditions, and the needs of enhancing Professional Learning Communities of schools under Surin Province Primary Educational Service Area Office 3. 2) to develop strategies enhancing Professional Learning Communities of schools under Surin Province Primary Educational Service Area Office 3. The research methodology consisted of 2 phases as follow; phase 1 was the study of current conditions, desirable conditions, and the needs of enhancing Professional Learning Communities of schools. The sample group were 101 school principals and 240 teachers, totaling 341 people - by stratified random sampling method and district as a unit of randomness. In addition, the research instrument was a questionnaire. Phase 2 was to develop strategies enhancing Professional Learning Communities of schools. The informants were 3 school principals and 3 heads of academic affairs, totally 6 people selecting by purposive sampling. Moreover, there were 5 experts who assessed the suitability and feasibility of the strategies selecting by purposive sampling. The research instruments were semi-structured interview and the assessment of suitability and feasibility of the program. The statistics that used for data analysis were frequency, percentage, mean, standard deviation, Index of Item Objective Congruence, Pearson Product – Moment Correlation Coefficients, Cronbach's alpha coefficient; α and Priority Needs Index (PNImodified).

The research results found that;

1. The overall current condition of enhancing Professional Learning Communities of schools was in the high level. Moreover, the desirable conditions of enhancing Professional Learning Communities of schools were in the highest level. Additionally, the priority of needs on enhancing Professional Learning Communities of schools was sorted in descending order including learning and professional development, collaborative team, kalayanamit community (true-friendship community), co-leadership community, community-supportive structure, and shared vision.

2. Strategies enhancing Professional Learning Communities of schools under Surin Province Primary Educational Service Area Office 3 consisted of 7 strategies for the shared vision, 8 strategies for the co-leadership, 8 strategies for the community-supportive structure, 10 strategies for the collaborative team, 7 strategies for the kalayanamit community (true-friendship community) and 7 strategies for the learning and professional development, totally 6 aspects 47 strategies. The result’s assessment of suitability and feasibility of strategies enhancing Professional Learning Communities of schools under Surin Province Primary Educational Service Area Office 3 indicated that suitability and feasibility in the highest level.

การวิจัยครั้งนี้มีจุดมุ่งหมายดังนี้ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการเสริมสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 2) เพื่อพัฒนากลยุทธ์การเสริมสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 การดำเนินการวิจัยมีลักษณะเป็นการวิจัยแบบวิธีผสม แบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการเสริมสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพในสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 101 คน และครูผู้สอน จำนวน 240 คน รวมจำนวน 341 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิและใช้อำเภอที่สถานศึกษาตั้งอยู่เป็นหน่วยของการสุ่ม เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 การพัฒนากลยุทธ์การเสริมสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพในสถานศึกษา กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา 3 คน และครูหัวหน้าฝ่ายบริหารงานวิชาการ จำนวน 3 คน ใช้วิธีการเลือกแบบเจาะจง รวมผู้ที่ให้ข้อมูลทั้งสิ้นจำนวน 6 คน และผู้ทรงคุณวุฒิประเมินความเหมาะสมและความเป็นไปได้ของกลยุทธ์ จำนวน 5 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความเหมาะสมและความเป็นไปได้ของกลยุทธ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีความสอดคล้อง สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน สัมประสิทธิ์แอลฟาของครอนบาค ค่าดัชนีจัดเรียงลำดับความสำคัญของความต้องการจำเป็น (PNImodified)

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของการเสริมสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพในสถานศึกษา โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ของของการเสริมสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพในสถานศึกษาโดยรวมอยู่ในระดับมากที่สุด และลำดับความต้องการจำเป็นในการเสริมสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพในสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านการเรียนรู้และพัฒนาวิชาชีพ ด้านทีมร่วมแรงร่วมใจและด้านชุมชนกัลยาณมิตร ด้านภาวะผู้นำร่วม ด้านโครงสร้างสนับสนุนชุมชนและด้านวิสัยทัศน์ร่วม ตามลำดับ

2. กลยุทธ์การเสริมสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ประกอบด้วย กลยุทธ์ด้านวิสัยทัศน์ร่วม 7 กลยุทธ์ กลยุทธ์ด้านภาวะผู้นำร่วม 8 กลยุทธ์ กลยุทธ์ด้านโครงสร้างสนับสนุนชุมชน 8 กลยุทธ์ กลยุทธ์ด้านทีมร่วมแรงร่วมใจ 10 กลยุทธ์ กลยุทธ์ด้านชุมชนกัลยาณมิตร 7 กลยุทธ์ และกลยุทธ์ด้านการเรียนรู้และพัฒนาวิชาชีพ 7 กลยุทธ์ รวมทั้งสิ้น 6 ด้าน 47 กลยุทธ์ ผลการประเมินความเหมาะสมและความเป็นไปได้ของกลยุทธ์การเสริมสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 พบว่ามีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
