The Development of Participatory Academic Administration Guideline for School under The Municipality in Nonthaburi Province

Abstract

The purposes of this research were: 1) to study the current state, the desirable state, and the modified priority needs state of Participatory Academic Administration for School under The municipality in Nonthaburi Province 2) to study the guideline for the development of Participatory Academic Administration for School under The municipality in Nonthaburi Province. The research was divided into two phases. The first phase was studying of the current state, the desirable state, and the modified priority needs state of Participatory Academic Administration for School under The municipality in Nonthaburi Province. The sample were 330 people who were the administrators, the teachers; selected by Stratified Random Sampling method. The research instrument used for collecting the data was the questionnaires. The second phase was the studying the guideline for the development of Participatory Academic Administration for School under The municipality in Nonthaburi Province. In this phase, were interviewed. The respondents were 5 of educational experts, sampling by purposive method. The research instrument used for collecting the data was suitability and possibility's evaluation form. The statistic used in data analysis were percentage, mean and standard deviation.

The results are as follow:

1. The current state of Participatory Academic Administration for School under The municipality in Nonthaburi Province was at moderate level (x̅ = 2.83) in overall. The desirable state of Participatory Academic Administration for School under The municipality in Nonthaburi Province was at a high level (x̅ = 4.29) in overall, and the mean of the modified priority needs index was Academic Planning, measurement and evaluation, learning management, Curriculum development in order (x̅ = 0.52).

2. The result of the Guideline for the development of Participatory Academic Administration for School under The municipality in Nonthaburi Province, which including 4 elements 1) Curriculum development, 2) Academic Planning, 3) learning management, 4) measurement and evaluation. The results of the Guideline for the development of Participatory Academic Administration for School under The municipality in Nonthaburi Province were suitability at a high level (x̅ = 4.46) and the possibility was at the high level (x̅ = 4.21).

การวิจัยครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารงานวิชาการแบบมีส่วนร่วมของสถานศึกษาสังกัดเทศบาล จังหวัดนนทบุรี 2) เพื่อพัฒนาแนวทางในการบริหารงานวิชาการแบบมีส่วนร่วมของสถานศึกษาสังกัดเทศบาล จังหวัดนนทบุรี การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ผลจากการศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการแบบมีส่วนร่วมของสถานศึกษาสังกัดเทศบาล จังหวัดนนทบุรี กลุ่มตัวอย่างประกอบด้วยผู้บริหารสถานศึกษาและครูผู้สอน จำนวน 330 คน ได้มาโดยเทคนิคการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือแบบสอบถาม ระยะที่ 2 ผลการศึกษาแนวทางในการบริหารงานวิชาการแบบมีส่วนร่วมของสถานศึกษาสังกัดเทศบาล จังหวัดนนทบุรี ได้จากการสัมภาษณ์ กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิด้านการศึกษา จำนวน 5 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของการบริหารงานวิชาการแบบมีส่วนร่วมของสถานศึกษาสังกัดเทศบาล จังหวัดนนทบุรี โดยรวมอยู่ในระดับปานกลาง (x̅ = 2.83) สภาพที่พึงประสงค์ของการบริหารงานวิชาการแบบมีส่วนร่วมของสถานศึกษาสังกัดเทศบาล จังหวัดนนทบุรี โดยรวมอยู่ในระดับมาก (x̅ = 4.29) และความต้องการจำเป็น (PNImodified) เรียงลำดับตามความต้องการจำเป็นจากมากไปน้อย ได้แก่ การวางแผนงานวิชาการ การวัดและประเมินผล การจัดการเรียนการสอน และการพัฒนาหลักสูตร (x̅ = 0.52)

2. แนวทางในการบริหารงานวิชาการแบบมีส่วนร่วมของสถานศึกษาสังกัดเทศบาล จังหวัดนนทบุรี ประกอบด้วย 4 ด้าน ได้แก่ 1) การพัฒนาหลักสูตร 2) การวางแผนงานวิชาการ 3) การจัดการเรียนการสอน 4) การวัดและประเมินผล ผลการพัฒนาแนวทางในการบริหารงานวิชาการแบบมีส่วนร่วมของสถานศึกษาสังกัดเทศบาล จังหวัดนนทบุรี มีความเหมาะสมอยู่ในระดับมาก (x̅ = 4.46) และมีความเป็นไปได้อยู่ในระดับมาก (x̅ = 4.21)
