The Consequences of the 2014 Thai Coup d’État and Their Impacts on the Movement of the Dao Din Activist Group

Abstract

This thesis aims to explain how the 2014 coup influenced movements of Dao Din Group and how the form and method of their activities changed. The effect of the ruling of National Council for Peace and Order (NCPO) played an important role in modifying the strategies and tactics of Dao Din Group. For the research the in-depth interview of 15 people from Dao Din Group and its network was conducted.

The study found that after the coup, the establishment and implementations of law and order by the military government impeded Dao Din Group’s field work with local people and their activities to extend membership. Consequently, the group’s strategies shifted from confronting actions to symbolic actions against the government. The closed political opportunity structure affected the organization of the group’s activities in a way the members became more wary of its stability.

However, aside from above factors, there are other factors such as the Group’s leadership, decision making structure, learning process and capacity of the members, and its network and network building. These factors also affected the form and method of the Group’s movements.

วิทยานิพนธ์ชิ้นนี้มีจุดมุ่งหมายที่จะอธิบายผลกระทบจากการรัฐประหารเมื่อวันที่ 22 พฤษภาคม 2557 ต่อกลุ่มดาวดินว่ามีการเคลื่อนไหวอย่างไร มีการปรับเปลี่ยนรูปแบบและวิธีการเคลื่อนไหวหรือไม่อย่างไรเพื่อวิเคราะห์ผลกระทบจากการเข้ามามีอำนาจในการบริหารประเทศของคณะรักษาความสงบแห่งชาติ (คสช.) ต่อการปรับแนวทางการเคลื่อนไหว ยุทธศาสตร์ และยุทธวิธีของกลุ่มดาวดิน การศึกษาชิ้นนี้ใช้วิธีการสัมภาษณ์เชิงลึก (In-depth Interview) จากสมาชิกกลุ่มดาวดินและเครือข่ายพันธมิตรของกลุ่มดาวดินจำนวน 15 คน

ผลการศึกษาพบว่า ภายหลังการรัฐประหาร 2557 รัฐบาล คสช. ได้ออกกฎหมายและมาตรการต่าง ๆ ทำให้กลุ่มดาวดินลงไปเคลื่อนไหวกับชาวบ้านในพื้นที่และระดมสมาชิกด้วยความยากลำบาก กลุ่มดาวดินจึงจำเป็นต้องปรับรูปแบบการเคลื่อนไหว จากเดิมที่เคยเคลื่อนไหวแบบเผชิญหน้ากับเจ้าหน้าที่ของรัฐมาเป็นรูปแบบของการปฏิบัติการเพื่อแสดงออกเชิงสัญลักษณ์ในการต่อต้านรัฐบาลเผด็จการ ทั้งนี้ ด้วยสถานการณ์ทางการเมืองที่ปิดจึงส่งผลให้การออกแบบการเคลื่อนไหวของกลุ่มดาวดินจำเป็นต้องมีความรอบคอบและปลอดภัย

อย่างไรก็ตาม นอกจากเงื่อนไขจากการออกกฎหมายและมาตรการของรัฐที่มีผลต่อการออกแบบการเคลื่อนไหวของกลุ่มดาวดินแล้ว ยังมีเงื่อนไขภายในกลุ่ม เช่น เงื่อนไขด้านผู้นำ เงื่อนไขโครงสร้างการตัดสินใจ เงื่อนไขกระบวนการเรียนรู้ภายในและความพร้อมของสมาชิก และเงื่อนไขเครือข่ายพันธมิตรและการสร้างพันธมิตร ที่ส่งผลต่อการกำหนดรูปแบบและวิธีการเคลื่อนไหวของกลุ่มดาวดิน
